Ensuring community benefits through monitoring and criticism

Promoting the role of the people

Right from the beginning of the 2019-2024 term, the Hai Phong City Fatherland Front issued an action program to implement the Resolution of the City Party Congress, in which social supervision and criticism were considered key tasks. To effectively implement this, the Standing Committee of the Hai Phong City Fatherland Front Committee directed the need to innovate towards increasing the quantity and quality of social supervision and criticism, closely following the city's political tasks and the concerns and worries of the people.

During this term, the Hai Phong City Fatherland Front and socio-political organizations at all levels organized 1,665 supervisions; participated with the National Assembly Delegation, People's Council, and People's Council Committees at the same level in supervising 2,573 sessions; of which, the city Fatherland Front organized 99 sessions. The supervision content focused on the following areas: Election of National Assembly and People's Council deputies at all levels for the 2021-2026 term; personnel work, training and practice of ethics and lifestyle of cadres, party members, and elected representatives; receiving people, handling petitions, complaints and denunciations of citizens; environmental protection; ensuring food safety; administrative reform; building new rural areas; civilized urban areas, sustainable poverty reduction...

From only selecting simple contents, up to now, the Hai Phong Fatherland Front has selected difficult and sensitive contents that many people are interested in such as the work of cadres, party members, and supervision of leaders... Through supervision, the city's Fatherland Front has pointed out existing problems so that agencies and units can better implement legal regulations and at the same time propose and recommend to the City Party Committee and People's Committee to promptly direct and remove difficulties; amend and issue new policies such as: Resolution to support the poor who are unable to escape poverty; amend Resolutions 52 and 32 of the City People's Council on supporting the construction and repair of houses for poor households and people with meritorious services; consider and handle cadres who do not meet the prescribed standards...

In order to promote the role of the people in supervising and participating in Party and government building, the Fatherland Front at the commune level has directed the activities of the People's Inspection Boards of communes, wards and towns and the Community Investment Supervision Boards. Since the beginning of the term, the People's Inspection Boards at communes, wards and towns have conducted 1,623 supervisions, inspections and verifications, and made recommendations on 349 cases. Of which, 251 cases have been handled and resolved by competent authorities. The Community Investment Supervision Boards have supervised 863 projects, detected and made recommendations on 149 cases. Of which, 105 cases have been handled and resolved. Thereby, the interests of the community are better ensured.

Regarding social criticism activities, the Fatherland Front at all levels of Hai Phong City has organized 41 social criticism conferences. Of which, the city Fatherland Front organized 12 conferences, notably on the drafts: "Hai Phong City Planning for the period 2021 - 2030, vision to 2050"; "Project for developing social housing in the city to 2030"; "Project for building new rural areas for the period 2021 - 2025"... From there, the city Fatherland Front gathered and promoted the critical opinions of experts, members of the Advisory Councils, scientists, and people with a lot of practical experience.

Important information channel

Mr. Do Trang Thanh - Vice Chairman of the Hai Phong City Fatherland Front Committee affirmed: Social supervision and criticism activities have become an important information channel to help Party committees and authorities when considering and deciding on issues in leadership, management, and perfecting policies before promulgation to ensure that they are correct, accurate, close to reality, and highly feasible. The people's ownership and responsibility in participating in the development of policies and resolutions related to people's lives are promoted.

In Hai Phong, social supervision and criticism have helped improve the effectiveness of administrative reform; the provincial competitiveness index (PCI); the administrative reform index (PAR INDEX); the satisfaction index of people and organizations with the services of state administrative agencies (SIPAS); the provincial governance and public administration performance index (PAPI). Through social supervision and criticism activities, the units that are the subjects of supervision and criticism have made initial changes, helping to improve the responsibility and effectiveness of state management in the work of Party building and building a clean and strong government.

In addition to the achieved results, Mr. Do Trang Thanh said that the supervision and social criticism work of the Fatherland Front at all levels in Hai Phong still has some limitations. The number of supervision and criticism sessions is not much. Supervision work at the commune level is still weak; many communes and wards have not organized the form of supervision by delegation, mainly participating in supervision with the People's Council of the same level. Re-supervision of supervision conclusions has not been carried out. The organization of criticism conferences is still rare, mainly for participating in opinions; there are not many quality and sharp criticism opinions...

Mr. Thanh analyzed that the reason for the limitations comes from the fact that some localities are still afraid of conflicts, so they only implement them for formality; the Front and mass organization cadres in many places are limited in skills, expertise, and experience. The number of specialized cadres at district and commune levels is small, while the Front's tasks are increasing.

To better perform the function of social supervision and criticism in the new conditions, the Hai Phong City Fatherland Front believes that there needs to be regular and close leadership and direction from the heads of Party committees and authorities. The Fatherland Front and socio-political organizations must proactively and strongly innovate their activities in a profound, thorough and concise manner; choose areas and issues of high social significance, of interest to the people, in accordance with the practical situation of the locality.
