
Many localities are ahead of schedule.
By applying the criteria of areas with ethnic minorities accounting for 15% or more of the total population (30% in 2019), the total sampled survey areas increased from 14,660 in 2019 to 14,928 in 2024. In many provinces and cities, the Survey was implemented in nearly 100% of district and commune-level administrative units.
For example, in Cao Bang , the survey was conducted according to the commune questionnaire in 161/161 commune-level administrative units of the province. According to the household questionnaire, Cao Bang conducted a survey of 22,682 ethnic minority households in 553 areas, of which 39 areas were fully surveyed with 3,767 households. Similarly, in Ha Giang, the survey was conducted in 193/193 commune-level administrative units of the province. The whole province has 686 survey areas, of which 140 areas were fully surveyed....
Not only is the survey content very broad, but most of the survey areas are in remote areas with difficult transportation, sparse population, and large distances between surveyed households... In addition, the survey was conducted at a time when many localities were experiencing widespread heavy rain, hindering the investigation work.
With the determination of the investigators, supervisors and the attention and direction of the Ethnic Committee, the General Statistics Office and local leaders, the Survey has ensured the set progress, many localities have exceeded the progress. For example, Thua Thien - Hue province, by August 12, the Survey was completed in 74/74 areas. In Cao Bang, by July 31, 2024, the whole province had completed the survey, collecting information from 18,731 households (reaching 82.57% of the plan); and in Ninh Binh , the province completed the survey on August 9, 6 days earlier than the Central plan...
According to Mr. Nguyen Trung Tien, Deputy Director General of the General Statistics Office, the Survey is of special importance for the planning of socio-economic development policies for ethnic minority and mountainous areas in the coming period. Therefore, localities are very determined and resolute in deploying and implementing the Survey.
“Recognizing the difficulties of the Survey, since the beginning of 2023, the General Statistics Office has closely coordinated with the Ethnic Committee in preparation work, from determining the survey content, designing the survey form and the survey result synthesis form, developing professional guidance documents, reviewing and updating the survey areas; preparing for propaganda, inspection, and supervision work... Thereby contributing to completing the Survey on schedule, achieving the set goals", said Mr. Tien.
The supervision of the 2024 Census is carried out in two forms: Online (via the management website) and in person (establishing supervision teams). After the launching ceremony on July 1, 5 central-level supervision teams led by leaders of the Ethnic Committee and the General Statistics Office went to localities to grasp the situation of the census work; inspect, urge and provide timely direction to help localities limit errors in the process of census and information collection, ensuring progress and quality of census information collection.
The mark of the "locomotives"
In the 2024 Survey, along with the efforts of the investigators and supervisors, the team of village elders, village chiefs, and prestigious people among ethnic minorities have left their mark as the "locomotives" in propagating and mobilizing people to proactively provide information. This is also the force participating in verification to ensure that the collected information is accurate and complete.
Like Mr. Vang Van Phu, a prestigious person in Lang Kim village, Quang Kim commune, Bat Xat district, Lao Cai province, from July 1, 2024, he and the investigator went to each household in the village to collect information. During the collection process, Mr. Phu was both a propagandist and an interpreter, because there were some elderly people in the village who did not know the common language.
Or like Mr. Ho Xuan Phong, a prestigious person of Huong Nguyen commune, A Luoi district, Thua Thien - Hue province, who knows the area well, he predicted the difficulties that investigators would encounter during the investigation process. Therefore, he actively propagated so that the villagers could understand and cooperate with the investigators to provide accurate and timely information.
According to Mr. Nguyen Trung Tien, Deputy Director General of the General Statistics Office, the team of village elders, village chiefs, and prestigious people in the ethnic minority community always take the lead in propaganda and mobilization work; at the same time, they clearly understand the thoughts, feelings, and legitimate aspirations of the people, and are a solid spiritual support for the ethnic minority community. Therefore, when conducting the Survey, the General Statistics Office identified the decisive role of the team of village elders, village chiefs, and prestigious people in propaganda and investigation.
A highlight of the 2024 Survey is the enhanced monitoring work, with many forms reaching the survey areas. The 2024 survey monitoring work for 53 ethnic minorities was carried out in 54 provinces and centrally run cities with communes and survey areas, with a special focus on field information collection.
Through monitoring, according to the initial assessment of the General Statistics Office, the preparation and organization of information collection in localities were carried out well, according to the plan; the coordination with departments, branches, sectors and local leaders was good, creating favorable conditions for the implementation of survey information collection; the interviewers conducted interviews according to the correct procedures and performed the correct steps of household interview questions; the propaganda work was carried out in many diverse and rich forms, bringing high efficiency, households enthusiastically cooperated in providing information to the interviewers.
