To organize activities to celebrate the 80th anniversary of the founding of the Ministry of Home Affairs and the Traditional Day of the State Organization Sector (August 28, 1945 - August 28, 2025), on January 6, 2025, the Minister of Home Affairs signed Decision No. 09/QD-BNV promulgating the "Outline of propaganda to celebrate the 80th anniversary of the founding of the Ministry of Home Affairs and the Traditional Day of the State Organization Sector (August 28, 1945 - August 28, 2025)"


2025 is the year of organizing Party Congresses at all levels, towards the 14th National Congress of the Party; a year with many important events, great anniversaries of the country. This is also an occasion for the Ministry and the State Organization sector to celebrate the 80th anniversary of the founding of the Ministry of Home Affairs and the Traditional Day of the State Organization sector (August 28, 1945 - August 28, 2025); review the glorious tradition over 80 years of construction and development; promote propaganda work on the position, role, functions, tasks and great contributions of the Ministry of Home Affairs and the State Organization sector in the cause of national construction and development; compete to achieve practical achievements to welcome the 5th Patriotic Emulation Congress of the Ministry of Home Affairs, towards the 11th National Patriotic Emulation Congress.

The propaganda outline includes the following contents:
Part I: Glorious milestones of the Ministry of Home Affairs and the State Organization Sector

* August Revolution and the birth of the Ministry of Interior:
The victory of the August 1945 General Uprising opened a major turning point in the revolution, bringing the Vietnamese people into a new era - the era of national independence associated with socialism. At the request of President Ho Chi Minh, the National Liberation Committee was reformed into the Provisional Government of the Democratic Republic of Vietnam. On August 28, 1945, the Provisional Government issued a Proclamation and announced that it had 15 Ministers headed by President Ho Chi Minh. The Government structure consisted of 13 ministries, including the Ministry of the Interior, headed by Comrade Vo Nguyen Giap. Since then, August 28, 1945 has gone down in history as the birth date of the Ministry of the Interior and marked the birth of the State Organization sector.

* Period from 1946 to 1954:
The outstanding mark of the Ministry of Home Affairs for the Government during this period was to promptly advise on the construction, consolidation, successful protection and maximization of the functions of the young revolutionary government system through promoting the solidarity of the entire nation in the struggle against internal and external enemies, hunger and ignorance.

* Period from 1954 to 1975:
The important achievement of the Ministry of Home Affairs during this period was to consolidate the people's government and build a state apparatus to serve the cause of resistance against the US to save the country. Regarding the organizational structure of the Ministry of Home Affairs and the sector, there were many changes in the direction of expanding functions, tasks and powers. The work directed by the Ministry of Home Affairs in regions, provinces and centrally run cities was concentrated in a unified organizational focal point called the Civil Organization Committee. Accordingly, the state organization system was organized in a complete manner including: the Ministry of Home Affairs, the departments of personnel organization in ministries, sectors and the Civil Organization Committee in provinces and centrally run cities. Since 1970, there has been a change in the organizational system of the State Organization sector, the functions and tasks of managing state organization work were transferred from the Ministry of Home Affairs to the Prime Minister's Office. In 1973, the resistance war against the US to save the country achieved many decisive victories. In order to prepare for a new strategic direction, to prepare for a unified State, on February 20, 1973, the Government Council issued Decree No. 29/CP establishing the Government Organization Committee to perform the task of assisting the Prime Minister in managing the organization, construction and consolidation of the state apparatus in the new situation. After the Liberation of the South and National Reunification Day (April 30, 1975), the State Organization sector continued to play an important role in organizing and formulating policies for cadres, civil servants and public employees in the context of unifying the mechanism and management of organization and personnel nationwide.

