Resolution on the Legislative Program for 2026

RESOLUTION
Legislative program for 2026

STANDING COMMITTEE OF THE NATIONAL ASSEMBLY

Based on the Constitution of the Socialist Republic of Vietnam, as amended and supplemented by Resolution No. 203/2025/QH15;

Based on the Law on the Organization of the National Assembly No. 57/2014/QH13, which has been amended and supplemented by Law No. 65/2020/QH14 and Law No. 62/2025/QH15;

Based on the Law on Promulgation of Legal Documents No. 64/2025/QH15, which has been amended and supplemented by Law No. 87/2025/QH15;

Based on consideration of Government 's Submission No. 724/TTr-CP dated August 26, 2025, the Committee for National Defense, Security and Foreign Affairs' Document No. 702/UBQPANĐN15 dated August 1, 2025, and the Standing Committee of the Committee for Law and Justice's Submission No. 1049/TTr-UBPLTP15 dated September 24, 2025 ,

RESOLUTION:

Article 1. Legislative Program for 2026

1. Submit the following 13 draft laws to the National Assembly for consideration and approval at the first session of the 16th National Assembly (April 2026):

a) Law on Civil Registration (amended);

b) Law on Procedures for Issuing Administrative Decisions;

c) Law on Access to Information (amended);

d) Law on Beliefs and Religions (amended);

d) Law amending and supplementing a number of articles of the Law on Social Insurance;

e) Law amending and supplementing certain articles of the Law on Notarization;

g) Law amending and supplementing a number of articles of the Law on Representative Agencies of the Socialist Republic of Vietnam abroad;

h) Law amending and supplementing a number of articles of the Law on Real Estate Business;

i) Law amending and supplementing a number of articles of the Housing Law;

k) Law amending and supplementing a number of articles of the Law on Prevention and Control of Tobacco Harm;

l) Law amending and supplementing a number of articles of the Law on Environmental Protection Tax;

m) Law amending and supplementing certain articles of the Law on Legal Aid;

n) Law amending and supplementing a number of articles of the Law on Emulation and Commendation.

2. Submit to the National Assembly for consideration and approval at the 2nd Session of the 16th National Assembly (October 2026) the following 21 draft laws and 1 draft resolution:

a) The Vietnamese Maritime Code (amended);

b) The Postal Law (amended);

c) The Law on Petroleum (amended);

d) Law on Auctioning Assets (amended);

d) Law on Mediation at the Grassroots Level (amended);

e) Law on Lawyers (amended);

g) Law on Adoption (amended);

h) Law on Prevention and Control of the Proliferation of Weapons of Mass Destruction;

i) Law on Dissemination and Education of Law (amended);

k) Law on Public Debt Management (amended);

l) Law on Handling Administrative Violations (amended);

m) Law amending and supplementing certain articles of the Law on Measurement;

n) Law amending and supplementing a number of articles of the Law on Donation, Procurement, and Transplantation of Human Tissues, Organs, and Bodies (implementing the policy process as prescribed in Clause 1, Article 27 of the Law on Promulgation of Legal Normative Documents);

o) Law amending and supplementing a number of articles of the Law on Support for Small and Medium-Sized Enterprises;

p) Law amending and supplementing a number of articles of the Law on Environmental Protection;

q) Law amending and supplementing certain articles of the Law on Architecture;

r) Law amending and supplementing certain articles of the Law on International Agreements;

s) Law amending and supplementing a number of articles of the Publishing Law;

t) Laws amending and supplementing certain articles of the Law on Commerce, the Law on Competition, the Law on Foreign Trade Management, the Law on Electricity, and the Law on Consumer Rights Protection;

u) Law amending and supplementing a number of articles of the Law on Physical Education and Sports, the Law on Tourism, the Law on Cinematography, the Law on Libraries, and the Law on Cultural Heritage;

v) Law amending and supplementing certain articles of the Law on State Liability for Compensation;

x) Resolution of the National Assembly on coordination mechanisms and specific policies to enhance the effectiveness of preventing and resolving international investment disputes.

3. Submit to the Standing Committee of the National Assembly for consideration and approval in 2026 the following 01 draft ordinance and 03 draft resolutions:

a) Ordinance on Remediation of Post-War Landmine Consequences;

b) Resolution of the Standing Committee of the National Assembly on the principles, criteria, and allocation norms of state budget expenditures;

c) Resolution of the Standing Committee of the National Assembly on the principles and criteria for allocating value-added tax to each locality;

d) Resolution of the Standing Committee of the National Assembly on the Environmental Protection Tax Schedule.

4. Assigning the submitting agency, the reviewing agency, and the projected timeline for submitting draft laws, ordinances, and resolutions as detailed in the Appendix attached to this Resolution.

Article 2. Implementation

1. The Government and agencies submitting draft laws will continue to thoroughly understand and seriously implement the requirements of Resolution No. 66-NQ/TW and the directives of General Secretary To Lam on reforming the thinking in lawmaking; fully comply with the provisions of the Law on the Promulgation of Legal Normative Documents in the process of drafting, submitting for consideration, and approving draft laws, ordinances, and resolutions; strengthen discipline and order, uphold responsibility, and propose solutions to further innovate and strengthen legislative work, ensuring strict implementation of the 2026 Legislative Program; strengthen control of power, combat corruption, and prevent the integration of "group interests" and parochial interests in lawmaking; and continue to strengthen the application of digital technology, artificial intelligence, and big data to support the entire lawmaking process.

