The Congress unanimously assessed that in the 2020 - 2025 term, the Party Committee of the Navy has thoroughly grasped the situation and tasks, with high political awareness and responsibility before the Party, State and people; the Party Committee and the Navy Command have united, led and directed the comprehensive completion of the tasks, goals and breakthroughs set out in the resolution, with many tasks being excellently completed.

Notably, proactively researching, assessing, and accurately forecasting the situation, advising the Central Military Commission, the Ministry of National Defense, the Party, and the State on many policies and solutions and promptly handling situations at sea, firmly managing and protecting strategic targets, economic activities at sea and on islands, maintaining a peaceful and stable environment for national construction and development. The overall quality, strength, and combat readiness of the entire Service have been improved; projects and plans have been implemented ahead of schedule. Party building work has achieved good results, and the leadership capacity and fighting strength of the entire Party Committee have been improved.

Speaking at the congress, General Trinh Van Quyet congratulated and highly appreciated the achievements of the Party Committee and the Navy during the past term. General Trinh Van Quyet requested that in the 2025-2030 term, the Navy Party Committee continue to thoroughly grasp the Party's guidelines and policies, the State's policies and laws, especially the Resolution of the 14th National Party Congress, the Resolution of the 12th National Party Congress of the Army and major policies, orientations, and new issues related to the military, national defense, army building, national defense, and protection of sea and island sovereignty. On that basis, institutionalize, apply appropriately and practically; promptly supplement and complete the action plan and program to implement the Congress Resolution.

Along with that, constantly innovate and improve the quality of political education and ideological leadership, focus on effectively implementing the breakthrough of the Central Military Commission and the Party Committee of the Service in promoting the cultural values of Uncle Ho's soldiers in the new period, making all Navy officers and soldiers truly exemplary in political qualities, ethics, lifestyle, absolutely loyal to the Party, the Fatherland and the people, with high determination, ready to receive and excellently complete all assigned tasks.

The Party Committee and the Vietnam People's Navy need to continue to strive to comprehensively complete the goals, programs and plans for the 2025 - 2030 term. Focus on leading the building of a strong, comprehensive, "exemplary, typical" Navy, resolutely and synchronously implementing measures to build a revolutionary, disciplined, elite and modern Navy. Continue to improve the quality of combat training; exploit and master weapons and technical equipment in the payroll and new, modern equipment; firmly manage and protect the sovereignty of the sea and islands, maintain a peaceful and stable environment at sea, protect fishing grounds, search and rescue, etc. Promote the "Digital Literacy for the People" movement; develop and apply science, technology, artificial intelligence, innovation and digital transformation; improve the capacity for repair, improvement and technical equipment.

Focus on building a strong Party organization of the Army in terms of politics, ideology, ethics, organization and cadres. Enhance the comprehensive leadership capacity and fighting strength of Party committees and organizations at all levels. Continue to promote the study and following of Ho Chi Minh's ideology, ethics and lifestyle; build a contingent of cadres and Party members with steadfast and firm political will, high qualifications, capacity, responsibility, exemplary, scientific working methods and styles, oriented towards the grassroots, close to and closely following the activities of the army.

General Trinh Van Quyet noted that immediately after the congress, Party committees and commanders at all levels in the entire Service urgently concretized the Congress Resolution into practical and effective work plans, close to the political tasks of each agency and unit; launched a widespread emulation movement throughout the Service, determined to successfully implement the Congress Resolution right from the first days of the new term.

General Trinh Van Quyet believes that with the glorious tradition of the heroic Vietnam People's Navy, with the spirit of democracy, solidarity, intelligence, innovation and high political responsibility, the Congress of the Party Committee of the Navy will set out appropriate, feasible, practical, breakthrough and strategic goals, targets, tasks and solutions. At the same time, the election of the new term Party Executive Committee will be truly representative in terms of qualities, intelligence, political mettle, daring to think, daring to speak, daring to do, daring to take responsibility, daring to innovate, be creative, daring to face difficulties and challenges, daring to act for the common good, capable of leading the Navy to successfully complete the goals, directions and tasks determined by the Congress.
