Mr. Dam Minh Vien (aliases: Ky Su, Duc Thanh) was born in 1919, a Tay ethnic in Na Nghieng village, Soc Ha commune (Ha Quang district, Cao Bang province), coming from a family with a tradition of patriotism. Mr. Dam Minh Vien was enlightened about revolutionary ideals early and joined the patriotic movement when he was only 11 years old.

Mr. Vien was honored to be one of 40 students of President Ho Chi Minh to attend the revolutionary training class in Nam Quang. After absorbing revolutionary ideals from Uncle Ho's class, in 1941, Mr. Vien was assigned to work in Coc Bo cave and was assigned the task of propagating and enlightening the revolution to the youth in Pac Bo area and Na Ma village (Truong Ha commune, Ha Quang district).

On April 20, 1941, Mr. Vien was elected as the first Secretary of the National Salvation Youth Union; on May 15, 1941, at Thoong Ma hill, Mr. Vien directly organized the establishment of the National Salvation Children's Team consisting of 5 members. On December 22, Mr. Vien was elected to be in charge of the Provincial National Salvation Youth Association - the first Secretary of the Cao Bang Provincial Youth Union.

In September 1945, Mr. Vien joined the Southern Advance Army; in December 1945, he was appointed Chief of Military Staff of the Southern Resistance Committee. In a fierce battle in Ia Dom Commune (Duc Co District), Mr. Dam Minh Vien heroically sacrificed himself at the age of 27.

As part of the journey back to the source, the Provincial Youth Union - Provincial Youth Union organized a traffic safety playground and legal aid training for children in 2024 at Quang Trung Secondary School (Chu Ty town, Duc Co district).

At the program, more than 500 students of Quang Trung Secondary School were trained by Ms. Nguyen Hoang Kim Loan - Deputy Director of the Provincial Legal Aid Center on knowledge about: preventing school violence; preventing child marriage, incestuous marriage; children's right to free legal aid... The Provincial Youth Activity Center trained the students on knowledge about the Road Traffic Law and cultural behavior when participating in traffic.

On this occasion, the Provincial Youth Activity Center presented 20 gifts (500,000 VND/gift) to 20 students who overcame difficulties and studied well at Quang Trung Secondary School.
