According to Decision 871/QD-BXD, from July 1, the specialized agency under the provincial People's Committee will perform the following tasks: Issuing and re-issuing ASEAN International Road Transport Licenses; ASEAN Intermodal Licenses; GMS International Road Transport Licenses, GMS Intermodal Licenses or TAD books; International Road Transport Licenses between Vietnam and Cambodia. In addition, this agency will also perform: Registering route exploitation, adding and replacing means of exploitation of fixed passenger transport routes between Vietnam and Laos; registering, ceasing route exploitation, adding or replacing means of exploitation of fixed passenger transport routes between Vietnam and Cambodia.
The decision also states: The approval of business establishments for training road traffic safety inspectors, the issuance, renewal and re-issuance of road traffic safety inspector certificates are also carried out by specialized agencies under the provincial People's Committee. Transport business units that need to carry out the above administrative procedures must submit their application to specialized agencies under the provincial People's Committee in person, online or by postal service.
This agency will receive and check the documents. In case of receiving documents directly or by postal service, the officer receiving the documents will update the information of the documents in accordance with regulations into the online public service system of the specialized agency under the provincial People's Committee.
In case the dossier needs to be amended or supplemented, this agency shall notify directly or in writing or via the online public service system to the transport business unit within 1 working day from the date of receipt of the dossier. Within 1 working day from the date of receipt of a complete and valid dossier as prescribed, the specialized agency under the provincial People's Committee shall issue a license to the unit. In case of refusal, it shall notify in writing or via the online public service system and state the reason.
The return of results is done at the specialized agency under the provincial People's Committee or by postal service as prescribed.
Also according to the Decision, the Department of Construction of provinces/cities will: Issue and re-issue Intermodal Transport Licenses between Vietnam, Laos and Cambodia; issue International Road Transport Licenses between Vietnam and China, types A, B, C, E, F, G for Vietnamese vehicles; register to operate routes, supplement or replace vehicles operating regular passenger transport routes between Vietnam and China and issue and re-issue Intermodal Transport Licenses between Vietnam and Cambodia... Organizations, individuals, and transport business units in need will submit their applications to the Department of Construction.
