This content is included in the draft Law amending and supplementing a number of articles of the Law on National Defense Industry, Security and Industrial Mobilization, which was commented on by the National Assembly Standing Committee at the morning session on October 14.
Presenting the draft law, Senior Lieutenant General Le Quoc Hung, Deputy Minister of Public Security , said that the Law on National Defense and Security Industry and Industrial Mobilization has provisions on the National Defense and Security Industry Fund, and assigned the Government to specify the establishment, management, allocation and use of the fund.
The Government has issued Decree No. 09 (2025) detailing a number of articles on the management of financial resources for the defense and security industry and the Defense and Security Industry Fund.

However, in Conclusion No. 158, the Politburo directed the establishment of an independent Security Industry Development Investment Fund with no overlapping expenditure content with the Defense and Security Industry Fund, with a specific mechanism, accepting risks, and being able to invest in related activities to build a security industry.
On that basis, the Government proposed to separate the Defense and Security Industry Fund into two independent funds, including the Defense Industry Fund and the Security Industry Development Investment Fund.
The Defense Industry Fund is a non-budgetary State financial fund, established at the Central level, managed by the Ministry of National Defense to support the implementation of urgent, new, high-risk tasks or research and manufacture of weapons and technical equipment of strategic significance.
The Security Industry Development Investment Fund is managed by the Ministry of Public Security to invest in and support the implementation of programs, projects, and activities, accepting risks and adventures, in order to build and develop the security industry.
The Draft Law on Defense Industry, Security and Industrial Mobilization also stipulates the Defense Industrial Complex; however, there are no regulations on the National Security Industrial Complex.
In Conclusion No. 158, the Politburo directed the formation of a National Security Industrial Complex led and oriented by the State, with the core being the core security industrial establishments under the Ministry of Public Security, with the participation of organizations and enterprises inside and outside the People's Public Security with resources and scientific and technological potential.
This is to organize research, design, manufacture, test, produce and complete security industrial products.
The draft law proposes that the Prime Minister decide on the core security industrial base as the nucleus of the National Security Industrial Complex. The Minister of Public Security decides on the members participating in this complex.

Presenting the viewpoint of the examining body, Chairman of the National Defense, Security and Foreign Affairs Committee Le Tan Toi said that the Committee basically agreed with the Government's proposal on the National Security Industrial Complex.
In addition, there are opinions suggesting distinguishing between the responsibilities of members participating in the Security Industrial Complex and enterprises implementing contracts for research, design, manufacturing, testing, production and completion of security industrial products and services.
The draft Law amending and supplementing a number of articles of the Law on National Defense Industry, Security and Industrial Mobilization, consisting of 2 articles, is expected to be submitted to the National Assembly for consideration at the upcoming 10th session.
