On May 9, 2024, on behalf of the Politburo , General Secretary Nguyen Phu Trong signed and issued Regulation No. 144-QD/TW on revolutionary ethical standards for cadres and party members in the new period (Regulation No. 144). The regulation has 6 articles, of which 5 articles discuss the content and requirements of revolutionary ethics for cadres and party members. With Regulation 144, our Party once again affirms that ethics is the "root" of revolutionaries in any conditions and circumstances.
In the process of leading the Vietnamese revolution, our Party and beloved Uncle Ho always paid attention to and promoted the work ofeducating and training revolutionary ethics for cadres and party members. Right from the time of propagating and mobilizing the Party's founding, in the work "The Revolutionary Path", President Ho Chi Minh identified revolutionary ethics as the first core content in the fundamental issues of the Vietnamese revolution. He repeatedly emphasized that ethics is the "root" of a revolutionary, because: "Just like a river must have a source to have water, without a source the river will dry up. A tree must have roots, without roots the tree will wither. A revolutionary must have ethics, without ethics, no matter how talented, he cannot lead the people".
Deeply imbued with the valuable and precious instructions of President Ho Chi Minh, in more than 94 years of leading the Vietnamese revolutionary cause, our Party has always paid attention to and focused on building the Party in terms of ethics, considering this a regular and continuous task; an important and urgent requirement in the work of building and rectifying the Party, so that the Party is truly clean and strong, an organization of elite people with steadfast political will; capable and prestigious enough to lead the People, worthy of the responsibility entrusted by the People.
Through Party congresses, the requirements on qualities and ethics for cadres and Party members have been emphasized, supplemented, perfected and developed by our Party, in accordance with the revolutionary tasks of each period, becoming the foundation and great spiritual motivation, mobilizing the strength of the entire Party, the entire people and the entire army to unite in the struggle, achieving many great victories in the cause of national liberation, firmly protecting the achievements of the revolution, protecting the Fatherland and in the cause of building socialism today.
During the period of national renewal, the 6th National Party Congress required that ideological work must focus on cultivating moral qualities, enhancing patriotism and love for socialism for cadres and party members. At the 12th National Party Congress, for the first time, our Party placed Party building in terms of ethics on par with Party building in terms of politics, ideology and organization. The 13th National Party Congress once again affirmed the importance of Party building in terms of ethics. The Resolution of the 13th National Party Congress emphasized further promoting the work of comprehensive Party building and rectification in terms of politics, ideology, ethics, organization and cadres.
However, in reality, although the system of documents of our Party and State has mentioned the requirements on revolutionary ethics for cadres and party members, there are still no specific regulations on revolutionary ethics standards to create unity in the perception and action of all levels, sectors, and each cadre and party member. The regulations of departments, ministries, sectors, and localities currently mainly regulate public ethics and professional ethics. The training and management of cadres and party members in some places have not received due attention. Some grassroots party organizations, cadres, and party members have not been exemplary in moral cultivation. There are still a number of cadres and party members, including high-ranking ones, who have degraded in political ideology, ethics, and lifestyle, showing signs of "self-evolution" and "self-transformation", causing dissatisfaction, anxiety, and a decline in people's trust in the Party, the State, and the socialist regime. Reality shows that when cadres and party members do not regularly study, cultivate and practice their qualities, they will gradually lose themselves, lose their "root foundation" of revolutionary ethics, leading to ideological and political degradation, which is a short and very dangerous step, leading to "self-evolution" and "self-transformation". Many cases of cadres who have been disciplined by the Party and dealt with before the law in recent times have the root cause of not paying attention to maintaining revolutionary ethics, violating the Party Charter, Regulations on what party members are not allowed to do, and disregarding Party discipline and State laws for personal gain.
In the context of an unprecedentedly fast-changing world with many uncertainties, instabilities, sudden changes and unpredictable risks like today, bad, hostile and reactionary forces take advantage of the violations of some cadres and party members, who are disciplined and criminally prosecuted to further defame, distort and continue to sabotage our Party, State and regime, we are even more aware of the importance of building the Party in terms of ethics, building a contingent of cadres and party members with revolutionary qualities and ethics, capacity and prestige equal to the task, meeting the requirements of continuing to comprehensively and synchronously promote the innovation process.
Faced with increasingly high demands in the work of Party building and rectification, Regulation 144 was born to meet the expectations and aspirations of the vast majority of cadres, party members, and patriotic people. With only 1,141 words expressed in 5 articles on the implementation of revolutionary ethical standards of cadres and party members in the new period, Regulation 144 has mentioned the core, profound, and vital contents of the revolutionary ethics of cadres and party members today. The first requirement on ethical standards according to Regulation 144 is that cadres and party members must love the country, respect the people, and be absolutely loyal to the Party and the Fatherland, in essence, all thoughts, words, actions, and deeds must come from the spirit of serving the country and the people, always putting the interests of the nation, the people, and the common interests of the Party, the State, and the people above all else, first of all, as Uncle Ho taught: Whatever is beneficial to the people must be done with all our might, whatever is harmful to the people must be avoided with all our might. The second requirement is to maintain a strong will, innovate, be creative, and integrate, the core of which is the spirit of "7 dares": "Dare to think; dare to speak; dare to do; dare to take responsibility; dare to innovate and be creative; dare to face difficulties, challenges, and dare to act for the common good" for the country and the people as General Secretary Nguyen Phu Trong directed. The third requirement is the virtues of diligence, thrift, integrity, uprightness, impartiality - these are the basic moral qualities that revolutionaries, leaders and managers must have. The fourth requirement is solidarity, discipline, love and responsibility. Solidarity is the root of all success, as Uncle Ho taught: Solidarity, solidarity, great solidarity/Success, success, great success and in carrying out tasks, we must "put public service first", "understand both feelings and reason". The fifth requirement is the spirit of setting an example: Being exemplary, modest, cultivating, practicing, and learning throughout life.
Regulation 144 is considered as the “Handbook on Party building on ethics”, which contains specific regulations on revolutionary ethical standards for cadres and party members to voluntarily implement and for party organizations to reflect on themselves to train and educate cadres and party members and to discipline violations. Therefore, the promulgation of Regulation 144 on revolutionary ethical standards for cadres and party members in the new period is urgent, in line with practical requirements, promoting advantages, overcoming existing limitations in Party building work, contributing to building our Party “to be ethical and civilized” as taught by President Ho Chi Minh.
