RESOLUTION
Legislative program for 2026

STANDING COMMITTEE OF THE NATIONAL ASSEMBLY

Pursuant to the Constitution of the Socialist Republic of Vietnam, as amended and supplemented by a number of articles under Resolution No. 203/2025/QH15;

Pursuant to the Law on Organization of the National Assembly No. 57/2014/QH13, amended and supplemented by a number of articles under Law No. 65/2020/QH14 and Law No. 62/2025/QH15;

Pursuant to the Law on Promulgation of Legal Documents No. 64/2025/QH15, a number of articles of which have been amended and supplemented by Law No. 87/2025/QH15;

Based on the review of Submission No. 724/TTr-CP dated August 26, 2025 of the Government , Document No. 702/UBQPANĐN15 dated August 1, 2025 of the Committee on National Defense, Security and Foreign Affairs and Submission No. 1049/TTr-UBPLTP15 dated September 24, 2025 of the Standing Committee on Law and Justice ,

RESOLUTION:

Article 1. Legislative program for 2026

1. Submit to the National Assembly for consideration and approval at the First Session of the 16th National Assembly (April 2026) the following 13 draft laws:

a) Law on Civil Status (amended);

b) Law on Procedures for Issuing Administrative Decisions;

c) Law on Access to Information (amended);

d) Law on Belief and Religion (amended);

d) Law amending and supplementing a number of articles of the Law on Social Insurance;

e) Law amending and supplementing a number of articles of the Law on Notarization;

g) Law amending and supplementing a number of articles of the Law on Representative Agencies of the Socialist Republic of Vietnam Abroad;

h) Law amending and supplementing a number of articles of the Law on Real Estate Business;

i) Law amending and supplementing a number of articles of the Housing Law;

k) Law amending and supplementing a number of articles of the Law on Prevention and Control of Tobacco Harms;

l) Law amending and supplementing a number of articles of the Law on Environmental Protection Tax;

m) Law amending and supplementing a number of articles of the Law on Legal Aid;

n) Law amending and supplementing a number of articles of the Law on Emulation and Commendation.

2. Submit to the National Assembly for consideration and approval at the 2nd Session of the 16th National Assembly (October 2026) the following 21 draft laws and 01 draft resolution:

a) Vietnam Maritime Code (amended);

b) Postal Law (amended);

c) Law on Petroleum (amended);

d) Law on Property Auction (amended);

d) Law on Mediation at Grassroots Level (amended);

e) Law on Lawyers (amended);

g) Law on Adoption (amended);

h) Law on Prevention and Control of Proliferation of Weapons of Mass Destruction;

i) Law on Dissemination and Education of Law (amended);

k) Law on Public Debt Management (amended);

l) Law on Handling of Administrative Violations (amended);

m) Law amending and supplementing a number of articles of the Law on Measurement;

n) Law amending and supplementing a number of articles of the Law on Donation, Collection and Transplantation of Human Tissues and Organs and Donation and Collection of Cadavers (implementing the development of policy procedures as prescribed in Clause 1, Article 27 of the Law on Promulgation of Legal Documents);

o) Law amending and supplementing a number of articles of the Law on Support for Small and Medium Enterprises;

p) Law amending and supplementing a number of articles of the Law on Environmental Protection;

q) Law amending and supplementing a number of articles of the Law on Architecture;

r) Law amending and supplementing a number of articles of the Law on International Agreements;

s) Law amending and supplementing a number of articles of the Law on Publishing;

t) Law amending and supplementing a number of articles of the Law on Commerce, the Law on Competition, the Law on Foreign Trade Management, the Law on Electricity, and the Law on Protection of Consumer Rights;

u) Law amending and supplementing a number of articles of the Law on Physical Training and Sports, the Law on Tourism, the Law on Cinema, the Law on Libraries, and the Law on Cultural Heritage;

v) Law amending and supplementing a number of articles of the Law on State Compensation Liability;

x) Resolution of the National Assembly on coordination mechanism and specific policies to improve the effectiveness of prevention and settlement of international investment disputes.

3. Submit to the National Assembly Standing Committee for consideration and approval in 2026 for the following 01 draft ordinance and 03 draft resolutions:

a) Ordinance on Overcoming Post-War Consequences of Mines and Bombs;

b) Resolution of the National Assembly Standing Committee on principles, criteria and norms for allocating state budget expenditures;

c) Resolution of the National Assembly Standing Committee on principles and criteria for dividing value added tax for each locality;

d) Resolution of the National Assembly Standing Committee on Environmental Protection Tax Schedule.

4. Assign submitting agencies, reviewing agencies, and estimated progress of submitting draft laws, ordinances, and resolutions as in the Appendix attached to this Resolution.

Article 2. Implementation

1. The Government and project-submitting agencies continue to thoroughly grasp and seriously implement the requirements of Resolution No. 66-NQ/TW and the direction of General Secretary To Lam on innovation in law-making thinking; fully comply with the provisions of the Law on Promulgation of Legal Documents in the process of drafting, submitting for consideration and approval of draft laws, ordinances and resolutions; strengthen discipline, promote responsibility, propose solutions to continue to innovate, further strengthen legislative work, ensure strict implementation of the 2026 Legislative Program; strengthen control of power, fight negativity, prevent the occurrence of "group interests" and local interests in law-making work; continue to strengthen the application of digital technology, artificial intelligence and big data to support the entire law-making process.

