Prime Minister Pham Minh Chinh has just signed an official dispatch requesting ministries, branches and localities to focus on implementing key tasks to deploy the two-level local government model from July 1, 2025.
No later than June 30, the regime must be paid to those who have decided to quit their jobs due to rearrangement.
The dispatch stated that some ministries, branches and localities have not yet ensured the required work progress, such as: not yet issued circulars guiding the decentralization, delegation of authority, assignment of authority and implementation of administrative procedures; not yet completed the arrangement and assignment of cadres and civil servants of agencies and units, not yet completed the arrangement of headquarters and working conditions (equipment, means, working tools of new commune-level administrative units...).
To effectively implement the two-level local government model from July 1, the Prime Minister requested ministries, branches, and localities to carefully inspect and review the processes and procedures between ministries, functional branches, and localities in resolving and paying benefits and policies for cadres, civil servants, public employees, and workers who quit their jobs due to reorganization, ensuring that procedures are shortened and implemented immediately; in cases where a decision to quit has been made, the resolution and payment of benefits and policies must be completed no later than June 30.
Along with that, continue to effectively organize the Standing Unit at ministries and branches (responsible focal points, hotlines), promote the role, responsibility and effectiveness in receiving, guiding and answering the contents, proposals and recommendations of agencies, units and localities.
The Prime Minister requested ministries and branches to urgently complete and issue circulars on decentralization, delegation of authority, and assignment of authority according to their respective management fields before June 25; at the same time, guide localities in implementing Decrees on decentralization, delegation of authority, and assignment of authority; review, amend, supplement, issue new (if necessary) or abolish circulars and instructions within the scope of tasks, powers, and management fields, ensuring consistency and consistency with newly issued regulations.
Localities urgently test the operation of two-level local government
The Ministry of Home Affairs urgently advised the Prime Minister to decide to approve the chairmen and vice chairmen of the People's Committees of 23 (new) provinces and cities after the Politburo and the Secretariat approved the policy; completed the development of a handbook to guide the People's Committees at the commune level to handle work according to their tasks and powers, and sent it to localities no later than June 30.
The Ministry of Justice, the Government Inspectorate, and localities urgently complete the arrangement and put into operation the organizational apparatus of the system of inspection and civil judgment enforcement agencies in accordance with the conclusions of the Politburo and the Secretariat.
The Prime Minister directed localities to urgently pilot the operation of the two-level local government, including: conducting meetings of the Standing Committee, the Standing Committee, the Executive Committee, the People's Committee, the People's Council, and the Fatherland Front Committee; operating the document management and operations management system; operating the Public Administration Service Center (process of receiving, processing, and issuing documents; receiving, processing, and returning results of resolved records; receiving records, and transferring them between Public Administration Service Centers).
On the evening of June 20, Prime Minister Pham Minh Chinh chaired a meeting to disseminate and implement the directions of the Politburo and General Secretary To Lam on focusing on key tasks to implement the two-level local government organization model from July 1.
Concluding the meeting, the Prime Minister requested ministries and branches to review and complete legal documents under their authority, ensuring smooth and seamless operation of local governments at two levels, without legal gaps or overlapping tasks, and to inspect, urge, and promptly handle arising problems.
The Prime Minister also requested to focus on handling many related issues in the process of arranging and implementing the two-level local government model such as finance, assets, facilities, working conditions; ensuring information technology systems, equipment, transmission lines and activities related to digital transformation.
The Prime Minister requested that from now until June 30, 100% of administrative procedures under the jurisdiction of ministries, branches and localities be synchronized and unified on the administrative procedure settlement information systems at the ministerial and provincial levels.
From July 1 to December 31, the provision of online public services on the National Public Service Portal will be centralized for all administrative procedures eligible for provision of online public services in full or in part, in a unified and synchronous manner nationwide, gradually replacing individual online public services at the provincial level.
