The Party Committee of the Ministry of Culture, Sports and Tourism implements Conclusion No. 149-KL/TW, dated April 10, 2025 of the Politburo

Accordingly, based on Conclusion No. 149-KL/TW, dated April 10, 2025 of the Politburo on promoting the implementation of Resolution No. 21-NQ/TW of the 6th Conference of the 12th Party Central Committee on population work in the new situation (referred to as Conclusion No. 149-KL/TW); Instruction No. 08-HD/BTGDVTW, dated April 28, 2025 of the Central Propaganda and Education Commission on studying, learning, thoroughly grasping and propagating Conclusion No. 149-KL/TW of the Politburo. Pursuant to Official Dispatch No. 193-CV/DU, dated May 5, 2025 of the Government Party Committee on implementing Conclusion No. 149-KL/TW, dated April 10, 2025 of the Politburo, the Party Committee of the Ministry of Culture, Sports and Tourism requests its affiliated Party Committees and Party cells to implement the following contents:

Propagating and thoroughly disseminating to cadres, party members, civil servants, public employees, and workers in agencies and units the meaning and importance of population work in the new situation, creating strong and synchronous changes in the actions of Party committees, party organizations, authorities, unions, cadres, party members, especially leaders, leaders, and managers at all levels to effectively implement Conclusion No. 149-KL/TW and the Party's guidelines and the State's laws and policies on population work in the new situation.

Propagating the guiding viewpoints on population work in the new situation of Resolution No. 21-NQ/TW, especially the viewpoint: population is the most important factor in the cause of building and defending the Fatherland; population work is a strategic task, both urgent and long-term; it is the cause of the entire Party and the entire people.

Implementing Directive No. 41-CT/TW of the Politburo

The focus of population policy is population and development. Population work must pay comprehensive attention to all aspects of population size and structure, especially population quality, and place it in an organic relationship with economic , social, defense, security factors and ensure rapid and sustainable development.

Strengthen the Party's leadership over population work; promote the role of Party committees, Party organizations, authorities, unions and leaders in leading and directing the implementation of goals, tasks and solutions of Resolution No. 21-NQ/TW, especially the viewpoint of shifting the focus of population policy from family planning to population and development.

Promote the pioneering and exemplary role of each cadre and party member in implementing population policies and guidelines, especially having two children, focusing on raising children well, and having happy families, creating a widespread influence throughout society. Criticize and combat acts of law violation, corruption, waste, and negativity related to taking advantage of the organization to carry out population work in the new situation; combat and refute wrong, hostile, distorted, and anti-Party policies and laws and policies of the State on population work.

Propaganda work needs to be carried out regularly, comprehensively, with a focus, key points and diverse in form. For agencies and units with press functions, they need to build specialized pages and columns, and strengthen press propaganda; for agencies and units, they need to open electronic information pages and electronic information portals, and propagate through publications; organize the creation of literary and artistic works, stage propaganda, disseminate and educate the law on population and development through seminars, talks, and launch contests and competitions to learn about knowledge about population and development work./
