Solve many difficult problems
One of the keys to carrying out many difficult tasks is that in the past time, the Standing Committee of Hoang Mai District Party Committee has focused on leading and directing relevant agencies and units to proactively and effectively implement Directive No. 07-CT/TU, dated October 1, 2021 of the Standing Committee of the Hanoi Party Committee on "Promoting and improving the quality and effectiveness of mass mobilization work of state agencies" in conjunction with the district's 2024 work program, closely following the tasks according to the Resolution of the 4th Hoang Mai District Party Congress, 6 full-term work programs of the District Party Executive Committee and the resolution of the District People's Council; especially focusing on directing the resolution of difficult tasks that have existed for many years, contributing to strengthening people's trust in the Party and the government.
Hoang Liet Ward is a place with rapid urbanization (with 90 high-rise apartment buildings), in addition, in the area of 5 traditional residential areas, there are many historical, cultural and religious relics (4 pagodas, 4 communal houses, 1 shrine and 1 Catholic church), so the work of mass mobilization to implement the tasks of the term is always considered important. In 2023 and 2024, with the spirit of strictly implementing the theme "Discipline, responsibility, action, creativity, development", the Party Committee of Hoang Liet Ward has directed to promote the movement of "Skilled mass mobilization" to solve urgent tasks, hot spots, and difficult problems that have existed for many years, causing resentment among the people. Typically, the ward has directed the organization of a conference to establish the Management Board of Residential Group No. 42 - Osaka according to regulations, meeting the aspirations of residents; Mobilize people of Residential Groups No. 4 and 5 - Bang B to socialize the construction of a community playground in the yard of Bang B; mobilize socialization to build a community playground at Phe Thuong pond area, Residential Group No. 12 Linh Dam...
Mai Dong Ward is also considered a locality that is always a pioneer in building many models of "Smart Mass Mobilization". In the model of propaganda for site clearance on Tam Trinh and Linh Nam roads, through persistent propaganda, group mobilization, organizing dialogue conferences, thematic activities, applying "Smart Mass Mobilization", creating consensus and support, 25/25 organizations, 274/274 households and individuals have complied with receiving compensation and handing over the site with an area of nearly 3 hectares to the city to implement the project according to regulations, contributing to building a civilized and modern capital. Also from this model, a household voluntarily donated 7 square meters of land to widen the road for the project to build and repair Ba Cay temple (part of the site clearance project).
In early 2025, Mai Dong ward was also the pioneer in implementing the model of "Preserving and protecting the Kim Nguu river", implementing the "Clean house - Green alley" contest, directly promoting the emulation movement "Bright - green - clean - beautiful" in the area. Thereby, the ward has initially created clear roads and sidewalks for pedestrians.

Notably, in 2024, the Standing Committee of Hoang Mai District Party Committee focused on leading and directing the site clearance work for important projects in the area with the participation of the entire political system and the active participation of the Mass Mobilization Bloc at the grassroots level, focusing on propaganda and mobilizing people to effectively carry out the site clearance work for key projects in the district, especially in the wards: Mai Dong, Vinh Hung, Linh Nam, Yen So, Hoang Van Thu, Hoang Liet, Dinh Cong, Thinh Liet...
As a result, many projects have been implemented on schedule, many households have changed from opposing to complying with the land clearance policy without having to organize enforcement. Typical examples are 7 school projects in the wards: Dinh Cong, Vinh Hung, Linh Nam; the project of the land use rights auction area south of Linh Dam lake, the project of the Ring Road 2.5 north of Vinh Tuy Industrial Park and currently actively implementing the project of Tam Trinh road, Linh Nam road, the road from Dong Tau to Giai Phong...
Building practical models
Sharing the experience of building 3 projects in the area (Hoang Liet Kindergarten at land plot F6/NT1; project to build a traffic route to Hoang Liet Kindergarten at land plot F6/NT1 and project to build synchronous infrastructure of trees and traffic routes at planning plot F6/CX6 in the agricultural land area of Bang B residential area), Secretary of Hoang Liet Ward Party Committee Nguyen Xuan Chinh said: Closely following the specialized resolution of Hoang Mai District Party Committee, the Ward Party Committee has issued a specialized resolution on focusing on leadership and direction of site clearance for projects in Hoang Liet Ward.
Identifying this as one of the key tasks requiring the drastic participation of the entire political system from the ward to residential areas and residential groups, the Ward Party Committee has thoroughly directed the Party Committee of Residential Groups No. 4 and 5 - Bang B to develop a thematic resolution; requiring Party members to promote a sense of responsibility and exemplary compliance to spread to the masses in the spirit of "Party members go first, the country follows".
At the same time, the Ward Party Committee established a working group to propagate and mobilize each household of Party members and people, especially those households with areas within the land clearance boundary; timely information on social infrastructure construction projects directly serving the community and residents in the ward.
With a determined spirit, methodical implementation, and in accordance with regulations, in just 3 months, all 36 households on the land belonging to the 3 above-mentioned projects unanimously agreed to receive compensation, support and hand over the site with a total area of 15,419.6 m2. The investor started the project on September 13, 2023, completed it on August 23, 2024 (shortening the construction time by 75 days compared to the planned schedule) and held a ceremony to attach the signboard of Hoa Mi Kindergarten, celebrating the 70th anniversary of the Liberation of the Capital (October 10, 1954 - October 10, 2024).
The experience of the Mai Dong Ward Party Committee is to direct Party cells, organizations, political and social organizations... to promote the effectiveness of thematic activities. In 2024, Party cells, organizations, political and social organizations... of the ward organized 567 thematic activities, political activities on mass mobilization work, "Skilled mass mobilization", especially studying and following the ideology, morality, and style of Ho Chi Minh; thoroughly grasping the resolutions and directives of the Party, Hanoi City Party Committee, Hoang Mai District Party Committee on mass mobilization work. The thematic activities have helped cadres and Party members clearly understand the situation of the people, mass mobilization work, the advantages, disadvantages and the necessity to strengthen mass mobilization work in the new period. Since then, many "Skilled mass mobilization" models have been born, associated with solving practical and urgent problems in the area.
“The mass mobilization activities in general, the “Skilled Mass Mobilization” movement with the construction and implementation of specific models in many fields in particular, have had a positive impact on all people, creating a strong change in awareness and responsibility, mobilizing great resources, creating motivation to build and develop the ward to become more civilized and prosperous”, affirmed Mai Dong Ward Party Secretary Dang Thi Thanh Binh.
According to Hoang Mai District Party Secretary Nguyen Xuan Linh, entering a new phase with a new model and method of operation, the Party Committee, the collective leadership of the District Party Committee's Propaganda and Mass Mobilization Department and specialized departments under the District People's Committee have urgently deployed tasks according to the new organizational model from March 1, 2025.
Based on the local reality, Party committees and authorities at all levels have determined to proactively resolve complex, urgent, and long-standing issues and promptly handle newly arising issues. In particular, the replication and effective implementation of "Skilled Mass Mobilization" models are important factors contributing to the completion of the task.