The Government is requested to direct, supervise, and inspect the agencies assigned to lead the drafting, receiving, and revising of drafts to ensure quality and timely submission to the National Assembly and the Standing Committee of the National Assembly; to allocate adequate time for discussion and feedback on the drafts and the explanations and responses to the opinions of National Assembly deputies; and to develop and issue detailed regulations ensuring their effectiveness concurrent with the effective date of the laws, ordinances, and resolutions. Continue to study and thoroughly understand the resolutions and documents of the 14th Party Congress, the guidelines and policies in the resolutions of the Central Committee of the Party, and the directives of the Politburo and the Secretariat, in order to promptly propose the addition of necessary projects to the 2026 legislative program. For documents of the Standing Committee of the National Assembly that need to be issued based on the mandates already given in laws and resolutions of the National Assembly, it is not necessary to go through the full procedure of proposing their inclusion in the program; only the legal basis for inclusion should be clearly stated.

The agencies and organizations assigned to lead the drafting process must effectively organize the drafting, acceptance, and revision of draft laws, ordinances, and resolutions in the legislative program, ensuring quality and adherence to the established schedule; they must carry out the policy development, consultation, and approval phases effectively before proceeding with the drafting of the project; for projects not requiring policy development procedures, they must provide clear explanations and reports when submitting the project; they must conduct thorough and serious activities to summarize and gather opinions from affected parties and relevant agencies and organizations; and they must closely coordinate with the lead agency responsible for review during the review, acceptance, and revision of the project to ensure quality and timely completion.

The Ministry of Justice strengthens its role in appraising and advising the Government on the development of proposals for laws, ordinances, and resolutions; closely monitors the quality of project dossiers submitted to the Standing Committee of the National Assembly and the National Assembly, ensuring both content and form as prescribed, especially projects proposing adjustments as stipulated in Clause 2, Article 26 of the Law on the Promulgation of Legal Normative Documents; continues to effectively perform its role as the lead agency in the technical review of documents before submission to the National Assembly and the Standing Committee of the National Assembly for consideration and approval; and assists the Government in monitoring, inspecting, and urging the implementation of the legislative program.

2. The National Assembly's Ethnic Council and Committees will continue to uphold their responsibilities, strengthen their capacity, and promote democracy in legislative work; continue to innovate the methods of review, coordination in receiving and revising draft laws, ordinances, and resolutions in the direction of early and distant approaches, comprehensive and in-depth research, close adherence to reality, and effective resolution of practical issues arising from socio-economic life; organize the review of drafts submitted to the first session of the 16th National Assembly in the direction that the Standing Committee of the Ethnic Council and Committees of the 15th National Assembly conduct preliminary reviews to submit to the Standing Committee of the 15th National Assembly for comments, and the Ethnic Council and Committees of the 16th National Assembly conduct official reviews to submit to the National Assembly for consideration and approval; preside over and coordinate the review of laws, ordinances, and resolutions within their scope of responsibility to identify inadequacies or contradictions and overlaps, and promptly propose amendments and additions to relevant documents; Strengthen supervision, promptly detect, clarify, and recommend solutions for institutional bottlenecks and legal gaps.

The Standing Committee of the National Assembly and its Committees closely coordinate with the Standing Committee of the National Assembly's Law and Justice Committee in providing feedback on proposals for drafting laws, ordinances, and resolutions requesting adjustments and additions to the 2026 legislative program (if any). This feedback should focus on the necessity, purpose of enactment, scope of regulation, and target audience; specific issues to address conflicts, overlaps, and inadequacies arising from existing laws; new issues, trends, and other necessary content (if any); and the expected timeframe for submission and approval.

3. The Secretary General of the National Assembly - Head of the National Assembly Office shall promptly organize the compilation of opinions from National Assembly deputies discussed in committees and in the plenary session on draft laws and resolutions; and provide complete information and documents to serve National Assembly deputies in discussing and giving opinions on the projects and drafts.

4. We propose that the National Assembly delegation and individual National Assembly members dedicate time to studying and consulting with local agencies and organizations, experts, scientists, and voters; organize discussions and contribute high-quality opinions to help refine draft laws and resolutions for submission to the National Assembly for consideration and approval.

5. We propose that the Vietnam Fatherland Front and other political and social organizations continue to promote and improve the quality of social critique of draft laws. The Vietnam Confederation of Commerce and Industry should actively participate in contributing opinions during the process of formulating and promulgating policies and laws, especially in the fields of economics, trade, investment, and the production and business activities of enterprises.

6. The Standing Committee of the National Assembly and the Committees of the National Assembly shall assist the Standing Committee of the National Assembly in monitoring and urging the implementation of this Resolution.

Article 3. Effective Date

This resolution takes effect from the date of its adoption./.
