The political report at the Congress showed that, after 5 years of implementing the Resolution of the 3rd Congress of Ethnic Minorities and 4 years of implementing the Resolution of the 21st Congress of the Cao Loc District Party Committee for the 2020-2025 term, the socio -economic situation in the district is basically stable, and national defense and security are ensured.
State management of ethnic affairs and ethnic policies has been strengthened. The implementation of infrastructure investment and many other key programs and policies has been carried out synchronously, creating a combined strength that effectively promotes national target programs, accelerates the progress and quality of new rural development, socio-economic development, and sustainable poverty reduction, especially in particularly difficult areas and areas with large ethnic minority populations. The lives of ethnic minorities have been improved both materially and spiritually, and national security, defense, and social order have been consolidated and maintained.
To date, the entire district has 10 communes that have met the standards for new rural areas, including 2 communes that have met the standards for advanced new rural areas. On average, each commune has met 14.3 criteria, an increase of 4.54 criteria compared to 2019. The number of ethnic minority officials in the district's administrative agencies accounts for over 80%. The number of ethnic minority officials at the commune level accounts for over 92%. The material and spiritual lives of ethnic minority people have continuously improved, and the poverty rate among ethnic minorities has decreased by 3-3.5% annually.
With the theme of the Congress being "People of ethnic minorities in Cao Loc district unite, innovate, leverage advantages and potential, integrate and develop sustainably," on behalf of the ethnic minority people in the area, the entire Congress also expressed their determination to successfully implement the socio-economic development tasks of the locality in the coming term.
Delivering a keynote address at the Congress, Mr. Vi Minh Tu, Provincial Party Committee member, Head of the Ethnic Affairs Committee, and Deputy Head of the Steering Committee for the 4th Congress of Ethnic Minorities in Lang Son province, praised and acknowledged the achievements of Cao Loc district in socio-economic development and improving the lives of ethnic minorities over the past five years. He also urged ethnic minorities in the district to continue to promote self-reliance, solidarity, mutual assistance, and absolute trust in the leadership of the Party and State, as well as the local Party committees and authorities. He encouraged them to strive diligently in labor and production to achieve sustainable poverty alleviation and legitimate wealth creation, worthy of the precious traditions of ethnic minorities passed down through generations.
The Congress elected a delegation of 17 delegates to attend the 4th Congress of Ethnic Minorities of Lang Son province and adopted the draft Resolution of the Congress for the period 2024 - 2029.
At the Congress, outstanding collectives and individuals were awarded Certificates of Commendation from the Provincial Ethnic Affairs Committee and the Chairman of the District People's Committee for their excellent achievements in implementing ethnic affairs work during the period 2019 - 2024.
