( Bqp.vn ) – On the morning of November 7th, in Phu Tho, Military Region 2 held a handover ceremony for the position of Military Region Commander. General Phan Van Giang, Member of the Political Bureau, Deputy Secretary of the Central Military Commission, and Minister of National Defense , attended and directed the conference.

Attending the conference were Lieutenant General Phung Si Tan, Deputy Chief of the General Staff of the Vietnam People's Army; Lieutenant General Truong Thien To, Deputy Head of the General Political Department of the Vietnam People's Army. Also present were representatives from the leadership of functional agencies of the Ministry of National Defense; and members of the Standing Committee of the Party Committee and the Command of Military Region 2.

In accordance with Decision No. 1228/QD-TTg dated October 21, 2024, of the Prime Minister on the retirement of Lieutenant General Pham Hong Chuong, Commander of Military Region 2, at the conference, Lieutenant General Pham Hong Chuong handed over the duties of Commander of Military Region 2 to Major General Tran Van Bac, Deputy Commander of Military Region 2.

Delivering a keynote address at the conference, on behalf of the Central Military Commission and the Ministry of National Defense leadership, General Phan Van Giang acknowledged the contributions of Lieutenant General Pham Hong Chuong to local military and national defense work in particular, and to the Army in general. In his capacity as Commander of Military Region 2, Lieutenant General Pham Hong Chuong, together with the Standing Committee of the Party Committee and the Command of Military Region 2, led and directed the Armed Forces of Military Region 2 to successfully complete assigned tasks, achieving outstanding results in many aspects; and assisted the Ministry of National Defense in effectively managing state affairs related to national defense in the region.

Regarding Major General Tran Van Bac, General Phan Van Giang emphasized that, as an officer with basic training, who rose through the ranks from the grassroots, and who has been tempered and tested through many positions, Major General Tran Van Bac has extensive practical experience in leading and directing units, demonstrating strategic thinking in directing the development of the armed forces of Military Region 2. Entrusting Major General Tran Van Bac with the responsibility of taking over the position of Commander of Military Region 2 demonstrates the trust of the Central Military Commission and the Minister of National Defense in him personally and in the collective of the Standing Committee of the Party Committee and the Command of Military Region 2.

Summarizing some key tasks of the entire army in general and the armed forces of Military Region 2 in particular, General Phan Van Giang requested Major General Tran Van Bac to continue inheriting and developing the achievements of the armed forces of Military Region 2 in the past, and immediately begin implementing the tasks. At the same time, together with the Standing Committee of the Party Committee and the Command of Military Region 2, he should focus on leading and directing the review of the remaining targets and tasks for 2024 and the 2020-2025 term, especially the key tasks identified by the Standing Committee of the Central Military Commission and the Ministry of National Defense. He should direct local military agencies to effectively advise Party committees and governments at all levels on military and national defense work in their localities; closely combining socio-economic development with strengthening national defense and security based on maximizing the potential of each locality.

General Phan Van Giang also requested the Standing Committee of the Party Committee and the Command of Military Region 2 to focus on building and improving the overall quality, strength, and combat readiness of the Military Region's armed forces; to firmly grasp the political security situation and social order and safety in the area; to do a good job of advising and effectively handling situations, avoiding passivity and surprise. He also emphasized the importance of implementing Party and political work regulations and procedures; strengthening education and training, promoting the exemplary role of cadres and Party members; focusing on consolidating and building a team of cadres, especially leading cadres at all levels, ensuring continuity and development, and maintaining stability within units. He stressed the need to actively assist the people in stabilizing and developing production, preventing and mitigating the consequences of natural disasters, and conducting rescue operations; effectively dealing with non-traditional security threats; maintaining close ties with local Party committees, authorities, and people; and further strengthening mass mobilization work to build a solid "people's support" base. Strengthen political and ideological education; do a good job in national defense and security education, military policies, and military support; strictly maintain regular discipline and management, and build strong, comprehensive, "exemplary and outstanding" agencies and units.

Emphasizing that the task of building the Army in general, and the Armed Forces of Military Region 2 in particular, in the new era is very arduous and demanding, General Phan Van Giang expressed his confidence that, in his new position, Major General Tran Van Bac, together with the Party Committee and the Command of Military Region 2, will always promote democracy, unity, and high consensus; closely coordinate with local Party committees and authorities in the Military Region to lead and direct the Armed Forces of Military Region 2 to successfully complete military and national defense tasks, meeting the requirements of protecting the Fatherland in the new situation.