* Period from 1975 to 2002:
During this period, the state apparatus was established by the 1980 Constitution and the 1992 Constitution. This was a period of many difficulties and challenges when the state apparatus was transformed from a centralized, planned, subsidized management regime to a new management regime, abolishing subsidies, and gradually innovating the state apparatus in accordance with the socialist-oriented market economy. In 1990, the Government Organization Committee was renamed the Government Organization and Personnel Committee and was assigned additional tasks and powers as an agency under the Government. In 1994, from an agency directly under the Government, the Government Organization and Personnel Committee became a ministerial-level agency, performing the function of state management in the fields of state apparatus organization; civil servants and public employees; establishment of mass associations and non-governmental organizations; administrative boundary demarcation and national document archiving. With the great contributions of the State Organization sector to the country, on April 17, 2002, the Prime Minister issued Decision No. 279/QD-TTg on the traditional day of the State Organization sector, accordingly, the Prime Minister allowed August 28 every year to be taken as the "Traditional Day of the State Organization sector" to recognize the great contributions of the sector and encourage the staff, civil servants, public employees and workers of the State Organization sector to strive even harder, contributing to the building of the socialist rule-of-law State of Vietnam in the new period.

* Period from 2002 to present:
In 2002, the Government Organization and Personnel Department was renamed the Ministry of Home Affairs. This was the period when the Ministry of Home Affairs, the State Organization sector, received the attention, trust and assignment from the Party and the State to carry out many important tasks in implementing the Party's Platform, Strategy and the 2013 Constitution and was a period of innovation and promotion of administrative reform. The Ministry and the State Organization sector always closely followed the orientation, viewpoints, policies and guidelines of the Party, the direction of the National Assembly, the Government, the Prime Minister, Party Committees, People's Councils and People's Committees at all levels to proactively implement assigned political tasks and achieved many important and outstanding results in the fields of work.
Over the past eighty years, generations of cadres, civil servants, public employees and workers of the Ministry of Home Affairs and the State Organization Sector have continuously strived, trained and continued to strive to create the glorious tradition of the Sector. That is the absolute loyalty to the Party's guidelines, dedication to the cause of building a strong country, the determination, not retreating in the face of any difficulties and hardships, and steadfastly moving forward. With the achievements, on May 30, 2005, the President of the Socialist Republic of Vietnam signed Decision No. 535/2005/QD/CTN on awarding the Gold Star Order to the Ministry of Home Affairs in recognition of its great contributions to the revolutionary cause of the Party and the nation.

Part II: Lessons learned for the Ministry of Home Affairs and the State Organization Sector
During the 80 years of construction and development, the Ministry of Home Affairs has performed well its role as an advisory body to the Party and the State on policies and solutions to build the state apparatus to meet the requirements of the revolution in each historical period, and at the same time directly participated in solving many specific tasks assigned by the Party and the Government in the field of State Organization, contributing to the overall development of the country. From the achieved results, the Ministry of Home Affairs has drawn valuable and profound lessons for the work of the State Organization sector.

Part III: Orientations and key tasks of the Ministry of Home Affairs and the State Organization Sector in the coming time.
Along with the implementation of the renovation and development of the socialist-oriented market economy, our country has been gradually building and perfecting the socialist rule-of-law State of the People, by the People, for the People in the new period in the spirit of Resolution No. 27-NQ/TW dated November 9, 2022 of the 6th Central Conference, Session XIII, which is a milestone and an important turning point, including the important position and role of the Ministry of Home Affairs as a Government agency with the function of state management of administrative organization, state careers; local government, administrative unit boundaries; cadres, civil servants, public employees and civil servants; associations, non-governmental organizations; emulation, commendation; beliefs, religions; state documents and archives; Youth and state management of public services in the sectors and fields under the management of the Ministry according to the provisions of law,... The Ministry of Home Affairs has the task of advising the Government on building a state administration that serves the people, is democratic, rule of law, professional, modern, clean, strong, public, transparent; ensuring that the Government is the highest state administrative agency, exercising executive power, the executive agency of the National Assembly; decentralizing and delegating powers reasonably between the Central and local levels; basically perfecting the organization of the local government apparatus. The successful implementation of this goal is very important, a solid premise contributing to the country's sustainable development in the new era, the era of national development. With legal responsibility, political responsibility and also honor, cadres, civil servants, public employees and workers of the Ministry of Home Affairs and the State Organization sector need to be highly determined, make great efforts, act decisively and unite, strive to successfully carry out the tasks assigned by the Party and the State.
