Forming an international standard training network
Speaking at the workshop, Director of the Department of Information and Communications of the city Nguyen Quang Thanh said that Da Nang needs to propose pilot breakthrough mechanisms and policies on the basis of simultaneously combining the exploitation of local human resources with the national spirit, the desire to contribute and ensuring appropriate material benefits to attract experts and scientists from other localities and from developed countries to transfer knowledge. This helps Da Nang quickly improve its training, fostering and technology transfer capacity to be able to go straight and quickly into stages and stages with high added value in the value chain of the electronics, semiconductor and artificial intelligence industries.
Along with human resource development, Da Nang needs to have policies to attract investment, strengthen cooperation with countries and territories with strengths, and gradually build an ecosystem for the semiconductor industry in the context of Da Nang orienting the roadmap for designing, testing and developing artificial intelligence.

At the first expert consultation session on the Project "Development of semiconductor chips and microcircuits in Da Nang city", more than 20 comments were received focusing on the necessity; supplementing content on the current situation, new proposals and deepening solutions and objects; proposing more projects, programs and tasks. In particular, adding content on artificial intelligence, one of the issues of the trend of semiconductor chips associated with the development of artificial intelligence.
Incorporating comments from experts, the drafting committee has carefully researched and incorporated them into this new draft, focusing on proposing solutions to promote two main contents: human resource development and cooperation in developing the fields of semiconductor microchips and artificial intelligence.

Reporting at the Workshop, Director of the Da Nang Center for Research, Training and Development of Microchip Design and Artificial Intelligence (DSAC) Le Hoang Phuc informed that in Da Nang city, there are currently 10 microchip design enterprises including 7 FDI enterprise branches: Synopsys, Marvel, Uniquify, Savarti, Renesas, Synapse (now Quest Global), Sannei Hytechs. Besides, there are 3 Vietnamese microchip and semiconductor design enterprises: Fpt Semiconductor, Viettel Hi-Tech and Acronic (a domestic enterprise of Da Nang).
Regarding the human resources of microchip design engineers, it is estimated that there are about 550 engineers (accounting for 7% of the total microchip design human resources nationwide). Most of the students are trained from the University of Science and Technology - Danang University (accounting for 80%), the rest from Duy Tan University, Vietnam - Korea University of Information Technology.

The project aims to establish a network of universities and training facilities in the fields of semiconductors, microchips, and artificial intelligence that meet international standards by 2030; train and convert at least 10% of Da Nang's IT workforce.
There are 20 design and design service enterprises, 1 testing packaging enterprise, and at least 5 startups in the fields of semiconductors, microchips, and artificial intelligence that are incubated and developed. Da Nang has 5,000 engineers, including 1,500 design engineers and 3,500 testing and packaging engineers.
Need to select specific segment
Participating in the workshop, Dr. Nguyen Quan - Former Minister of Science and Technology said that Da Nang is one of the three leading cities in Vietnam (Hanoi and Ho Chi Minh City) in developing the fields of semiconductors and artificial intelligence.
Therefore, in addition to building mechanisms and policies, the city needs to affirm the determination of its leaders. This is one of the important factors that determine the success of the Project. That determination is demonstrated through the allocation of large investment resources to train human resources in the design and packaging stages...

“The city leaders need to commit to the level of investment for this project; consult with experts to see what the minimum investment requirement is, there needs to be a specific number. In addition to investment through the State budget and specific mechanisms, Da Nang needs to mobilize other investment sources, especially resources from enterprises. The city needs a general science development fund to attract all resources, including business resources, especially FDI enterprises... In particular, microchip manufacturing and AI are very large and broad fields. However, for Da Nang, it should not be spread out, it is necessary to choose segments and stages. specifically in this field to focus on implementation", Dr. Nguyen Quan emphasized.
Mr. Doan Quang Hoan, former Director of the Radio Frequency Department (Ministry of Information and Communications) agrees with Dr. Nguyen Quan on the need to focus on selecting specific segments and some important steps to implement the Project.
“I suggest that the city consider adding artificial intelligence (AI) to the project name. Because semiconductor chips are a hardware industry, which is specific, while AI is a combination of algorithms, mathematics, computer software... this is very abstract, very broad. These two issues have different development orientations, although there are similarities in human resources,” said Mr. Doan Quang Hoan.

Concluding the workshop, Vice Chairman of the City People's Committee Ho Ky Minh said that the presentations and opinions provided multi-dimensional perspectives, helping Da Nang have a more comprehensive and in-depth view of the appropriate model for developing the semiconductor, microchip and artificial intelligence industries in Da Nang City. This is an important source of information for the completion and implementation of the Project and specific policies in the coming time.
At the workshop, a memorandum of understanding was signed on professional cooperation, research and development of semiconductor microchips and artificial intelligence between the City Department of Information and Communications and the Institute of Information Technology, Vietnam National University, Hanoi.
