Attending the preparatory session were: Head of Local Department 3, Central Organizing Committee Nguyen Van Phong; Head of Local Department 7, Central Inspection Committee Tran Viet Ha; Head of Local Department 3, Central Internal Affairs Committee Tran Hoang Kiem; Head of Local Department 2, Central Party Office Nguyen Duc Trung; Head of Local Department 3, Central Propaganda and Mass Mobilization Committee Nguyen Huy Ngoc; Deputy Chief of Office of the Organizing Committee Tran Thi Phuong Thao.
The official delegates summoned to attend the 1st Congress of the Ho Chi Minh City Party Committee are 547 delegates, including 106 ex-officio delegates and 441 delegates appointed at the Party Committees of communes, wards, special zones and grassroots Party Committees directly under the City Party Committee. At the preparatory session, there were 546 delegates present (99.82%).
The preparatory session was attended by: Secretary of the Party Central Committee, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang; Member of the Party Central Committee, Head of the National Assembly Delegation of Ho Chi Minh City Nguyen Van Loi; Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc; Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Council Vo Van Minh; Deputy Secretary of the City Party Committee, Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City Nguyen Phuoc Loc; Deputy Secretary of the Ho Chi Minh City Party Committee Dang Minh Thong; Deputy Secretary of the City Party Committee, Head of the Organization Committee of the Ho Chi Minh City Party Committee Van Thi Bach Tuyet.
The success of the Ho Chi Minh City Party Congress contributed significantly to the success of the 14th National Party Congress.
Speaking at the preparatory session, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang said that the 1st Congress of the Ho Chi Minh City Party Committee, term 2025-2030, will only carry out two contents: summarizing the implementation of the Congress Resolution for the term 2020-2025 and determining the direction, goals, and solutions for the term 2025-2030.
The Congress also discussed and contributed opinions to the draft documents of the 14th National Party Congress.
According to the Secretary of the Ho Chi Minh City Party Committee, the Congress will also announce the decision of the Politburo and the Secretariat on the appointment of the Executive Committee, the Standing Committee, the Secretary, the Deputy Secretaries, the Inspection Committee, the Chairman of the Inspection Committee of the Ho Chi Minh City Party Committee, term I, 2025-2030; and the personnel of the Ho Chi Minh City Delegation to attend the 14th National Congress of the Party.
The head of the City Party Committee said that over the past several months, along with the drastic direction of the work of arranging administrative units, the Standing Committee of the City Party Committee has focused on directing the successful organization, on schedule, of the congresses of more than 10,600 grassroots Party organizations and 173 Party Committees directly under the City Party Committee.
The subcommittees of the congress, the Standing Committee, and the City Party Executive Committee have actively and carefully prepared the contents of the documents and reported to the Politburo for comments.
“The first Congress of the Ho Chi Minh City Party Committee is a political event of great significance to the Party Committee, government and people of the city; attracting the attention of agencies, organizations and people not only in the city but also nationwide. The success of the congress will contribute significantly to the success of the 14th National Party Congress,” the Secretary of the Ho Chi Minh City Party Committee emphasized.
Secretary Tran Luu Quang suggested that delegates uphold their sense of responsibility, concentrate their intelligence, and maximize their role in representing the will and aspirations of Party committees at all levels and more than 366,000 Party members in the entire City Party Committee.
At the same time, delegates need to thoroughly grasp and deeply understand the congress' motto: Solidarity - Democracy - Discipline - Breakthrough - Creativity , and actively contribute to the success of the Congress.
Creating new momentum and fundamental changes in all areas
Regarding the new points of the Congress, Secretary of the City Party Committee Tran Luu Quang said that the Congress has a major reform in thinking and awareness of thoroughly applying information technology in the process of organizing the Congress to save time and costs. Therefore, no documents were distributed to delegates. All content and programs were uploaded to the digital congress software.
On the other hand, the city's documents are built according to a methodical, serious, elaborate, scientific process, have been discussed by organizations to collect opinions at many conferences, and widely disseminated on mass media to collect opinions from all walks of life.
The document was also discussed and commented on comprehensively and deeply by the Politburo.
The Document Subcommittee, the Standing Committee, and the City Party Executive Committee have compiled, seriously absorbed, and completed 6 drafts before submitting to the congress. From there, delegates are requested to carefully study, contribute quality opinions, proactively prepare content, actively participate in discussions, and express opinions.
Secretary of the City Party Committee Tran Luu Quang said that regarding the draft documents of the 14th Party Congress, the Ho Chi Minh City Party Committee has reported and synthesized all opinions of the Party Congresses at the grassroots level, above the grassroots level, at all levels, and in all sectors. Delegates need to continue to focus on exchanging and discussing to deepen the viewpoints, goals, and major orientations suggested in the draft documents.
