Officials from Nga Son commune exchanged information and gathered insights on agricultural production from residents of Dong Thai village.
The Nga Son commune Party Committee has 98 subordinate Party organizations, including 41 village and sub-district Party branches, and 57 Party committees and agency Party branches, with 3,089 Party members. Comrade Do Minh Son, Standing Deputy Secretary of the commune Party Committee, affirmed: “The Party branch is the core of political leadership at the grassroots level, a direct bridge between the Party and the people, and the place where resolutions of Party committees at all levels are implemented. Therefore, the quality of Party branch meetings plays a crucial role in enhancing the leadership capacity and fighting strength of grassroots Party organizations.” Based on this understanding, the commune Party Committee focuses on raising awareness among Party committees and members about the position and importance of Party branch meetings. Besides maintaining regular meetings, the Party branches always promote democracy, intelligence, and feedback from all Party members, thereby building and issuing resolutions that are relevant to the local situation. At the same time, when implementing the resolution, the Party branches proactively led and directed the village's Front Committee and political organizations to strengthen propaganda work among members and the people, aiming to create motivation for emulation in carrying out tasks related to socio-economic development, building a cultural life, and ensuring security and order in residential areas.
This reality has been proven through the labor and production emulation movement of Party members and the people of Dong Thai village. The new impetus from the National Target Program for Building New Rural Areas, combined with the people's spirit and strength, has transformed Dong Thai into a peaceful, prosperous, and well-developed rural area. Leading us on a tour of the greenhouse-grown Kim Hoang Hau melon models, Tran Van Giang, Party Secretary and Head of the Fatherland Front Committee of Dong Thai village, proudly shared the achievements of local agricultural production development: "Identifying the core objective of the National Target Program for New Rural Development as improving the material and spiritual lives of the people, the Party branch has proactively developed programs and plans to implement tasks closely aligned with the actual situation of the village. For example, in implementing Resolution No. 13-NQ/TU, dated January 11, 2019, of the Provincial Party Committee on land consolidation and concentration for large-scale, high-tech agricultural development by 2025, with a vision to 2030, after the meeting, the Party branch issued a resolution and plan for land consolidation in the village. At the same time, we have promoted the leading role of cadres and Party members in exploiting land potential and introducing high-yield, high-quality commercial crops." High economic returns are being channeled into production, thereby spreading to the people. Currently, Dong Thai village has over 24 hectares dedicated to the production of vegetables and watermelons, combined with one rice crop, and has formed a high-economic-value area for growing Kim Hoang Hau watermelons. As a result, the lives of the people in Dong Thai village have improved, with average per capita income reaching over 60 million VND/person/year by the end of 2024."
The Party Committee of Tong Son commune was established based on the reorganization of the Party Committees of Ha Tien, Ha Tan, and Ha Son communes (formerly part of Ha Trung district). Recognizing that a strong Party must begin with strong Party branches, the commune Party Committee has focused on consolidating grassroots Party organizations, coupled with improving the quality of Party branch secretaries and committee members. The commune Party Committee currently has 55 subordinate Party organizations with 1,325 Party members. Based on the local situation, the commune Party Committee proactively implements directives and resolutions of the Central Committee and the Thanh Hoa Provincial Party Committee on improving the leadership capacity and fighting strength of grassroots Party organizations, with a focus on innovating the content and methods of operation of subordinate Party branches and committees.
Mr. Le Thanh Nhan, Party branch secretary and head of Giang Son 10 village, Tong Giang commune, is promoting and mobilizing people to build a new rural area.
Giang Son 10 village has 116 households with 495 inhabitants. The village Party branch has 18 members and holds regular meetings on the 5th of every month. According to Le Thanh Nhan, the Party branch secretary and head of Giang Son 10 village: “To build a strong Party branch, the village Party branch always focuses on innovating leadership methods and improving the quality of its meetings. This is demonstrated by issuing resolutions guiding the implementation of the village's political tasks immediately after each meeting. In addition, the Party branch assigns tasks to each political organization and Party member to organize the people to implement these tasks effectively.”
In early 2022, officials and people of Giang Son 10 village embarked on building a model new rural area. With high determination, the village Party branch held meetings and unanimously issued a specialized resolution on building a model new rural area. Along with developing a plan to implement specific criteria, the Party branch coordinated with the village committee to organize a conference to publicly announce the policy and plan for building a model new rural area to the people. At the same time, the leadership directed the village's political organizations to intensify propaganda and mobilization efforts to mobilize the people's participation in building a model new rural area. With unanimous support, the villagers voluntarily contributed over 1.3 billion VND to expand roads, renovate the village's cultural center and sports complex, and create a bright, green, clean, and beautiful rural landscape. Under the leadership of the village Party branch combined with the people's support and strength, by the end of 2022, Giang Son 10 village had achieved the status of a model new rural area. Along with the changes in their hometown, the lives of the villagers have also improved. Currently, the average per capita income in the village reaches 60 million VND/person/year, and there are no longer any poor households.
Enhancing the leadership capacity and fighting strength of grassroots Party organizations has always been considered a crucial and ongoing task by our Party. Therefore, in recent years, the Central Committee, the Politburo, and the Secretariat have issued numerous directives, resolutions, and conclusions to lead and guide the work of building clean and strong Party organizations, linked to building a streamlined and effective political system. A notable example is Resolution No. 21-NQ/TW, dated June 16, 2022, of the 13th Central Committee on “Strengthening the consolidation and building of grassroots Party organizations and improving the quality of Party members in the new period.”
Adhering to the overarching viewpoint that grassroots Party organizations are the foundation of the Party, the political core, and the bridge between the Party and the people, ensuring the Party's leadership at the grassroots level, the Resolution of the 19th Thanh Hoa Provincial Party Congress, term 2020-2025, developed a key program on "Improving the leadership capacity and fighting strength of grassroots Party organizations; creating clear changes in organizational restructuring and cadre development" to lead and guide Party committees and organizations at all levels to implement more effectively. Immediately afterwards, on April 16, 2021, the Provincial Party Standing Committee issued Program No. 13-CTr/TU to implement the program with many key tasks and appropriate solutions aimed at building clean and strong grassroots Party organizations and political systems.
The leadership capacity and fighting spirit of the Party branches have been affirmed through the successful completion of the political tasks set by the localities and units. This is not only evidenced by the growth and strength of the Provincial Party Committee over the past 95 years, but also an important factor contributing to the socio-economic development of the province in recent years, gradually transforming Thanh Hoa into a new growth pole in the North of the country.
