Step by step economic recovery
Speaking at the conference, District 11 Party Secretary Truong Quoc Lam said that during the first half of the term, the Party Committee and people of the district implemented the Resolution of the Congress of Delegates at all levels for the 2020-2025 term in a context of many advantages, difficulties and challenges. Especially the complicated developments of the Covid-19 pandemic that lasted from the beginning of the term until early 2022 greatly affected the lives of all classes of people and the implementation of local political tasks.

However, the District Party Committee has focused on closely following the Resolution and has many solutions to implement targets and tasks of socio-economic development, Party building, and people mobilization... Thereby, the district has created changes in many areas, achieving some important results. The economic structure continues to be maintained in the direction of the trade and service sector accounting for a high proportion. The budget revenue in the area has increased every year.
Focus on directing and mobilizing resources for urban development and beautification, especially the construction and repair of schools. The annual disbursement rate of public investment capital is high compared to the city's target, of which 95.5% in 2020, 95.7% in 2021, 99.98% in 2022 and 52% in the first 6 months of 2023.
The fields of culture - society , education - training and people's health care have made much progress. The rate of people satisfied with the service of State administrative agencies in the first half of the term all met the targets set by the Resolution. During the first half of the term, the District Party Committee admitted 481/700 party members, reaching a rate of 59.7%.
However, the results of implementing some tasks and targets are still low compared to the Resolution, such as: The growth rate of production value and trade and service revenue is low; large enterprises have not been attracted; the traditional market system has old, degraded facilities that have not been renovated or upgraded.
Some projects in the urban development and beautification program have not ensured progress; some construction violations have not been detected and handled promptly by authorities; the rate of controlling and reducing social order crimes and traffic accidents has not been achieved in some years; there have been many serious fires causing human losses.
Political and ideological education work is of low quality; grasping and orienting ideology and public opinion among cadres, party members and people, especially newly arising issues, is sometimes not timely.

The management of party members at some bases is not good, there are still some cases where party members have not really cultivated and trained, have shown signs of political and ideological degradation, violated Party regulations and State laws to the extent that disciplinary action, name deletion, and expulsion from the party must be considered. The implementation of inspections when there are signs of violations is still limited. Some grassroots party committees have not paid due attention to the work of directing the creation of sources and recruiting party members.
The model of “Skilled Mass Mobilization” is not yet applied in all areas. Some Party committees have not really paid attention to leading and directing the implementation of democratic regulations at the grassroots level; there are still complaints and denunciations, and there is a lack of solidarity due to violations of the principle of democratic centralism.
The activities of the Vietnam Fatherland Front and socio-political organizations have not yet fully promoted their strengths; there are no models, methods or breakthroughs in propaganda work in activities, therefore, they have not really attracted the participation of union members, association members and people; the rate of gathering union members and association members is still low; the rate of training and introducing outstanding union members and association members to the Party is not high.
Speaking at the conference, Deputy Secretary of the Ho Chi Minh City Party Committee Nguyen Ho Hai acknowledged and highly appreciated the results achieved by District 11 in the recent past. The district's report assessed in detail the results of implementing targets and solutions, of which 11/15 targets were met and exceeded; 4/15 targets were not yet met.
Implement immediately when there is a resolution replacing Resolution 54.
In the remaining half of the term, the Deputy Secretary of the Ho Chi Minh City Party Committee noted that the conference needs to determine the principle of not being perfectionist but having to carry out tasks resolutely; arranging solutions in order of priority, what people and businesses are concerned about; paying attention to good coordination, solidarity, and resolute adherence in implementation.

At the same time, promote the strength of national solidarity, the dynamic, creative and sensitive spirit of cadres and party members. Especially leaders, managers and heads at all levels; inspect, supervise, remind, correct and promptly handle organizations and individuals who are hesitant, evasive, irresponsible, negative and violating.
Comrade Nguyen Ho Hai requested the district to continue to find solutions to remove difficulties and obstacles for businesses to support and promote production and business; pay attention to small and medium enterprises and the characteristics of the district; coordinate with businesses to implement good policies for workers, ensure security and order, and people's lives.
The Deputy Secretary of the Ho Chi Minh City Party Committee emphasized that the district needs to assess and analyze more carefully the limitations and causes of limitations in line with the current context and situation to determine solutions to implement the Resolution of the District Party Congress in accordance with reality, contributing to the economic growth of the district to achieve the set targets. In construction investment, it is necessary to pay attention to solutions to quickly implement investment projects to ensure quality and progress in order to effectively disburse public investment.

Regarding the work of ensuring traffic safety in the remaining term, comrade Nguyen Ho Hai requested that the conference discuss and propose specific solutions to reduce traffic accidents, and synchronize solutions to maintain political security and social order and safety. Thereby, contributing to the stability of the district's socio-economic development.
The Deputy Secretary of the Ho Chi Minh City Party Committee also requested the district to focus on leadership and proactively coordinate with departments and branches to prepare necessary steps for implementation as soon as the National Assembly has a new Resolution replacing Resolution 54 on piloting special mechanisms and policies for the development of Ho Chi Minh City; not to delay, be confused, or implement ineffectively... At the same time, the district's inherent spirit of initiative and creativity must be demonstrated.
Strengthen and grasp the ideological situation of cadres, party members and people at the grassroots level; it is necessary to propose solutions to implement inspection and examination conclusions; remote and emerging preventive solutions associated with the responsibility of leaders and key cadres in places where violations are likely to occur, where internal disunity is evident, where there are many grievances and public concerns such as state-owned real estate, construction order and ethics and lifestyle.
