On June 22, Prime Minister Pham Minh Chinh signed an official dispatch on ensuring material facilities for state agencies, organizations and units when implementing the arrangement, streamlining of the apparatus, and rearrangement of administrative units to build a two-level local government model.

The dispatch clearly stated that through monitoring the reality in localities, there have been a number of difficulties and problems in purchasing assets, equipment, repairing and renovating offices, official residences, as well as in the decentralization mechanism, funding sources... which may delay and disrupt work, affecting the organization and operation of agencies and units when they officially come into operation under the new organizational model.

In order to promptly resolve the above difficulties and obstacles, ensuring the arrangement and reorganization of headquarters and public assets to meet work needs and avoid disruption when officially operating under the new local government organization model after the reorganization, the Prime Minister requested the Chairmen of the People's Committees of provinces and cities to effectively implement the guidelines of the Ministry of Finance on the principles of handling state finances and budgets when reorganizing administrative units at all levels and building a 2-level local government organization model; not allowing waste, negativity, and corruption in the organization and implementation.

Localities arrange and allocate public property headquarters under their management, ensuring that facilities (headquarters, cars, machinery, equipment, IT data infrastructure, digital transformation, etc.) for the apparatus follow the new model and that the activities of cadres, civil servants, public employees, and workers are carried out normally, without interruption, without affecting the provision of public services and the handling of administrative procedures for people and businesses when they officially come into operation.

Localities develop plans and organize the handling of surplus public headquarters and assets in accordance with legal regulations, instructions of the Prime Minister, guidance of the Ministry of Finance and relevant ministries and agencies.

At the same time, direct the purchase of additional items according to prescribed standards and norms in cases where existing cars, machinery, equipment and other assets, after being arranged, organized and harmonized, do not meet the requirements for performing tasks.

The Chairmen of the People's Committees of provinces and cities shall direct the consideration and decision on the application of the form of contractor selection in special cases to repair and renovate offices and official residences for provincial and communal officials and civil servants in cases where there is an urgent requirement on progress to ensure that the activities of agencies and units are carried out normally and without interruption when officially put into operation under the new organizational model, without affecting the provision of public services and the settlement of administrative procedures. The repair and renovation must ensure savings, efficiency, and compliance with the correct order, procedures, and legal regulations.

The Prime Minister also requested the Chairmen of the People's Committees of provinces and cities to proactively arrange local budgets and other legal financial sources to implement the restructuring of the commune-level apparatus; for the restructuring of provincial-level agencies, the province that decides to locate the new administrative center after the restructuring is responsible for arranging funds for implementation. In case of difficulties in funding, the provincial People's Committees shall promptly report to the Ministry of Finance for synthesis and submission to competent authorities for consideration and handling on June 23.

Localities must resolutely, promptly and fully implement tasks within their authority to ensure the smooth operation of the new government apparatus; in case of difficulties or problems beyond their authority, they must report in writing to the Ministry of Finance for guidance...
