Part I: Creating a breakthrough in rural transport development
The rural traffic route in zone 10, Phu Ninh commune, Phu Ninh district has been put into use, creating convenience in travel for people.
With the investment and support of the province under the motto "The State and the People work together", the rural road system in the province is increasingly complete and synchronized, creating momentum to promote local socio -economic development. In particular, many investment projects on construction, renovation, expansion, and completion of the rural road network have connected remote, rural, and mountainous areas with provincial roads, national highways, expressways, etc., creating a new rural appearance with many bright colors.
Party's will - people's heart in harmony
To specify Plan No. 4371/KH-UBND of the Provincial People's Committee dated September 28, 2021 on "Consolidating rural roads in the province in the period of 2021-2025" with the goal of continuing to invest in developing and managing the rural road system to ensure smoothness, synchronization, solidification, sustainability, meeting standards in terms of grades and interconnection with the district road system, provincial roads and national highways, in order to serve the task of socio-economic development; contributing to the completion of the criteria on traffic in the construction of new rural areas (NTM). Accordingly, districts, cities and towns increase the mobilization of all resources to develop traffic infrastructure associated with the criteria for building NTM, maintain the movement of developing rural roads, and strive to complete the NTM targets in the period of 2020-2025.
Coming to Zone 10, Phu Ninh Commune, Phu Ninh District in the early days of April, traveling on the long concrete roads, connecting from National Highway 2 to the cultural house and households, we clearly felt the "transformation" of the appearance of the new rural commune. Through research, we learned that before, this road was a dirt road, very narrow, difficult to travel, so the people in the area all wanted to invest in building a new road, promoting the spirit of community responsibility and above all, the desire for innovation of the people here.
Mr. Nguyen Van Huan - Party Cell Secretary, Head of Residential Area No. 10 happily said: “The Party Cell has considered mobilizing people to donate land for road construction as one of the key tasks for leadership and direction; at the same time, this content has been included in Party cell activities and people's meetings for discussion and debate, in line with the motto "Party members go first, the country follows". Along with that, combining support from the State budget with people's contributions, to both motivate people and mobilize resources within the people. After nearly 1 year of construction, the inter-residential road No. 10 with a length of 900m has been completed with the support of 250 tons of cement from the district and the consensus of 60 households donating land and over 300 households supporting with an amount of over 1.7 billion VND".
From the consensus and unanimity of the people, the newly formed roads seem to extend the joy, create favorable conditions for economic development, improve life, create a new rural appearance, promote local socio-economic development. Comrade Le Phuc Tuat - Head of the Economic, Infrastructure and Urban Department of Phu Ninh district informed: "With the viewpoint of being close to the people, respecting the people, listening to the opinions of the people, especially mobilizing resources from the people, the work of developing the district's traffic infrastructure has had many positive changes, increasingly meeting the needs of circulation, exchange and consumption of goods. Up to now, the district has had 16/16 communes meeting the new rural standards, of which 2 communes have met the advanced new rural standards; Phong Chau town has met the civilized urban standards. Most importantly, 100% of the communes have car roads connecting to provincial and district roads".
Not only in Phu Ninh, in the mountainous district of Thanh Son, over 60% of the population are ethnic minorities. For many years, traffic difficulties have been a "bottleneck" in the development of the district as well as the lives of the people. The district has prioritized implementing investment policies and mobilizing resources for essential infrastructure systems, focusing on rural transport infrastructure. This is an important "key" in implementing the National Target Program on socio-economic development of ethnic minority and mountainous areas in the district. From 2021 to present, Thanh Son district has mobilized more than 318 billion VND to develop rural transport. Notably, the people have contributed more than 13 billion VND and mobilized more than 60 billion VND to build concrete roads, the rate of hardened rural transport roads reaching nearly 80%.
With the active participation of districts, cities and towns, it has contributed to creating a synchronous rural transport network. Rural transport routes invested in the model of the State and the People working together have clearly demonstrated the mobilization of socialized capital; promoting the role of community supervision; in which, people are the masters, contributing to changing the appearance of rural areas, reducing the gap and regional disparities in the province.
Inter-commune roads in Thanh Ba district are invested in construction, creating favorable conditions for socio-economic development.
Traffic "goes first to pave the way"
Lessons from practice are the success in building new rural areas in many localities, that is, "opening the way" will open up the appearance of civilized new rural areas; opening the direction for the process of industrialization and modernization of agriculture and rural areas and the expectation of changing people's lives.
Determining criterion No. 2 on traffic in the National Criteria for New Rural Construction is a difficult criterion. In the past time, from the province to the grassroots level, synchronous solutions have been implemented. In which, the work of developing rural traffic has been included in the Resolution of the 11th Phu Tho Provincial Party Congress, term 2020-2025, directing integration with the criteria for building new rural areas, which is: "By 2025, district-level units meeting new rural standards/completing the task of building new rural areas will reach 45% or more (6 districts); 65% of communes will complete the task of building new rural areas; in which, the number of communes meeting model and advanced new rural standards will reach 20% or more (26 communes)".
As the second district in the province to meet the new rural standards, Thanh Thuy district has a very convenient inter-provincial, district, commune and rural traffic system with a total length of over 856km. Currently, the rate of hardening rural roads in the district is over 93%. Along with mobilizing and effectively using all resources, the district directs communes and towns to effectively carry out propaganda and mobilize people to participate in donating land, assets, clearing the site, and handing over to construction units to ensure progress.
Comrade Le Trong Duc - Head of the District's Department of Economic Infrastructure and Urban Areas said: Thanks to the active participation of the entire political system, implementing the National Target Program on New Rural Construction, the development of rural transport in the district has achieved quite comprehensive results. The transport infrastructure has developed strongly, many rural transport works have been newly built, renovated, upgraded, increasing the rate of hardening of rural transport roads. In addition, strengthening post-investment maintenance work; developing specific regulations and rules on management and maintenance of rural transport roads; promoting the role of community supervision in residential areas... creating an important "premise" for socio-economic development.
The National Target Program on New Rural Construction associated with rapid development of transport infrastructure with the motto of "going one step ahead" has received attention, regular and close leadership and direction, the drastic participation of Party committees and authorities at all levels, and the active participation of the people; creatively applying mechanisms and policies, and having appropriate methods of mobilizing resources to support the program, meeting the prescribed New Rural criteria.
By the end of 2024, the whole province had 6 districts and 141 communes meeting the new rural standards, 22 communes meeting the advanced and exemplary new rural standards. Promoting the achieved results, with all the will, courage, determination, and creativity, rural roads will be formed, opening up new directions for development. In each locality, there will be ways of doing, operating, and managing to exploit potentials and advantages, towards a common will and goal in the spirit of "unanimity from top to bottom, smoothness across the board". According to statistics from the Department of Construction, by the end of the first quarter of 2025, the rate of rural roads in the whole province that were solidified reached over 83%; it is expected that by the end of 2025, it will reach 85%, exceeding the target set by the resolution of the Provincial Party Committee (the target is 80%).
The orientations for developing the rural transport system in the coming time continue to be timely policies that are popular with the people, contributing to improving the quality of modern transport criteria; at the same time, they are also the "premise" for developing a synchronous and modern transport system, shortening the gap between urban and rural areas, mountainous areas and plains, attracting many investors, expanding economic sectors, shifting economic structure in the right direction, contributing to promoting the province's economic growth in a comprehensive manner.
