From July 1, commune level directly pays monthly social allowances

The Ministry of Health has just issued a document requesting localities to pay monthly social allowances to social protection beneficiaries.

Accordingly, from July 1, the functions and tasks of making lists of beneficiaries and paying monthly social allowances to social protection beneficiaries (according to Decree 20/2021/ND-CP dated March 15, 2021 of the Government ) of the district level will be transferred to the commune level.

The authority to decide on receiving, adjusting, or ceasing monthly social allowances or monthly financial support for care and nurturing of social protection beneficiaries is exercised by the Chairman of the People's Committee at the commune level.

This is to ensure uninterrupted monthly social allowance payments to social protection beneficiaries in July, August and September 2025.

The Ministry of Health requested the Chairmen of the People's Committees of provinces and cities to assign the Department of Health to guide the updating of the operation of the information system and database of social protection beneficiaries when implementing the 2-level local government model.

This includes instructing the People's Committees at the commune level to update data, create and approve the list of monthly social allowance beneficiaries on the system from July 2025 and train staff before June 30.

The health sector coordinates with the Department of Finance and the State Treasury to guide and supervise payments, and at the same time encourage cashless payments to facilitate people.

The Ministry of Health also noted that the heads of the People's Committees of provinces and cities direct the People's Committees at the district level to pay social allowances for June 2025 before June 28, 2025 and complete the handover of records and data from the district level to the commune level before June 30, 2025.

From July 1, 2025, the People's Committee at the commune level will directly organize the payment of monthly allowances to social protection beneficiaries.

Localities need to proactively arrange human resources, funding, and infrastructure to perform tasks, promptly handle arising problems, and ensure that payments are made smoothly, to the right people, and in accordance with regulations./.

According to a report by the Department of Social Protection (Ministry of Health), it is estimated that by the end of 2023, the number of disadvantaged, vulnerable people in difficult circumstances who need to use social work services will account for about 20% of the population.

Of these, there are about 17 million elderly people, over 7 million people with disabilities, 10 million people with mental health problems, 2 million children in special circumstances, about 2.23% of poor households and 3.1% of near-poor households.

There are also 3.3 million people receiving monthly social benefits and 1.5 million households needing emergency assistance every year.

Vietnam is one of the countries with the fastest aging population in the world and it is forecasted that by 2035 the proportion of elderly people could reach 30% of the population.

In addition, the Department of Social Protection assessed that the situation of violence, domestic violence, women and children being abused, trafficked, abused or street children making a living... needs to continue to be focused on solving.

Recently, the Government issued a decree on social work. This is an important legal document, which for the first time specifically regulates the practice of professional social work with regulations on practice registration, rights and obligations of practitioners, social work services, professional ethics, etc.
