Promoting "Digital Literacy for All" into a comprehensive, all-people movement

“Digital literacy” must become a revolutionary, nationwide, comprehensive, encompassing, and far-reaching movement; improving digital knowledge for officials, civil servants, and people continues to be an important task, closely linked to administrative reform and socio-economic development.

At the symposium on Digital Literacy - Digital National Assembly: Framework of digital knowledge and skills for the National Assembly, General Secretary To Lam emphasized that "Digital Literacy" must become a revolutionary, all-people, comprehensive, encompassing, and far-reaching movement; improving digital knowledge for officials, civil servants, and people continues to be an important task, closely linking administrative reform and socio -economic development; at the same time, he requested Party committees and Party organizations, authorities, and organizations from the central to local levels to learn from the movement's implementation model.

Recently, actively responding to the "Digital Literacy for All" movement, Party committees and organizations across the country have proactively developed plans, closely following the content of Resolution No. 57-NQ/TW and the General Secretary 's articles and speeches on digital transformation and lifelong learning; thereby concretizing them into projects and action programs suitable to the realities of each locality, agency, and unit.

Identifying digital transformation as a key solution in administrative reform, developing technology infrastructure, building e-government and digital government, Quang Ninh has boldly and creatively applied the direction of the Central Government and General Secretary To Lam on "Digital Education for the People" in combination with implementing Resolution No. 09-NQ/TU of the Provincial Party Committee Standing Committee, creating unified, smooth and long-term solutions.

The Provincial Party Committee has directed the Provincial People's Committee to develop a program to develop digital human resources, foster digital knowledge and skills for cadres, civil servants, public employees, and workers; and bring digital transformation into education and training activities. Infrastructure serving digital transformation is increasingly focused on investment, improving the quality of service to the people, gradually spreading the movement throughout the province. Comrades in the Provincial Party Standing Committee arrange time to attend thematic activities on digital transformation at ward and commune party committees; promptly grasp the implementation of pilot models in each locality.

In the process of launching and implementing the "Digital Education for the People" movement in Quang Ninh, the role of many Party committees and organizations, the pioneering and exemplary role of cadres and Party members are clearly demonstrated through good practices and practical models. With the motto "easy to learn - easy to do - convenient every day", the Provincial Party Committee's Propaganda and Mass Mobilization Department has promoted the application of social networks and digital platforms, proactively applied AI and Big Data tools to propaganda work, published documents, analyzed public opinion, forecasted trends and selected appropriate access channels for each specific audience.

Basic digital skills documents issued by the Provincial Party Committee's Propaganda and Mass Mobilization Department such as: Understanding correctly - Doing correctly online, Skills to recognize behaviors that should and should not be done, etc. are shared simultaneously on many channels and media, creating a positive change in awareness among all classes of people.

Under the close direction of the Quang Ninh Provincial Party Committee, the Party Committees of wards, communes and local mass organizations have launched a 30-day campaign of "Digital Literacy for All". In Bai Chay Ward, many activities in the campaign such as "I am a digital tour guide", "Digital family" were organized, 17 digital technology groups were established, attracting the participation of thousands of people.

In Viet Hung ward, the highlight of the movement is to establish "Mobile Digital Literacy" points; prioritizing support for the elderly, people with disabilities and vulnerable groups in accessing and using online public services... The peak program of Quang Ninh Provincial Youth Union has opened 175 "Digital Literacy" classes and equipped 260 digital skills dissemination activities for more than 10,000 people and teenagers, applying the model of "1 youth with 1 citizen".

From the achieved results, the Quang Ninh Provincial Party Committee is setting a general goal of taking innovation, digital transformation, and green transformation as the main driving force for development in the new period. In that context, promoting the "Digital Education for All" movement is considered by the Provincial Party Committee as a key task, aiming to promote human strength as an endogenous resource and driving force for local socio-economic development in the following years.

The implementation of the "Digital Literacy for All" movement nationwide is an immediate task and at the same time a long-term strategy; requiring all cadres and party members to make constant efforts, uphold responsibility, and be exemplary in learning as a sustainable element, deciding the success of the movement.
