Heavy rains in recent days in Dak Lak province, along with the release of floodwaters from hydroelectric and irrigation reservoirs, have caused many areas in the province to be deeply flooded, cut off and isolated. Authorities in localities in the province have urgently evacuated hundreds of households from dangerous areas to safe places at night.
Currently heavy rain continues, flood response work is extremely tense.
Hundreds of households evacuated at night
On the morning of November 19, Chairman of the People's Committee of Yang Mao commune, Dak Lak province, Vo Tan Truc, said that the heavy rains in recent days have caused some villages in the area to be deeply flooded. The provincial fire prevention and rescue police force and functional agencies have used canoes and emergency cables to evacuate more than 200 isolated households in Ea Han and Yang Hanh villages from the danger zone to a safe place that night. The locality has also coordinated with many organizations to provide necessities and drinking water for people to ensure their daily lives.

Heavy rains and the discharge of floodwaters from upstream hydropower plants caused many areas in the downstream of Ba River and Ky Lo River in the eastern communes of Dak Lak province such as Hoa Thinh, Hoa My, Tay Hoa, Phu Hoa 1, Dong Xuan, Xuan Phuoc, Phu Mo, Xuan Lanh... to be deeply flooded from the night of November 18 to the morning of November 19.
Chairwoman of the People's Committee of Hoa My Commune, Le Thi Hoai Vinh, said: Heavy rain and rising water levels of the Ba River caused the entire villages: Ngoc Lam 1, Ngoc Lam 2, My Thanh, Suoi Phan... to be flooded more than 1 meter deep, the deepest ever. Many other villages in the commune were partially flooded in some places. On the night of November 18, the authorities organized the evacuation of more than 10 households to a safe place. Many other households were notified by the local authorities to have evacuated themselves to a safe place. By the morning of November 19, the flooding situation in the villages was still at a high level.

According to local reports, on the night of November 18, Dong Xuan commune authorities evacuated 75 households in Long Chau village to the commune cultural center and the village cultural house. The forces continued to block off and prevent people from passing through some flooded areas in the area to ensure safety.
Meanwhile, the police and militia of Xuan Lanh commune have organized to notify and support 20 flooded households to higher ground and evacuate some households in deep flooded areas to safety. Deploy forces to continue blocking flooded areas to prevent people from passing through to ensure safety.

The People's Committees of Phu Mo and Xuan Phuoc communes have also organized the evacuation of dozens of households in low-lying areas to the village cultural house and higher locations to ensure safety. Forces regularly check the landslide situation in high-risk areas and block people from traveling on flooded roads. Localities continuously update the flood discharge situation of Phu Xuan lake, Ky Chau lake and La Hieng 2 hydropower plant to promptly have plans to respond to floods and support people.
Recorded on the morning of November 19, heavy rain continued to occur in the eastern and western areas of Dak Lak province. Water levels in Ba River and Ky Lo River rose, threatening residential areas along the river, flooding and cutting off traffic on many national and provincial highways. People living in these areas need to be extremely careful because according to the forecast of the Central Hydrometeorological Station, the water flow to Ba River Lake peaked on the night of November 19 at 8,000-9,000m3/s.

Faced with the complicated situation of rain and floods, on the morning of November 19, the People's Committee of Dak Lak province issued Official Dispatch No. 008/CD-UBND on focusing on responding to and promptly overcoming the consequences of rain, floods, inundation, landslides, and flash floods in the area with the motto "being proactive early, from afar", with the most determined spirit, anticipating the worst scenario, implementing prevention, avoidance, and response measures at the highest level to absolutely ensure the safety of people's lives, limit damage to people's and State's property, and not be passive or surprised in any situation.

The Chairman of the Dak Lak Provincial People's Committee requested departments, agencies, units and People's Committees of communes and wards to proactively and promptly direct the implementation of work to prevent, avoid, respond to and quickly overcome the consequences of rain and floods, especially the risk of landslides, flash floods, inundation with the most urgent and drastic spirit, ready to respond to the worst scenarios.
The Secretary and Chairman of the People's Committee of the communes and wards focused on leading and directing the immediate implementation of necessary tasks and measures according to the "four on-the-spot" motto to ensure the safety of people's lives, placing the task of ensuring safety of lives and saving people as urgent and above all.

In particular, mobilize military forces, police and other forces by all means to immediately approach isolated residential areas due to floods, landslides to promptly support people, provide relief with food, necessities for people, and evacuate necessary cases to ensure people's safety.
Check, review, promptly detect, warn and promptly organize evacuation, move all people out of dangerous areas, especially areas at risk of deep flooding, landslides, flash floods. At the same time, have plans to support people at evacuation sites, ensure security and order, and protect people's property.
Arrange forces to block, control and guide traffic, not allowing people to pass through dangerous and unsafe areas, especially on traffic routes at risk of landslides, deep flooded areas, and fast-flowing water.

Proactively arrange forces, vehicles, materials, and fully reserve food, provisions, and necessary necessities in key and vulnerable areas identified as having a high risk of being isolated due to landslides and flooding; proactively deploy additional supply plans in case of isolation lasting for many days.
Prepare appropriate forces and means to promptly approach and handle emergency situations, carry out evacuation and rescue work in areas with deep flooding.
Timely organize visits, encouragement, support, and share difficulties and losses for families affected by natural disasters and floods; take care of accommodation for households that have lost their homes; support food, necessities, clean water for daily life, electricity, and telecommunication waves for people; handle environmental sanitation , prevent diseases and epidemics; ensure learning conditions for students, provide medical examination and treatment for people, and restore production and business activities immediately after the flood recedes.
The Dak Lak Irrigation Works Management One Member Limited Liability Company, Dong Cam Irrigation, and owners of irrigation and hydropower dams in the province continue to proactively organize the operation of reservoirs in accordance with the operating procedures approved by competent authorities; proactively operate to regulate discharge, store water, and receive floods to respond to heavy rains and floods to ensure the safety of works and downstream areas; strictly implement early warnings to people in downstream areas before reservoirs discharge floodwaters and when there is a risk of an incident.
