Mobilizing the people to join hands in sustainable poverty reduction: According to Mr. Hoang Manh Cuong, Vice Chairman of the Cao Loc District People's Committee, from the beginning of the year, communication and information on sustainable poverty reduction have been disseminated to beneficiaries, so that people understand the purpose and significance of the program, and actively participate in planning, checking, and monitoring the implementation of the program through commune-level radio broadcasts, village meetings, and meetings of mass organizations in the villages. In addition, the district also focuses on promoting the dissemination of solutions for socio-economic development, delving into the field of social policies to raise awareness among all levels, sectors, and the entire population in carrying out socio-economic development tasks.

Thanks to the synchronized implementation of poverty reduction solutions, the poverty rate in Cao Loc district has now dropped to 8.29%; the near-poverty rate is over 10.2%.
During training conferences, work deployments, and briefing meetings of the District People's Committee and relevant departments, the dissemination of the National Target Program on Poverty Reduction has been integrated into the activities of leaders, officials, and civil servants of communes, towns, and village/hamlet/neighborhood heads. From 2022 to the present, the district has printed communication materials, displayed nearly 70 banners, over 30,000 leaflets, and 5,000 handbooks for people and poverty reduction collaborators in 20 communes and towns. In particular, using support funds, the district has focused on reviewing and investing in infrastructure; supporting production development in especially difficult communes and villages; replicating poverty reduction models; providing preferential credit policies for poor, near-poor, and newly-escaped-poverty households; and supporting education , housing, healthcare, and vocational training for rural laborers, ensuring the maximum effectiveness of state support funds. Thanks to the synchronized implementation of policies, by the end of 2022, Cao Loc district had 1,644 poor households, accounting for 8.29%; over 2,000 near-poor households, accounting for 10.21%; 100% of people from poor and near-poor households and ethnic minorities received health insurance cards; 100% of students from poor households received educational support; over 700 laborers from poor households received vocational training; 100% of poor households in need received legal assistance; and 4 poverty reduction models were implemented in Thach Dan and Loc Yen communes for 60 poor and near-poor households. The living conditions of people from poor households have improved significantly, essential social needs have been met, contributing to increased income and helping people better access policies and resources from the State and the community.

Improving the quality of life for the people: Alongside poverty reduction efforts, Cao Loc also pays special attention to building a bright, green, clean, and beautiful rural environment, aiming to improve the quality of life and preserve and restore the traditional landscape of Vietnamese rural areas. From 2022 to the present, the Department of Natural Resources and Environment has advised the District People's Committee to issue plans, official documents, and notices to implement environmental criteria in the construction of new rural areas; advised on the issuance of an official document to implement the set of guiding documents for implementing some criteria and indicators under the National Criteria Set for New Rural Communes, Advanced New Rural Communes, Model New Rural Communes, and New Rural Districts, Advanced New Rural Districts for the period 2021-2025, and sent it to the People's Committees of the communes for implementation. Since the beginning of the year, the district has organized training and guidance on implementing the contents of environmental criteria in the construction of new rural areas in 2023 in Bao Lam commune with 80 participants; Two training and awareness-raising sessions on building model new rural residential areas were held in Thuy Hung and Hong Phong communes, with over 70 participants. Departments and units assigned to oversee specific targets and criteria, and responsible for specific areas, regularly inspected and supervised the communes' implementation of the program to provide timely guidance and address any difficulties encountered. Simultaneously, the district integrated directives to specialized agencies to coordinate with the People's Committees of communes and towns, focusing on directing pilot communes to achieve environmental criteria by launching comprehensive environmental sanitation campaigns, collecting and processing waste, planting trees and flowers, and creating green fences in suitable areas. A comprehensive environmental sanitation campaign and support for new rural development were also organized in Bao Lam commune. The guidelines for all 20/20 communes have been developed to launch a movement to implement environmental criteria, supporting people in building sanitary toilets, bathrooms, water tanks, and livestock and poultry barns. In these communes, self-governing environmental groups have been established, regularly conducting general environmental sanitation campaigns at least twice a month. The decisive involvement from the district to the grassroots level has raised public awareness, changed behaviors and habits regarding environmental protection, and continuously improved the rural environment, contributing to improved health and quality of life for the people.

From 2022 to the present, more than 24,000 people in Cao Loc district have participated in environmental protection campaigns; clearing vegetation and unblocking waterways, canals, ditches, and culverts along over 62km; collecting and processing more than 1,800m3 of waste… Notably, the district has implemented more than 1,000 environmental protection projects (green houses), planting and caring for trees, flowers, and ornamental plants… In addition, it has launched a movement to combat plastic waste with activities such as parades, propaganda campaigns, distribution of leaflets, handbooks, environmentally friendly plastic bags, and garbage collection in areas along rivers, streams, and some roads; and donated "Green Houses" – projects to combat plastic waste – to Gia Cat and Thuy Hung communes…
