In the 2021-2025 period, Quang Ninh province aims to establish 10,000 new enterprises. To achieve this goal, the work of supporting and removing difficulties for enterprises has always been of interest to all levels and sectors of the province, implemented synchronously with many specific and appropriate solutions.
Cam Pha is one of the localities with high results in establishing new enterprises. According to statistics, from the beginning of 2024 to now, the city has established 151 new enterprises, reaching 52.6% of the plan. Identifying enterprise development as one of the important solutions to promote the economy , Cam Pha City has implemented many groups of solutions to promote enterprise development. In particular, special attention is paid to improving the investment and business environment, removing difficulties for enterprises, encouraging the establishment of new enterprises and business lines, etc.
Mr. Pham Le Hung, Chairman of Cam Pha City People's Committee, said: In 2024, to support and promote the development of local businesses, the city has been focusing on directing the completion of detailed plans after the planning of subdivisions has been approved; focusing on administrative reform from the city to the commune level, ensuring maximum reduction of time for people and businesses when carrying out administrative procedures. At the same time, effectively implementing policies to support, develop and mobilize business households to transform into enterprises; promoting start-ups and innovation; encouraging businesses to apply science and technology and enhancing the supporting role of the City Business Association in supporting private sector enterprises to develop effectively.
In order to effectively develop enterprises in the province, departments and branches have also implemented many key activities and solutions. Typically, the Department of Planning and Investment has advised the Provincial People's Committee to issue Plan No. 152/KH-UBND dated June 17, 2024 on supporting small and medium enterprises in Quang Ninh province for the period 2024-2026 with 12 areas including: Access to credit; tax and accounting support; production premises for enterprises; support for incubators, technical facilities, co-working areas; support for market expansion; technology support; information support; consulting support; support for human resource development; support for conversion from household businesses; support for small and medium enterprises to start innovative businesses and support for participation in industry clusters and value chains.
With the goal of developing 10,000 enterprises in the period of 2021-2025, the province has determined that accompanying and promptly removing difficulties and obstacles that affect the production and business activities of enterprises will still be the most important factor. In particular, the province is prioritizing the review, simplification, reception and settlement of administrative procedures according to the "5-step settlement process in the electronic environment" to better serve people and enterprises; prioritizing the implementation of solutions to help enterprises overcome challenges in capital, human resources and expand markets through investment and trade promotion channels. Along with that, it is necessary to promote support for digital transformation for small and medium enterprises in the province by assigning the Department of Science and Technology to carry out the task of "Researching and proposing solutions to promote and improve digital transformation capacity for small and medium enterprises in Quang Ninh province", it is expected that by November 2024 the project will be accepted and completed...
In particular, to support and promote business development, on May 30, 2024, the Provincial People's Committee inaugurated the Center for Startups, Innovation and Digital Transformation Support with the function of providing space, utilities, and facilities to serve activities to support the community, businesses in general and startups in particular; receiving and developing initiatives and practical experiments, organizing competitions of ideas and initiatives to serve the community; improving science and technology capacity for small and medium enterprises; organizing activities to promote the development of the creative startup ecosystem; supporting the development of startup ideas and projects, linking with incubators inside and outside the province to carry out incubation of startup projects.
According to the Department of Planning and Investment, from 2021 to the end of June 2024, the province had 5,705 newly established enterprises, equal to 50.7% of the target of establishing 10,000 new enterprises in the period of 2021-2025. The main reason for not achieving the above target is the severe impact of the pandemic and the global economic recession. However, compared to the national average and the same period, the province's business development in the recent period has also recorded very positive signs. Specifically, on average, in the period of 2021-2023, there were 1,574 newly established enterprises, an increase of 8% compared to the period of 2015-2020; In the first 6 months of 2024 alone, 983 new enterprises were established, the largest ever, reaching 49.15% of the assigned plan, an increase of 12.09% over the same period, twice the national average (6.07%), ranking 4th in the Red River Delta; 455 enterprises registered to resume operations, an increase of 5.1%. To date, the whole province has 11,590 operating enterprises.
With the province's attention, support, and initiative, in the coming time, more businesses in the province will be established. Thereby, contributing to the completion of the goal of establishing 2,000 new businesses in 2024 and 10,000 businesses in the 2021-2025 period according to the set plan.
