(Baothanhhoa.vn) - “Doing a good job in building grassroots party organizations (GSOs) is an important factor for the Party to be strong”, this teaching of President Ho Chi Minh is always the “compass” for each party committee. Implementing his teaching, Thanh Hoa Provincial Party Committee and its subordinate party committees have had many solutions to improve the leadership capacity and fighting strength of GSOs, especially building strong party cells capable of leading the successful implementation of political tasks at the grassroots level.

Nga Son Commune Party Committee has 98 subordinate party organizations, including 41 village and sub-region party cells, 57 party cells and agency party cells with 3,089 party members. Comrade Do Minh Son, Standing Deputy Secretary of the Commune Party Committee, affirmed: “The Party cell is the core of political leadership at the grassroots level, a direct bridge between the Party and the people, and a place to organize the implementation of resolutions of Party committees at all levels. Therefore, the quality of Party cell activities plays an important role in improving the leadership capacity and fighting strength of the Party Committee”. From that awareness, the Commune Party Committee focuses on raising awareness among Party committees and party members about the position and importance of Party cell activities. In addition to maintaining the regular activities, Party cells always promote democracy, intelligence, and opinions of all Party members, thereby building and promulgating resolutions that are close to the practical situation of the locality. At the same time, when organizing the implementation of the resolution, the Party cells proactively led and directed the front work committee and the village political organizations to promote propaganda work to union members, association members and the people, in order to create motivation to compete in performing socio-economic development tasks, building cultural life, and ensuring security and order in residential areas.

This reality has been proven through the emulation movement of labor production of party members and the people of Dong Thai village. The new wind from the National Target Program on New Rural Development has blown in and resonated with the people's hearts and strength, turning Dong Thai into a peaceful, prosperous and spacious countryside. Taking us to visit the Kim Hoang Hau melon growing models in greenhouses, Party cell secretary and head of the Dong Thai village front work committee, Tran Van Giang, proudly shared about the achievements in developing local agricultural production: "Determining the core goal of the National Target Program on New Rural Development is to improve the material and spiritual life of the people, the Party cell has proactively developed programs and plans to implement tasks close to the actual situation of the village. For example, implementing Resolution No. 13-NQ/TU, dated January 11, 2019 of the Provincial Party Committee on land accumulation and concentration for large-scale, high-tech agricultural development by 2025, with a vision to 2030, after the meeting, the Party cell issued a resolution and plan for land accumulation in the village. At the same time, promoting the "locomotive" role of cadres and Party members in exploiting land potential, bringing high-yield, high-quality commodity crops to the village. high economic efficiency into production, from there spreading to the masses. Currently, Dong Thai village has more than 24 hectares specializing in vegetable and watermelon production combined with 1 rice crop and forming a Kim Hoang Hau melon growing area bringing high economic efficiency . Thanks to that, the life of Dong Thai village people has been improved, the average income per capita by the end of 2024 will reach more than 60 million VND/person/year".

The Party Committee of Tong Son commune was established on the basis of rearranging the Party Committees of Ha Tien, Ha Tan, and Ha Son communes (belonging to the old Ha Trung district). Determining that a strong Party must start from a strong Party cell, the Party Committee of the commune has focused on perfecting the Party cell organizations, associated with improving the quality of the Party cell secretaries and Party committee members. The Party Committee of the commune currently has 55 subordinate Party organizations, with 1,325 Party members. Based on the practical situation in the locality, the Party Committee of the commune has proactively implemented the directives and resolutions of the Central Committee and Thanh Hoa Provincial Party Committee on improving the leadership capacity and fighting strength of the Party cell organizations, focusing on innovating the content and methods of operation of subordinate Party cells and Party committees.

Mr. Le Thanh Nhan, Party cell secretary, head of Giang Son 10 village, Tong Giang commune, propagates and mobilizes people to build new rural areas.

Giang Son 10 village has 116 households, with 495 people. The village party cell has 18 party members, meeting regularly on the 5th of every month. Party cell secretary and head of Giang Son 10 village, Le Thanh Nhan, said: “To build a strong party cell, the village party cell always focuses on innovating leadership methods, associated with improving the quality of activities. This is demonstrated through the issuance of resolutions to lead the implementation of the village's political tasks right after each meeting. Along with that, the party cell assigns and assigns tasks to each political organization and party member to organize the people to implement and achieve the best results."

In early 2022, cadres and people of Giang Son 10 village started to build a model new rural area. With high determination, the village Party cell met and agreed to issue a thematic resolution on building a model new rural area. Along with developing a plan to implement specific criteria, the Party cell coordinated with the village executive committee to organize a conference to publicize the policy and plan to build a model new rural area to the people. At the same time, leaders and directs the village political organizations to step up propaganda and mobilize people to build a model new rural area. In agreement, the people in the village voluntarily contributed more than 1.3 billion VND to expand roads, renovate the campus of the cultural house - village sports area and create a bright - green - clean - beautiful rural landscape. Under the leadership of the village Party cell combined with the people's hearts and strength, at the end of 2022, Giang Son 10 village reached the model new rural area finish line. Along with the changes in the homeland, the lives of the villagers have also improved. Currently, the average income per capita of the village reaches 60 million VND/person/year and there are no more poor households.

Improving the leadership capacity and fighting strength of the Party's grassroots organizations has always been considered important and determined by our Party as an important and regular task. Therefore, in recent years, the Party Central Committee, the Politburo, and the Secretariat have issued many directives, resolutions, and conclusions on leadership and direction of the work of building a clean and strong Party organization, associated with building a streamlined political system apparatus that operates effectively and efficiently. Notably, Resolution No. 21-NQ/TW, dated June 16, 2022 of the 13th Party Central Committee on "Strengthening the consolidation of the building of grassroots organizations and improving the quality of Party members in the new period".

Thoroughly grasping the consistent viewpoint that the Party's grassroots organizations are the foundation of the Party, the political nucleus, the bridge between the Party and the People, ensuring the leadership of the Party at the grassroots level, the Resolution of the 19th Thanh Hoa Provincial Party Congress, term 2020-2025, has developed a key program on "Improving the leadership capacity and fighting strength of the Party's grassroots organizations; creating clear changes in the arrangement of the organizational apparatus and building a contingent of cadres" to lead and direct Party committees and Party organizations at all levels to implement more effectively. Immediately afterwards, on April 16, 2021, the Provincial Party Standing Committee issued Program No. 13-CTr/TU to implement the program with many key and appropriate tasks and solutions to build a clean and strong Party organization and political system at the grassroots level.

The leadership capacity and fighting strength of the Party organizations have been affirmed through the successful implementation of the political tasks set by the locality and unit. This is not only demonstrated through the maturity and growth of the Provincial Party Committee over the past 95 years, but also an important factor contributing to the socio-economic development of the province in recent years, gradually making Thanh Hoa a new growth pole in the North of the country.
