Possessing many potentials and outstanding advantages, Van Don district has very big differences among the 19 coastal economic zones of the country. These are favorable traffic conditions by road, air and sea; the value of natural resources, landscape, ecology, large sea area with more than 600 rocky and land islands, opportunities to develop high-class tourism, international trade and finance center, trade and logistics hub, waterway and air transport service hub, associated with the development of clean, high-quality industries and agriculture; located in the Vietnam - China economic cooperation area, the expanded inter-regional cooperation of the Gulf of Tonkin, the ASEAN - China bridge...
However, after 17 years of establishment, Van Don Economic Zone has not really developed as expected. That is, the key economic sector has not developed commensurate with its potential and advantages; the economic restructuring has not been strong... According to some economic experts, the disproportionate development is due to the lack of truly outstanding policies; lack of connection with attractive products; lack of dynamic projects that act as "bait" to start the supply chain... Van Don needs specific mechanisms and policies; outstanding incentives; strong decentralization and delegation of authority to increase autonomy, thereby creating a breakthrough development.
Implementing the direction according to document 13840-CV/VPTW (dated March 17, 2025) of the Standing Secretariat's direction on developing a Project on mechanisms and policies to pilot the development of Van Don Economic Zone...; with the goal of creating momentum, creating force, creating position, creating rhythm to accompany the country to achieve double-digit growth rate in the period of 2026-2030..., Quang Ninh has developed a Project, solicited opinions and received and explained opinions of relevant ministries and branches, and at the same time proposed the policy of establishing Van Don Special Economic Zone.
Accordingly, it will focus on thoroughly resolving "bottlenecks" from complicated administrative procedures; strengthening decentralization, authorizing the head of Van Don Special Economic Zone, granting greater autonomy and responsibility; issuing specific groups of mechanisms and policies to ensure compliance with regulations, in line with the practical development context of the locality, with the ability to balance resources, on the basis of mobilizing diverse social resources to focus on developing socio-economic infrastructure, creating new momentum and breakthroughs... Thereby, creating conditions for localities to be proactive and creative in building an open, transparent and competitive business environment, aiming for Van Don to become a multi-industry coastal economic zone, combining entertainment industry, casino, high-end tourism and comprehensive services, logistics and at the same time being a gateway for international trade with globally competitive products.
To take the lead in new development opportunities, Quang Ninh has previously devoted a large amount of resources to investing in Van Don district. Typically, the 176km long provincial highway with a total investment of nearly 40,000 billion VND also chose Van Don as the connection point; the province's first sky gate connecting directly to the world, the International Airport, also chose Van Don for investment and construction. This has been a great driving force for Van Don to welcome a strong wave of investment in recent times with nearly 60 projects using non-budgetary capital with a total registered capital of nearly 39,000 billion VND. Among them, there are many high-end resort projects, urban complexes, and large-scale service tourism, such as: Sonasea Van Don Harbor City resort complex; Van Hai high-end eco-tourism area; The Crystal Holidays Harbor Van Don tourism, resort and entertainment complex has given Van Don a new, larger, more modern and synchronous appearance. This is also a great advantage to become the most developed Special Economic Zone in the Northern region.
With its important strategic location, natural conditions, diverse ecosystems, abundant resources, synchronous and modern transport infrastructure; thorough and methodical preparations by Quang Ninh province; the support from ministries and branches in implementing the Central Government's direction on developing pilot projects, mechanisms and policies for the development of Van Don Economic Zone... the "dream" of a Special Economic Zone will soon be realized. Van Don will be the place to pilot new policies with widespread effects and is expected to be a "policy laboratory", a place to test specific mechanisms, not only as a driving force for development for Quang Ninh, but also as a breakthrough in institutional reform in Vietnam.
