Mr. Paganini appreciated Ambassador Duong Quoc Thanh's efforts and contributions to the development of good relations between the two countries over the years, demonstrated through the high-level visit of National Assembly Chairman Vuong Dinh Hue in April 2023.
Mr. Paganini expressed his hope that Vietnam will soon open an embassy in Montevideo to contribute to promoting bilateral cooperation, and that Vietnam supports Uruguay's participation in the Comprehensive and Progressive Agreement for Trans -Pacific Partnership (CPTPP), after Uruguay submits its application for membership at the end of 2022.
Ambassador Duong Quoc Thanh thanked Mr. Paganini for his support and assistance and expressed his hope that in the second half of 2024, as interim President of the Southern Common Market (MERCOSUR), Uruguay will promote negotiations on a free trade agreement (FTA) between the bloc and a number of Asian countries, including Vietnam. Ambassador Duong Quoc Thanh also hopes that the two countries will increase trade and investment exchanges, in areas such as the export of beef, corn, soybeans, electronics, and construction materials.
Mr. Paganini also said he plans to visit Vietnam this year. Uruguayan Minister of Livestock, Agriculture and Fisheries, Mr. Fernando Mattos, is also expected to visit Vietnam to promote cooperation agreements.
During the meeting between Ambassador Duong Quoc Thanh and the Mayor of Montevideo, Mayor Carolina Cosse pledged to promote the plan to build a Vietnamese cultural space in a 500m2 area near the International Convention Center. The city will pass a resolution next March and is expected to inaugurate it soon. This project will include a memorial area for President Ho Chi Minh to commemorate him, who stopped at the ports of Uruguay and Argentina on his journey to find a way to save the country 112 years ago. Ms. Cosse emphasized that the project will become a symbol of solidarity and friendship between the governments and people of the two countries.
Ambassador Duong Quoc Thanh expressed his wish to promote cooperation between localities, including the implementation of the letter of intent signed between Ho Chi Minh City and Montevideo, to strengthen the friendship between the people of the two countries.
Ms. Cosse hopes to cooperate with Ho Chi Minh City in potential areas of cooperation such as building housing for low-income people, climate change response programs and information technology. The capital Montevideo is the largest and most important economic, technological, administrative and cultural center of Uruguay and is considered the city with the best quality of life in Latin America.
During the working session with the General Secretary of the Communist Party of Uruguay, Juan Castillo, Ambassador Duong Quoc Thanh congratulated the important position of the Communist Party of Uruguay in the political life of the South American country, as well as the important contributions of the Communist Party of Uruguay in the Broad Front (Frente Amplia) coalition.
Mr. Castillo expressed his wish to further strengthen cooperation with the Communist Party of Vietnam, to share valuable experiences that Vietnam has been very successful in building and developing the country through increased delegation exchanges.
Senator Castillo, former Vice President of the Broad Front Coalition (ruling in Uruguay from 2005 to 2020) also highly appreciated the leadership role of the Communist Party of Vietnam and the achievements Vietnam has made in the renovation process.