The Government is requested to direct, urge and inspect the agencies assigned to preside over drafting, preside over receiving and revising to ensure quality and progress in submitting to the National Assembly and the National Assembly Standing Committee; spend adequate time to discuss and comment on the project and the content of the explanation, and receive comments from National Assembly deputies; develop and promulgate detailed regulations to ensure they take effect at the same time as the law, ordinance and resolution. Continue to study and thoroughly grasp the resolutions and documents of the 14th Party Congress, the guidelines and policies in the resolutions of the Party Central Committee, the directions of the Politburo and the Secretariat to promptly propose to add necessary projects to the 2026 Legislative Program. For documents of the National Assembly Standing Committee that need to be issued on the basis of the assigned laws and resolutions of the National Assembly, it is not necessary to complete the procedures to propose to include them in the Program, but only need to clearly state the legal basis for arrangement in the Program.

Agencies and organizations assigned to preside over drafting must organize well the drafting, reception and revision of draft laws, ordinances and resolutions in the Legislative Program, ensuring quality and following the determined schedule; carry out the quality of the construction, consultation and approval of policies before drafting the project; for projects that do not have to follow the policy development process, they must explain and report clearly when submitting the project; thoroughly and seriously carry out the summarizing activities, collect opinions from the affected subjects, relevant agencies and organizations; closely coordinate with the agency in charge of appraisal during the appraisal, reception and revision of the project to ensure quality and progress.

The Ministry of Justice shall strengthen its role in appraising, advising, and assisting the Government in developing proposals for the development of laws, ordinances, and resolutions; strictly control the dossiers of projects submitted to the National Assembly Standing Committee and the National Assembly to ensure quality in both content and form according to regulations, especially projects proposed for adjustment according to the provisions of Clause 2, Article 26 of the Law on Promulgation of Legal Documents; continue to perform well the task of being the agency in charge of technical review of documents before submitting them to the National Assembly and the National Assembly Standing Committee for consideration and approval; assist the Government in monitoring, inspecting, and urging the implementation of the Legislative Program.

2. The Nationalities Council and the National Assembly Committees continue to promote responsibility, strengthen capacity, and promote democracy in legislative work; continue to innovate methods of examination, coordination, reception, and revision of draft laws, ordinances, and resolutions in the direction of early and remote approaches, comprehensive and in-depth research, closely following reality, and effectively solving practical problems of economic and social life; organize the examination of projects submitted to the First Session of the 16th National Assembly in the direction that the Standing Committee of the Nationalities Council and the National Assembly Committees of the 15th tenure conduct preliminary examinations to submit to the Standing Committee of the 15th National Assembly for comments, and the Nationalities Council and the National Assembly Committees of the 16th tenure conduct official examinations to submit to the National Assembly for consideration and approval; Preside over and coordinate the review of laws, ordinances and resolutions within the scope of responsibility to detect inappropriate or contradictory content, overlap, promptly propose amendments and supplements to relevant documents; strengthen supervision, promptly detect, clarify and propose handling of institutional bottlenecks and legal gaps.

The Standing Committee of the Nationalities Council and the Committees of the National Assembly shall closely coordinate with the Standing Committee of the Law and Justice Committee in the process of giving opinions on proposals for drafting laws, ordinances, and resolutions to adjust and supplement the 2026 Legislative Program (if any), focusing on giving opinions on the necessity, purpose of promulgation, scope of regulation, and applicable subjects; specific issues to handle conflicts, overlaps, and inadequacies caused by the law; new issues, new trends, and other necessary contents (if any); expected time for submission and approval.

3. The Secretary General of the National Assembly - Head of the Office of the National Assembly promptly organizes the synthesis of opinions of National Assembly deputies discussing in groups and in the Hall on draft laws and resolutions; provides full information and documents to serve National Assembly deputies in discussing and giving opinions on projects and drafts.

4. Propose that the National Assembly Delegation and National Assembly deputies take time to study and consult with local agencies, organizations, experts, scientists and voters; organize discussions, participate in contributing quality opinions, contributing to perfecting draft laws and resolutions to be submitted to the National Assembly for consideration and approval.

5. Propose that the Vietnam Fatherland Front and socio-political organizations continue to promote and improve the quality of social criticism on draft laws. The Vietnam Federation of Commerce and Industry actively participates in contributing opinions in the process of formulating and promulgating policies and laws, especially in the fields of economics, trade, investment, production and business activities of enterprises.

6. The Standing Committee of the Nationalities Council and the Committees of the National Assembly shall assist the Standing Committee of the National Assembly in monitoring and urging the implementation of this Resolution.

Article 3. Entry into force

This Resolution comes into force from the date of adoption./.


This Resolution was passed by the Standing Committee of the National Assembly of the Socialist Republic of Vietnam, 15th tenure, at the 49th session on September 26, 2025.
