Strengthen inspection and examination, launch peak campaigns to fight and suppress crime

On the morning of October 14, at the National Assembly House, continuing the 8th Plenary Session, the Committee on Law and Justice reviewed the Government's reports on crime prevention and control and law violations in 2025; judgment enforcement in 2025; work reports of the Supreme People's Court and the Supreme People's Procuracy in 2025 and summarizing the work of the 2021-2026 term.

Attending were: members of the Committee on Law and Justice; Deputy Minister of Justice Mai Luong Khoi; Deputy Chief Justice of the Supreme People's Procuracy Nguyen Duy Giang; Deputy Chief Justice of the Supreme People's Court Nguyen Van Tien; representatives of the Standing Committee of the Ethnic Council and a number of Committees of the National Assembly; representatives of a number of relevant ministries and branches.

Examining the Government 's Report on crime prevention and law violations in 2025, the Committee on Law and Justice found that it basically adhered to the requirements of the report outline.

The opinions basically agree on the assessments of the crime and law violation situation, achievements, shortcomings, limitations and causes stated in the Report; at the same time, they also agree on the forecasts of the crime and law violation situation in 2026 and specific solutions to resolve difficulties and problems to improve the quality of this work.

Basically, crimes and violations of social order laws decreased (47,536 cases, down 12.18%) and many types of crimes decreased compared to the same period. However, opinions clearly stated that some types of crimes increased, partly due to the limitations of prevention work such as: fraud and property appropriation increased by 11.76%; disturbing public order increased by 21.83%; trading in counterfeit goods increased by 47.17%...

The work of grasping, forecasting, analyzing, and “identifying” crimes and law violations at the grassroots level has not always been able to keep up with the situation, especially high-tech crimes. The rate of handling crime reports and denunciations has only reached 88.12%, not meeting the target assigned by the National Assembly.

The Committee on Law and Justice recommends that the Government continue to take measures to improve state management capacity, strengthen inspection and examination work, continue to launch peak campaigns to fight in the fields of telecommunications, internet, smuggled goods, counterfeit goods, food safety, virtual currency, drugs... to limit the causes and conditions for the emergence of law violations and crimes and promptly detect and strictly handle law violations and crimes in these fields.

Reviewing the 2025 Work Report of the Chief Prosecutor of the Supreme People's Procuracy and the Summary Report of the 15th National Assembly's term, the Committee for Law and Justice assessed that the reports were carefully and seriously prepared; basically fully reflecting the implementation of tasks of the People's Procuracies at all levels in 2025 and the past term, highlighting the achievements, difficulties, obstacles and limitations; at the same time analyzing the causes and lessons learned.

However, the assessment of subjective causes in the Reports is not really profound and needs to be assessed more fully; the difficulties and problems after the reorganization of the People's Procuracy at 2 levels in the locality have not been mentioned in the Report. Some indicators in the 2025 work report have not been compared with the previous year. Therefore, opinions suggest that the Chief Prosecutor of the Supreme People's Procuracy continue to supplement and complete these contents.

In addition, it is recommended that the Supreme People's Procuracy continue to have fundamental and effective solutions to overcome limitations in the work of supervising the settlement of civil and administrative cases, ensuring targets and requirements according to the Resolution of the National Assembly, and protecting the legitimate rights and interests of citizens.

Regarding the Report of the Chief Justice of the Supreme People's Court on the work of the courts in 2025 and the summary report of the term of the 15th National Assembly, the Committee on Law and Justice found that in 2025 and the term of the 15th National Assembly, the crime situation became complicated; civil disputes increased compared to the previous year and the previous term.

Faced with that situation, the Courts have implemented many solutions to improve the efficiency and quality of work; implemented the Party's policies on judicial reform, streamlined the organizational apparatus; promoted digital transformation in the People's Court sector. They have basically completed the assigned tasks well; achieved and exceeded many targets assigned by the National Assembly in 2025 and the 15th National Assembly term.

The report has quite fully reflected all aspects of the work of the People's Court sector and identified key tasks in the coming time. However, the Report of the Supreme People's Court has not mentioned the number of provincial People's Court headquarters and district People's Court headquarters (previously) that were not arranged to be the headquarters of provincial People's Courts and regional People's Courts.

The Committee on Law and Justice recommends that the Supreme People's Court have solutions to improve the quality of handling administrative cases; continue to focus on handling requests for review and retrial to meet the requirements of the National Assembly's Resolution; have solutions to further improve the quality of adjudication of all types of cases and incidents, and overcome limitations and shortcomings.

Concluding the meeting, Chairman of the Law and Justice Committee Hoang Thanh Tung stated that the Committee highly appreciated the preparation of reports by the Government as well as the Supreme People's Procuracy and the Supreme People's Court; basically, the reports closely followed the situation and new developments of 2025, fully and comprehensively reflecting all aspects of work, achievements and limitations, causes and solutions. The reports were eligible to be submitted to the National Assembly at the 10th Session.

The Chairman of the Law and Justice Committee suggested that the Government should specifically assess the subjective and objective causes of the increase in crime in a number of areas; research solutions to assess the actual situation of crime and law violations in order to have appropriate prevention and suppression solutions, and fundamentally overcome the causes. Continue to improve state management capacity; launch peak campaigns to fight and suppress crime, promptly detect and strictly handle high-tech crimes and cyber crimes.
