Tay Ninh: New positioning with double-digit growth target

With high determination, Tay Ninh started the new term with a double-digit growth target, demonstrating a strong desire for breakthrough. This is not only a simple economic target but also a foundation for the province to develop comprehensively and sustainably, improve the quality of life of the people, and rise to the group of provinces and cities with the most dynamic development in the country.

Leaders of the Provincial People's Committee and the Provincial Land Fund Development Center surveyed the actual site clearance work at the grassroots level.

Clearing internal "bottlenecks"

If for many years, site clearance (GPMB) was a persistent "bottleneck" that made many investors hesitate, now this story in Tay Ninh has transformed into an impressive "bright spot". Thanks to the drastic participation of the entire political system, compensation and GPMB work has been implemented "at lightning speed".

Since the merger, the province has carried out site clearance for more than 300 projects; paid about 5,400 households with a total compensation amount of more than 12,400 billion VND, successfully liberating more than 950 hectares of clean land.

According to Director of the Provincial Land Fund Development Center Nguyen Minh Hung, to achieve this result, the Center closely followed the direction of the Provincial Party Committee, the Provincial People's Committee and the Steering Committee for Land Acquisition and Clearance. "We have strengthened the responsibility of the leader, clearly assigned the person in charge, the timeline and the specific reporting mechanism for each project to ensure progress, while promoting the spirit of solidarity - dedication - integrity in public service" - Mr. Nguyen Minh Hung affirmed.

Thanks to the clean land fund, Tay Ninh has created a strong driving force to open the way to attract inter-regional transport infrastructure projects, such as: Ho Chi Minh City - Moc Bai Expressway, Ho Chi Minh City Ring Road 3, Ho Chi Minh City Ring Road 4 and high-class industrial parks and tourist areas. This has reaffirmed that site clearance is no longer an obstacle but has become a core competitive advantage to "clean the nest" to welcome "eagles", contributing to the overall success of the double-digit growth target this year.

Affirming this determination, Provincial Party Secretary Nguyen Van Quyet - Head of the Provincial Steering Committee for Land Acquisition and Clearance, emphasized: “Since officially operating and being merged from the two previous provinces, we have determined that “Land Acquisition and Clearance must go one step ahead - creating a clean land fund as a foundation for development” is the key task and responsibility of the entire political system; we must focus on mobilizing the drastic and synchronous participation of the entire political system. The highest goal is to create the cleanest and fairest land fund to welcome large investors, open up economic development opportunities, and improve people's lives.”

Along with the "cleaning up" of the land, Tay Ninh determined that it could not develop rapidly if the administrative apparatus remained stagnant. Therefore, administrative reform and digital transformation (DT) are considered the second breakthrough, creating a "double push". To date, the province has publicized 2,011 administrative procedures, including more than 400 non-territorial procedures (allowing applications to be submitted anywhere).

Promoting online public services has helped the government "pivot", putting people and businesses at the center of service. As a result, satisfaction indexes (SIPAS, PAPI) and competitiveness (PCI, PAR Index) are all improving positively.

At the commune level, digital transformation is gradually going deeper, focusing on cleaning and connecting data instead of simply indexing. This is considered the core foundation for digital government. According to Secretary of the Can Giuoc Commune Party Committee Pham Van Bon, the locality is focusing on strengthening transmission lines and "cleaning information data". "Clean data is the premise for people to enjoy public services as quickly as possible" - Comrade Pham Van Bon emphasized.

The synchronous participation from the province to the commune shows that digital transformation and administrative reform have become a unified action movement, creating a creative, dynamic and serving government.

Create new momentum

In the first 9 months of 2025, the province's economy recorded an impressive GRDP growth rate of 9.52%, making the province the leader in the Southern region and ranked 8th out of 34 provinces and cities nationwide. This figure not only reflects the strong growth rate but also clearly demonstrates the effectiveness of the breakthrough policies that the province has been persistently implementing in recent years.

The province creates conditions for businesses to develop to strengthen state budget collection.

According to statistics, the main growth driver of the province comes from sector II (industry - construction), with an increase of 12.76%, of which the industry sector alone increased by 13.19%. Industrial zones and clusters in the area continue to attract many large-scale projects with modern technology, contributing positively to economic growth and restructuring.

Sector III (trade - services) also maintained a solid growth momentum, reaching 8.07%, clearly reflecting the strong recovery of purchasing power, tourism and border logistics activities. Along with that, agriculture continued to be restructured towards green and high technology, gradually affirming its role as a pillar of the economy in the context of fluctuations.

High GRDP growth has directly impacted the state budget revenue in the area, creating important resources for development investment, while ensuring social security and people's welfare.

Discussing this result, Director of the Department of Finance Truong Van Liep commented: “The 9.52% increase truly reflects the province's efforts to "pivot" its management. When "bottlenecks" in terms of land and procedures are cleared, investment capital is absorbed quickly, and the industrial sector immediately breaks through. This not only helps GRDP growth but also ensures sustainable budget revenue, exceeding estimates.”

According to comrade Truong Van Liep, based on the results of the first 9 months of 2025, the Department of Finance has advised the Provincial People's Committee to direct sectors and localities to focus on synchronously implementing solutions to contribute to achieving the growth target set in the spirit of Resolution No. 25/NQ-CP of the Government and strive to complete the double-digit growth target in 2025.

Not stopping at growth figures, Tay Ninh is gradually realizing its vision by 2030 - becoming a dynamic industrial - service development area; an important "bridge" between key economic regions in the country - a gateway to connect trade, tourism and international cooperation.

To achieve that goal, the province focuses on making breakthroughs in economic integration, science, technology, and comprehensive digital transformation, associated with green economic development and circular economy. Tay Ninh aims to build a civilized society, a safe environment, a creative and serving government, ensuring security, welfare, and happiness for the people.

Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Van Ut affirmed: "We set a target of striving for double-digit growth for the 2026-2030 period and in 2025, the province is determined to achieve this target. At the same time, the province strives to reach the top 10 localities in the country. This is a very difficult goal, but we believe that with the consensus of the entire political system and the people, Tay Ninh will achieve it."

From the foundation of administrative reform, site clearance, and effective financial management, the province has been creating new positions and strengths for the next stage of development. The unity in leadership, determination in action and the spirit of daring to think and dare to do of the entire political system are the "golden keys" to help the province break through and rise up.

With a GRDP growth rate of 9.52% after 9 months and determination to achieve a double-digit target for the whole year, Tay Ninh is affirming its position as a new growth pole of the Southeast region, opening up bright prospects for the 2026-2030 development period, a period of breakthrough, integration and prosperity./.

In the 2021-2025 period, the province's total state budget revenue will reach more than VND181,300 billion, with an impressive average growth rate of 11% per year. In 2025 alone, as of October 30, the total state budget revenue will reach nearly VND44,000 billion.

According to the draft report of the Central Government, the total state budget revenue of the province in 2025 is estimated to reach more than 48,600 billion VND, expected to rank 9th in the country in terms of state budget revenue scale.
