On the afternoon of October 13, continuing the working program, the first Congress of the Government Party Committee, term 2025 - 2030, listened to the Central Party Committee Secretary, Acting Minister of Foreign Affairs Le Hoai Trung on behalf of the Party Committee of the Ministry of Foreign Affairs and Central Party Committee member, Party Committee Secretary, Minister of Finance Nguyen Van Thang present their speeches.
Promote foreign affairs and international integration
Presenting a paper on the topic: "Improving the capacity and promoting the role of the Party Committee of the Ministry of Foreign Affairs in leading the successful implementation of the tasks of the diplomatic sector in the era of national development", comrade Le Hoai Trung said that in the new context, the draft report to the 14th National Party Congress has many new contents related to foreign affairs and international integration.
In addition to the pioneering role of foreign affairs in maintaining a peaceful environment, protecting independence, sovereignty, unity, territorial integrity and mobilizing external resources for the cause of national development and enhancing the country's prestige, this time there is an additional very important task of promoting foreign affairs and international integration, which is a crucial and regular task.
In that spirit, the presentation of the Party Committee of the Ministry of Foreign Affairs focused on the issue of improving the capacity and promoting the role of the Party Committee of the Ministry of Foreign Affairs in successfully performing assigned tasks.
The Party Committee of the Ministry of Foreign Affairs is deeply aware of the direction of General Secretary To Lam at the working sessions with the Party Committee of the Ministry of Foreign Affairs on August 29, 2024 and with the Party Committee of the Ministry of Foreign Affairs on September 15, 2025; and of Prime Minister Pham Minh Chinh, Secretary of the Government Party Committee at the 1st Congress of Delegates of the Ministry of Foreign Affairs.
Specifically, in the 2025 - 2030 term, the goal is to build a professional, civilized, modern, humane and effective diplomatic sector. The overarching goal is to enhance capacity, promote the comprehensive leadership role and fighting strength of the Party Committee, build a comprehensive, modern and professional diplomatic sector, and at the same time promote the pioneering, important and regular role of foreign affairs and international integration, contributing to building and defending the Fatherland in the new period.
Comrade Le Hoai Trung also pointed out the characteristics of the Party Committee of the Ministry of Foreign Affairs, which has a scale of 12,000 party members, of which 70% are active in party organizations abroad, operating under different conditions and not always having direct and regular contact with the country. In addition, the number of cadres of the sector who are abroad fluctuates by about 30%.
Faced with the requirements of the new period, the Party Committee of the Ministry of Foreign Affairs proposed a number of contents related to innovation in leadership methods: Innovation in thinking in the leadership work of the Party Committee, first of all, innovation in thinking about the position of the Party Committee, determining the Party Committee to lead comprehensively; Innovation in the Party's leadership method through personnel work, with the requirement to improve leadership capacity and especially improve political awareness for cadres and party members in the diplomatic sector; Innovation in inspection and supervision work, not only for the purpose of preventing corruption, negativity, waste but also promoting the role of inspection, supervision, and urging the implementation of political tasks; Strongly innovate leadership methods through the exemplary responsibility of heads of Party committees, agencies, and units; Innovation in leadership work in improving the effectiveness of ideological, theoretical and propaganda work, promptly bringing viewpoints and contents of the Party's guidelines and policies to cadres and party members in the sector.
Three key breakthrough solutions in financial and budget management
Presenting a speech on "State financial and budget management in the 2021 - 2025 period and future orientations", Minister of Finance Nguyen Van Thang emphasized that the state financial and budget management in the 2021 - 2025 period has completed all 12/12 state financial and budget targets.

Financial resources and state budget are managed, mobilized and used increasingly effectively, contributing to the realization of growth and development goals.
Specifically, promptly advise and deploy plans, mechanisms, policies and solutions for socio-economic development, promote growth associated with maintaining macroeconomic stability, average state budget deficit in 5 years of about 3.1 - 3.2% of GDP, public debt in 2025 is estimated at about 35 - 36% of GDP, well controlled, contributing to strengthening the national credit rating; laws on state finance and budget are focused on perfecting; strengthen the management of state budget revenue and expenditure in a sustainable direction; focus on creating a favorable environment, encouraging business investment; capital markets continue to develop in a safe, sustainable and integrated direction, becoming a capital mobilization channel for the economy...
In the coming time, in the context of the world continuing to have many major adjustments of the era, many new issues arising for the development of countries, regions and Vietnam, Minister Nguyen Van Thang emphasized that Vietnam must both realize the two goals of the 100th anniversary of the founding of the Party and the 100th anniversary of the founding of the country; economic growth in the period of 2026 - 2030 strives to reach 10% or more, while enhancing strategic autonomy, self-reliance and self-reliance in developing the country with the motto of stability, discipline, acceleration, breakthrough and sustainability.
In order to achieve the above challenging goal, the Government Party Committee has proactively directed the development of a system of solutions for the financial sector, of which 3 key and breakthrough tasks and solutions are noteworthy:
Firstly, continue to improve legal institutions, minimize administrative procedures associated with promoting digital transformation, create a favorable and open investment and business environment, turn institutions into competitive advantages, unleash social resources, encourage innovation, strive by 2028, Vietnam's business innovation environment will be among the top 3 ASEAN countries and the top 30 countries in the world.
Submit to the Politburo for promulgation and effective implementation of resolutions on the state-owned economy and the foreign-invested economy, and continue to effectively implement Resolution No. 68 of the Politburo on the private economy.
By 2030, strive to have 2 million businesses operating in the economy, 50 state-owned enterprises in the group of 500 enterprises with the largest revenue in ASEAN and 1-3 enterprises in the group of 500 in the world. The level of technological capacity for innovation and digital transformation is among the top 3 countries in ASEAN and the top 5 in Asia.
Complete the legal corridor on finance and state budget to contribute to exploiting new global trends in digital assets, digital transformation, green transformation, developing capital markets and securities to become important common and long-term capital mobilization channels in the economy.
Second, effectively implement the national master plan, plans associated with the development of dynamic regions and economic corridors, exploit new development spaces after administrative boundary arrangement, promote regional connectivity and high-quality urbanization, creating new competitive advantages for the country.
Third, implement a proactive, reasonably expanded fiscal policy with a focus and key points, closely coordinating with monetary policy to ensure macroeconomic stability, control inflation, and achieve the target of high and sustainable growth. Promote resources from the state budget along with social resources to effectively implement the 3 strategic breakthroughs, breakthrough resolutions of the Politburo, environmental protection, and climate change response...
In particular, ensuring the allocation of 3% of the total annual state budget expenditure for science and technology, innovation, and digital transformation, contributing to the goal of achieving the digital economy accounting for at least 30% of GDP by 2030, our country being in the top 3 countries in Southeast Asia, and the top 50 countries in the world in terms of digital competitiveness and e-Government development index.
