Focus on safety in construction
Currently, construction contractors are constructing the 500kV line project, circuit 3, from Quang Trach ( Quang Binh ) to Pho Noi (Hung Yen), striving to complete and energize the project in June 2024 according to the direction of the Prime Minister.
Nghe An province is currently implementing two projects on the 500kV line circuit 3; the relevant parties are urgently implementing and speeding up the project construction progress.
The Quang Trach - Quynh Luu 500kV Transmission Line Project has a total investment of more than VND 9,820 billion, of which the transmission line in Nghe An province is about 82.33 km long, including 168 pole foundation locations, corresponding to 169 pole intervals in the following areas: Nam Dan district (25.20 km, 51 locations), Nghi Loc (14.30 km, 29 locations), Dien Chau (22.60 km, 47 locations), Yen Thanh (10.80 km, 22 locations), and Quynh Luu (9.40 km, 19 locations).
The Quynh Luu - Thanh Hoa 500kV Transmission Line Project has a total investment of over 4,079 billion VND. The route in Nghe An province is about 17.5 km long, including 34 column foundation locations, corresponding to 34 column intervals, located in the following areas: Quynh Luu district (9.80 km, 19 locations), Hoang Mai town (7.70 km, 15 locations).
In Yen Thanh district, Mr. Phan Van Tuyen - Chairman of the district People's Committee said: Yen Thanh is the first district in the province to hand over the site of the column foundation and the route corridor to the investor for construction. Up to now, the district has mobilized the handover of all 22/22 column foundation locations and 22/22 column spaces. The district has 2 households affected by residential land in the route corridor, the households have agreed to receive money, do not request resettlement (have received 70% of the money according to the draft compensation plan).
At the construction site, the joint venture of contractors Viet Technology Company Limited and FECON Joint Stock Company is focusing on speeding up the progress of package 42. Mr. Pham Tuan Hiep - Commander of package 42, the joint venture contractor said: Our package is constructed from foundation position 424 (Do Thanh commune, Yen Thanh district) to foundation position 435 (passing through Duc Thanh commune, Yen Thanh district). As of April 19, 12/12 foundation positions have been completed; 6/12 positions have been installed with tie wires; 1 position is being installed and the remaining 5 positions are waiting for tie materials.
To ensure the project's construction progress, in the spirit of "overcoming the sun and overcoming the rain", the contractor worked overtime, increased shifts, and worked during holidays. Up to now, the foundation part has ensured the progress according to the investor's requirements, this part is mainly done by local workers. The column erection part is done by technical workers.
To ensure construction safety, we regularly remind workers and technicians to ensure the rules and procedures in both construction and their camps. The contractor also regularly monitors weather forecasts, taking advantage of favorable weather to construct landslide-prone areas. Up to now, 12 foundation positions have been completed, many pole positions have been erected, basically ensuring construction progress and safety. However, the work of erecting poles and pulling wires has not been implemented due to lack of materials.
Ensure safety, materials and construction equipment
Currently, the 500 kV line projects of the 3-circuit section through Nghe An have completed the work of approving the measurement map, and have announced land acquisition; currently, they are continuing to examine the land origin, apply prices, list, etc. to approve the compensation plan for some remaining column foundations and the line corridor. At the same time, they have made advance payments for compensation, and mobilized organizations and individuals to hand over the site to the construction contractor for the entire column foundation area and most of the line corridor.
According to the Department of Industry and Trade, up to now, Nghe An province has mobilized the handover of all 202/202 column foundation positions; Mobilized the handover of the corridor of route 171/203 column intervals (74/88 anchor intervals), is applying prices and listing to mobilize the handover of the remaining column intervals. Regarding the implementation of construction, up to now, the foundation has been handed over 202/202 positions, of which, 185 positions have been completed and 17 positions are under construction; 42 column positions have been completed, and 20 column positions are under construction.
The project investor representative said: Currently, construction contractors are rushing to construct the 500kV line project, circuit 3, from Quang Trach (Quang Binh) to Pho Noi (Hung Yen), striving to complete and energize the project in June 2024 as directed by the Prime Minister. However, the supply of materials and equipment is still facing many difficulties, the transportation of equipment from Russia takes a long time; the production of large quantities of steel poles in a short time has put great pressure on contractors. In addition to checking and urging steel pole suppliers to speed up production and transportation, the Ministry of Industry and Trade has also sent telegrams and notes to the Trade Offices of Russia, India, China as well as the Embassies of the three countries to facilitate the search for imported goods, including steel poles and components.
Regarding the issue of ensuring safety for workers, machinery, equipment, and construction works, the National Power Transmission Corporation requires units to continue to focus on ensuring construction safety in adverse weather conditions. Construction contractors are required to coordinate with supervision consultants and design consultants to review construction plans and safety measures suitable to the actual terrain, and have preventive solutions to ensure the safety of people, machinery, equipment, and construction safety throughout the construction process.
In particular, locations in steep mountainous areas, warehouses for materials, equipment, construction machinery and camps must be located in safe locations, avoiding the risk of unsafe incidents due to flash floods, landslides, rockslides, etc. Actively coordinate with local authorities and people to avoid hazards due to terrain, landslide risk points, steep mountain slopes that accumulate water causing flash floods. Prepare plans for natural disaster prevention, control and timely rescue to ensure the safety of people, materials, equipment, construction machinery and works.
In order to ensure the safety of workers, machinery, equipment, and construction works, which is the current issue, on May 2, in Official Dispatch No. 3467/UBND-CN on the implementation of 500kV line projects, circuit 3, through Nghe An province, the Standing Vice Chairman of the Provincial People's Committee Le Hong Vinh requested the Central Power Project Management Board to direct the construction contractor to have a plan and construction measures to ensure safety, environmental sanitation, and return temporary roads and temporary construction sites immediately after completing the construction work so as not to affect the production and daily life of the people.
Recently, at the online conference with ministries, branches, Vietnam Electricity Group, National Power Transmission Corporation and 9 localities on the implementation of the 500kV transmission line circuit 3 Quang Trach - Pho Noi projects, Minister of Industry and Trade Nguyen Hong Dien suggested that it is necessary to further strengthen the inspection and supervision of construction contractors, and focus all resources to speed up progress. Pay attention to ensuring labor safety and environmental safety when the project enters the final stage and the weather is unstable.
