On the afternoon of October 14, the National Assembly Standing Committee gave its third opinion on the preparation for the 10th session of the 15th National Assembly.
Permanent Deputy Head of the National Assembly Office Le Quang Manh said that at the 10th session, the National Assembly is expected to consider and decide on 66 contents and groups of contents. These include 50 laws, 3 legislative resolutions; 13 groups of contents on socio -economics, the State budget, supervision and decision on other important issues of the country.

In addition, there are 13 groups of contents that agencies send reports to National Assembly deputies for study, as a basis for exercising the right to supervise and review the contents according to regulations.
According to Mr. Manh, the 10th session opened on the morning of October 20 and is expected to close on December 12. The total working time of the National Assembly is expected to be 41 days and the National Assembly will meet continuously to focus on completing all the contents and programs set out.
At the year-end session with a huge workload, the National Assembly will reduce the time spent listening to the presentation of term summary reports and annual work reports to have more time for discussion and giving opinions.
The National Assembly will also not conduct question and answer sessions. Instead, the National Assembly will review and discuss in the hall a summary report on the implementation of the National Assembly's resolutions on thematic supervision and questions.
Regarding the draft law on amending and supplementing a number of articles of the Land Law, the Standing Deputy Head of the National Assembly Office said that this content is expected to be submitted to the National Assembly for comments and approval at the 10th session according to shortened procedures.
However, on September 22, the Government Office issued a document notifying the Prime Minister's direction requesting the Ministry of Agriculture and Environment to develop a National Assembly Resolution to resolve difficulties in organizing the implementation of the Land Law.

Therefore, the Office of the National Assembly proposes to initially show the above content name in the expected content and agenda of the session as the Draft Law on Amending and Supplementing a Number of Articles of the Land Law (or the Resolution of the National Assembly stipulating a number of mechanisms and policies to remove difficulties and obstacles in organizing the implementation of the Land Law).
The submission and review of 50 draft laws at the 10th session made Permanent Deputy Chairwoman of the People's Aspirations and Supervision Committee Le Thi Nga concerned about their quality and worried that the urgent time would not assess the policy impact when they were passed.
She suggested that the leaders of the National Assembly and the Government require agencies on both sides to have solutions to strengthen and ensure the quality of draft laws.
Chairman of the Economic and Financial Committee Phan Van Mai also suggested that the Ministry of Justice needs to "guard the gate more closely" to ensure the quality of draft laws submitted to the National Assembly at the 10th session.
National Assembly Chairman Tran Thanh Man said that because the draft laws passed at the 10th session are so urgent, it is impossible to assess their impact, but the passing of the laws is necessary to remove current bottlenecks and obstacles.

According to the National Assembly Chairman, the 10th session will only pass draft laws under the simplified procedure, while draft laws under the normal procedure will be passed to the 16th National Assembly. In case the law cannot be amended, it must be expressed in a resolution so that localities can implement it as soon as there are documents guiding its implementation.
Proposing that the Government determine the priority level of draft laws, the National Assembly Chairman noted that "any content that is not acceptable must be withdrawn immediately, such as the revised Land Law, which was initially very drastic, but when it was found that it could not be handled, it had to be stopped."
Along with that, the National Assembly Chairman requested the Government to review the documents and send them in time so that National Assembly deputies have time to study them, avoiding the situation where the National Assembly discusses them the next day but only sends them this afternoon, so deputies do not have time to study them before giving their opinions or pressing the approval button.
