Part I: Creating a breakthrough in rural transportation development
The rural road in Zone 10, Phu Ninh commune, Phu Ninh district, has been put into use, creating convenience for people's travel.
Thanks to the province's investment and support under the motto "The State and the People work together," the rural road system in the province is becoming increasingly complete and synchronized, creating momentum to promote local socio -economic development. In particular, many investment projects for the construction, renovation, and expansion of the rural road network have been completed, connecting remote, rural, and mountainous areas with provincial roads, national highways, and expressways, creating a new rural landscape with many bright colors.
The Party's will and the people's aspirations are in harmony.
Specifically, the Provincial People's Committee's Plan No. 4371/KH-UBND dated September 28, 2021, on "Strengthening rural roads in the province during the 2021-2025 period" aims to continue investing in the development and management of the rural road system to ensure smooth, synchronized, hardened, sustainable, and standardized road classifications, as well as seamless connectivity with district, provincial, and national highway systems, in order to serve socio-economic development and contribute to fulfilling the transportation criteria in the construction of new rural areas (NRA). Accordingly, districts, cities, and towns will strengthen the mobilization of all resources to develop transportation infrastructure associated with the NRA construction criteria, maintain the rural road development movement, and strive to complete the NRA targets for the 2020-2025 period.
Visiting Zone 10, Phu Ninh Commune, Phu Ninh District in early April, and traveling along the long stretches of concrete roads connecting National Highway 2 to the community center and residential areas, we clearly felt the dramatic transformation of the rural commune's appearance. Through our research, we learned that previously, this road was a narrow dirt road, making travel difficult. Therefore, the residents in the area all desired investment in building a new road, fostering a sense of community responsibility and, above all, a yearning for change within the community.
Mr. Nguyen Van Huan, Secretary of the Party Branch and Head of Residential Area No. 10, happily stated: “The Party Branch has made mobilizing the people to donate land for road construction one of its key tasks in leadership and guidance; at the same time, we have incorporated this content into Party branch meetings and people's meetings for discussion and deliberation, in line with the motto 'Party members lead the way, the people follow.' Along with that, we combined support from the State budget with contributions from the people to both motivate the people and unleash resources within the community. After nearly a year of construction, the 900-meter-long inter-residential area road No. 10 has been completed thanks to the support of 250 tons of cement from the district, the consensus of 60 households donating land, and the support of over 300 households contributing over 1.7 billion VND.”
Thanks to the consensus and unity of the people, new roads have been built, extending joy, creating favorable conditions for economic development, improving living standards, creating a vibrant rural landscape, and promoting local socio-economic development. Comrade Le Phuc Tuat, Head of the Economic, Infrastructure and Urban Development Department of Phu Ninh District, informed: “With the perspective of being close to the people, respecting the people, listening to the opinions of the people, and especially mobilizing resources from the people, the district's transportation infrastructure development has seen many positive changes, better meeting the needs of circulation and consumption of goods. To date, the district has 16 out of 16 communes meeting the standards of New Rural Areas, including 2 communes meeting the advanced New Rural Area standards; Phong Chau town has achieved the standard of a civilized urban area. Most importantly, 100% of the communes have automobile roads connecting to provincial and district roads.”
Not only in Phu Ninh, but also in the mountainous district of Thanh Son, over 60% of the population are ethnic minorities. For many years, transportation difficulties have been a "bottleneck" in the district's development and the lives of its people. The district has prioritized investment policies and mobilized resources for essential infrastructure systems, focusing on rural transportation infrastructure. This is a crucial "key" in implementing the National Target Program for socio-economic development in ethnic minority and mountainous areas of the district. From 2021 to the present, Thanh Son district has mobilized more than 318 billion VND for rural transportation development. Notably, the people have contributed more than 13 billion VND and socialized more than 60 billion VND for concrete road construction, with the rate of hardened rural roads reaching nearly 80%.
With the active participation of districts, cities, and towns, a synchronized rural road network has been created. Rural roads invested in under the "State and People working together" model have clearly demonstrated the mobilization of social capital; promoted the supervisory role of the community; and, in this model, empower the people, contributing to changing the face of rural areas and reducing the disparity between regions within the province.
Inter-communal roads in Thanh Ba district have been invested in and constructed, creating favorable conditions for socio-economic development.
Transportation "leads the way"
Lessons from practical experience show that the success of many localities in building new rural areas is that "paving the way" will open up a civilized rural landscape; it will open the way for the industrialization and modernization of agriculture and rural areas, and it is expected to change people's lives.
Identifying criterion number 2 on transportation in the National Criteria for Building New Rural Areas as a difficult criterion, the province has implemented a comprehensive set of solutions from the provincial to the grassroots level. In particular, the development of rural transportation has been included in the Resolution of the 11th Phu Tho Provincial Party Congress, term 2020-2025, directing its integration with the criteria for building new rural areas, specifically: “By 2025, at least 45% of district-level units will achieve the new rural area standard/complete the new rural area construction task (6 districts); 65% of communes will complete the new rural area construction task; of which, at least 20% of communes will achieve the model or advanced new rural area standard (26 communes).”
As the second district in the province to achieve the New Rural Area standard, Thanh Thuy district has a very convenient system of inter-provincial, district, commune, and rural roads with a total length of over 856km. Currently, the rate of paved rural roads in the district is over 93%. Along with mobilizing and effectively utilizing all resources, the district directs communes and towns to effectively carry out propaganda and mobilization work to encourage people to donate land and assets, clear the site, and hand over the land to the construction unit to ensure the project progresses on schedule.
Comrade Le Trong Duc, Head of the District's Economic, Infrastructure and Urban Development Department, stated: Thanks to the active involvement of the entire political system in implementing the National Target Program for New Rural Development, the development of rural transportation in the district has achieved quite comprehensive results. Transportation infrastructure has developed strongly, with many rural transportation projects being newly built, renovated, and upgraded, increasing the rate of paved rural roads. In addition, post-investment maintenance has been strengthened; specific regulations and rules for managing and maintaining rural roads have been established; and the role of community supervision in residential areas has been promoted... creating an important "foundation" for socio-economic development.
The National Target Program for building new rural areas, linked with the rapid development of transportation infrastructure with the motto "one step ahead," has received regular, close attention, leadership, and guidance, as well as decisive involvement from Party committees and authorities at all levels, and active participation from the people; creative application of mechanisms and policies, and appropriate methods of mobilizing resources to support the program, meeting the criteria for new rural areas as prescribed.
By the end of 2024, the province had 6 districts and 141 communes meeting the standards for New Rural Areas, and 22 communes meeting the standards for advanced and model New Rural Areas. Building on these achievements, with all willpower, determination, and creativity, rural roads will be constructed, opening up new development directions. Each locality will have its own methods, management, and administration to exploit its potential and advantages, all working towards a common goal in the spirit of "unity of purpose from top to bottom, smooth coordination from left to right." According to statistics from the Department of Construction, by the end of the first quarter of 2025, the percentage of rural roads in the entire province that have been paved will reach over 83%; it is expected to reach 85% by the end of 2025, exceeding the target set by the Provincial Party Committee's resolution (the target was 80%).
The future development orientations for rural transportation systems continue to be timely and in line with public sentiment, contributing to improving the quality of modern transportation criteria. At the same time, they serve as a "foundation" for developing a synchronous and modern transportation system, shortening the distance between urban and rural areas, mountainous regions and plains, attracting more investors, expanding economic sectors, shifting the economic structure in the right direction, and contributing to the comprehensive economic growth of the province.