The Secretary of the Ho Chi Minh City Party Committee shared that at the Politburo's working session with the Standing Committee of the Ho Chi Minh City Party Committee, General Secretary To Lam directed: Ho Chi Minh City must successfully organize the congress in a substantive manner, the Ho Chi Minh City Party Committee must take the lead, be exemplary, and set an example for other localities in all aspects; build the City named after Uncle Ho as a socialist city of Vietnam - where every citizen is guaranteed development opportunities, fully cared for in terms of health, education, a safe, civilized, modern living environment, no one is left behind in the development process; take the lead in the cause of industrialization and modernization of the country, and have a prominent position in the Southeast Asian region.
Therefore, the congress must discuss and determine development solutions that create new momentum and fundamental changes in all areas to develop the city faster and more sustainably.
The Secretary of the City Party Committee believes that with the tradition of solidarity, dynamism, creativity, daring to think and know how to do through many generations, the Party Committee and people of Ho Chi Minh City will strongly rise into the new era; build the city into a new growth pole of the Southeast region, a modern international megacity in Southeast Asia, actively contributing to the cause of national construction and development.
The document is carefully prepared, thorough, clear and concise.
At the preparatory session, Head of the Propaganda and Mass Mobilization Committee of the City Party Committee Duong Anh Duc presented a summary report synthesizing comments on the draft documents to be submitted to the 14th National Party Congress.
According to Mr. Duong Anh Duc, the organization of collecting opinions on the documents of the 14th National Congress of Delegates received serious comments from the Party Committees under the City Party Committee, delegates attending the congress and people from all walks of life, boldly proposing and contributing many enthusiastic, profound and intellectual opinions to the country's major issues.
Most opinions believe that the document was carefully and meticulously prepared, with a clear and tight structure, concise and succinct writing style, demonstrating the spirit of looking straight at the truth and objectively and comprehensively assessing the practical situation of the country.
At the same time, clearly demonstrate the vision, strategic orientation, set out directions, goals, tasks and solutions for the 2025-2030 period, with a vision to 2045; reflect the Party's new thinking, new vision and new approach, with high strategic orientation, clearly demonstrate the mettle, intelligence, vision and aspiration to develop a prosperous and happy country.
Regarding the draft political report to be submitted to the 14th National Congress of the Party, the majority of opinions expressed high consensus on the Central Committee integrating the contents of 3 documents including: political report, socio-economic report, and Party building summary report into the Political Report to be submitted to the 14th National Congress of Delegates.
Many opinions believe that this is a new, breakthrough way of thinking, demonstrating a creative way of doing things, avoiding duplication and lack of consistency between reports in the direction of connection and synchronization. In particular, regarding the theme of the congress, the majority of opinions stated that the theme reflected comprehensively and consistently on the basis of inheriting and developing documents in the renovation period.
However, some opinions suggested that the theme should clearly demonstrate the spirit of innovation, rapid and sustainable development of the country, coupled with Party building and rectification; affirming the Party's leadership role in the era of national growth and the goal of advancing to socialism.
Electing the Congress Presidium of 11 people
At the preparatory session, the Congress elected a delegation to examine the qualifications of 5 delegates, including: Chairman of the Ho Chi Minh City Party Committee's Inspection Committee Vo Van Dung as Head of the Inspection Committee; Permanent Deputy Chairman of the City Party Committee's Inspection Committee Nguyen Chi Trung as Deputy Head of the Inspection Committee; Deputy Head of the City Party Committee's Internal Affairs Committee Vo Huy Hoang; Deputy Head of the City Party Committee's Organization Committee Huynh Van Dan and Chief Inspector of the City Tran Van Bay.
The delegates agreed on the list of 11 members of the congress's Presidium, including: Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang; Deputy Secretaries of the City Party Committee: Nguyen Van Duoc, Vo Van Minh, Nguyen Phuoc Loc, Dang Minh Thong, Van Thi Bach Tuyet; Chairman of the City Party Committee's Inspection Committee Vo Van Dung; Head of the City Party Committee's Propaganda and Mass Mobilization Commission Duong Anh Duc; Head of the City Party Committee's Internal Affairs Commission Nguyen Thi My Hang; Director of the City Police Department Mai Hoang and Commander of the City Command Vu Van Dien.
The congress elected a congress secretariat of 3 people, including: Chief of the City Party Committee Office Pham Hong Son, Deputy Head of the City Party Committee's Propaganda and Mass Mobilization Department Truong Thanh Nga and Chief of the City People's Committee Office Duong Hong Thang.
The 1st Congress of the Ho Chi Minh City Party Committee, term 2025-2030 is the first congress of the Ho Chi Minh City Party Committee after merging Binh Duong and Ba Ria - Vung Tau provinces into Ho Chi Minh City, with the motto "Solidarity - Democracy - Discipline - Breakthrough - Creativity".
The congress has the theme "Building a clean and strong Party organization and political system; promoting the strength of national solidarity; making breakthroughs in science, technology, innovation and private economic development; strengthening national defense, security, foreign affairs and international integration; mobilizing and effectively using all resources for Ho Chi Minh City to pioneer with the whole country in the new era".
