During his lifetime, President Ho Chi Minh always paid attention to and took care of building a clean and strong organization with the core being solidarity and unity within the Party. Absorbing the lessons learned in the Party's revolutionary leadership and Ho Chi Minh's thought on solidarity and unity, over the past 94 years, since the establishment (March 17, 1930 - March 17, 2024) of the Hanoi Party Committee, in the Congresses, this important issue has always been seriously raised, comprehensively considered and tasks and solutions proposed to build solidarity and unity within the Party increasingly strong.

The City Party Committee and Party committees at all levels in the city always strictly implement the principle of democratic centralism, using dialogue to persuade, considering publicity and transparency as decisive factors. The Hanoi Party Committee also always demonstrates determination in action; creativity and innovation in thinking and measures. Especially promoting the exemplary role from the head of the Party Committee to cadres and Party members throughout the city. Hanoi leaders regularly have direct dialogues with the people, directing the handling of shortcomings and concerns of the people that the local authorities have not effectively resolved, to prolong and eliminate "hot spots"; spreading the sense of responsibility, determination, and setting an example of leaders at all levels.

Implementing Uncle Ho's teachings on the responsibility of party members, Party committees at all levels of the Hanoi Party Committee have focused on rectifying working style, aiming to build the image of cadres and party members close to the people, listening to the people's opinions. In particular, after Directive No. 24-CT/TU dated August 7, 2023 of the Standing Committee of the City Party Committee on "Strengthening discipline, discipline and responsibility for handling work in the political system of Hanoi City" was issued and implemented, with 25 specific manifestations of the situation of cadres being afraid of responsibility, avoiding and shirking responsibility being pointed out, continuing to create changes in perception, overcoming the mindset that a careless and sloppy attitude at work is okay. Discipline, discipline and responsibility for handling work have been raised.

Along with that, the City Party Committee continues to effectively implement Resolution No. 04-NQ/TU on "Focusing on building and improving the quality of cadres at all levels for the 2020-2025 term and the following years". This is the first specialized Resolution after many terms of the Hanoi City Party Committee on cadre work, proposing drastic solutions to tighten discipline, improve the quality of all stages of cadre work, especially cadre assessment, transfer and appointment of cadres, ensuring that cadres are placed in the right positions, resolutely handling cadres who commit violations, weak cadres, and those who have lost prestige and trust... At the same time, with an innovative mindset, the Party building sector of the City has also proactively advised and contributed to the formation of a system of regulations and rules in the city's cadre work that is increasingly strict, scientific , and close to reality. In particular, the most prominent is the strong and drastic innovation in cadre assessment. By taking work efficiency as the “measure”, the situation of equalization and formality has been overcome. At the same time, the leadership, direction and management methods of authorities at all levels have been innovated in a close, drastic manner, associated with the responsibility of the head…

Promote development

The exemplary implementation of Uncle Ho's teachings on Party building and strengthening solidarity within the Party has spread to each Party committee and member. Each Party committee has strived to innovate and be creative to contribute to the overall achievements of the Capital.

In 2024, the City will continue to implement very important steps to realize the vision and aspiration for developing the Capital with many major key tasks such as completing the Draft Law on the Capital (amended) to submit to the National Assembly for approval and implementation, to remove institutional difficulties; submit and implement after approval with the project to adjust the Master Plan for Construction of the Capital to 2045, vision to 2065 and the Hanoi Capital Planning for the period 2021 - 2030, vision to 2050, to arrange development space. At the same time, speed up the implementation of the Ring Road 4 - Capital Region project and key projects according to plan; complete the goals in socio-economic development, further improve the quality of life of the people...

In particular, the need to continue to innovate the leadership methods of Party committees at all levels and improve the effectiveness and efficiency of the political system is still raised. Along with that, the city's leaders have requested Party committees at all levels to grasp the grassroots situation; orient ideology, guide public opinion; strengthen dialogue, listen to and absorb comments from organizations, Party members and people to lead and direct closely, promptly, with focus and key points; promote innovation and creativity to contribute to development.

Hanoi also promotes the application of information technology in management, operation, connection, and sharing of information data to improve the quality of citizen reception, complaint and denunciation settlement. Regularly conduct direct dialogues with the people, direct the handling of shortcomings and concerns of the people that have not been effectively resolved by the local authorities, to prolong and eliminate hot spots.
