Therefore, "to ensure stability in a competitive world", General Phan Van Giang said, it is necessary to comply with the basic principles of the United Nations Charter and international law, comply with commitments, respect equality, independence, sovereignty and legitimate interests of countries and peoples, regardless of whether they are big or small; consider that as the foundation in dealing with and resolving international disputes.
General Phan Van Giang said that countries need to have goodwill in their relations and cooperation. Without goodwill, suspicion and misunderstanding can easily arise, and simple problems will become complicated. With goodwill, we can turn complicated problems into open dialogue, satisfactory negotiations, and simple solutions. This is also the motto of the great President Ho Chi Minh.
Therefore, to gain goodwill, it is necessary to build and strengthen strategic trust and political trust. There must be no suspicion or misunderstanding to avoid the risk of miscalculation and strategic action. "I believe that when countries share transparently about defense policies and guidelines, we will have trust and goodwill. At that time, complex issues can be resolved by peaceful means," General Phan Van Giang emphasized.
The Minister of National Defense also stated that competition for survival and development is an objective necessity, and from a positive perspective, it is also the driving force for development.
The issue is how to compete healthily, respecting each other's interests, not because of strength or weakness, winning or losing; not because of submission, competing for benefits, encircling, restraining, and harming each other. Because that will inevitably lead to tension, confrontation, and conflict, making it difficult to ensure lasting peace and stability.
Vietnam maintains " 4 no's" defense policy
Referring to Vietnam's defense policy, General Phan Van Giang affirmed that Vietnam always maintains the basic principles of its independent and self-reliant foreign policy and the " 4 no's" defense policy; is a friend, a reliable partner and a responsible member of the international community; actively integrates deeply into the international community, and contributes increasingly effectively to the world political situation, the global economy and human civilization.
Regarding the East Sea issue, Vietnam consistently and persistently resolves all disagreements by peaceful means, in compliance with the 1982 United Nations Convention on the Law of the Sea; effectively and fully implements the Declaration on the Conduct of Parties in the East Sea; and hopes to soon build a substantive and effective Code of Conduct in the East Sea (COC), contributing to maintaining peace, stability, security, safety, and freedom of navigation and aviation in the East Sea.
