Which agency will continue to manage the World Cultural Heritage of My Son and Hoi An?

Implementing Decision 429/QD-TTg of the Prime Minister, the Department of Culture, Sports and Tourism (DCT) of Quang Nam province has issued Document No. 161, proposing to convert the above two units into public service units under the Department, in order to improve the efficiency of management, conservation and promotion of heritage values.

According to Mr. Nguyen Thanh Hong, Director of the Department of Culture, Sports and Tourism of Quang Nam province, the establishment of the My Son Cultural Heritage Management Board and the Hoi An Cultural Heritage Conservation Management Center, and the transformation of these two units into public service units under the Department of Culture, Sports and Tourism, is an appropriate step to improve the effectiveness of management, conservation and promotion of the values ​​of world cultural heritages. In particular, when the Law on Cultural Heritage No. 45/2024/QH15 takes effect from July 1, 2025, the authority to grant licenses for restoration and repair of relics and houses in heritage areas will belong to provincial-level specialized agencies.

Hoi An has become a unique "living museum", reflecting the blend of traditional cultural values ​​and modern life.

“Organizing management according to the new model will facilitate people in the heritage area, especially in Hoi An ancient town and My Son relic, in carrying out licensing procedures quickly and in accordance with regulations. This model takes advantage of highly specialized human resources, with a lot of experience, who have been attached to the heritage for many years, while building a streamlined and effective organizational structure, suitable for the requirements of preserving and promoting the values ​​of the two heritages,” the leader of the Department of Culture, Sports and Tourism analyzed and added that applying the financial autonomy mechanism to heritage management units not only creates conditions for proactive management, but also opens up a flexible and effective direction in the work of preserving and promoting the values ​​of cultural heritage.

With the assigned authority, units are able to mobilize resources from many channels such as central and local budgets, socialized sources and international cooperation. This is a practical solution, reducing pressure on the state budget, while enhancing the ability to implement in-depth conservation projects.

In practice, many similar units such as Hue Monuments (Hue City), Thang Long Imperial Citadel (Hanoi), Ha Long Bay (Quang Ninh) have been effectively operating this model, becoming a bright spot in the exploitation, conservation and international cooperation on heritage. At the same time, close coordination with functional agencies, local communities and international organizations will ensure that management is carried out synchronously and effectively, especially in the context of tourism development and increasing visitors.

Heritage management units will focus on key tasks such as scientific research, archaeology, maintenance, restoration and short-term and long-term conservation planning. The goal is to comprehensively protect cultural heritage, including tangible and intangible heritage and existing historical documents, on a scientific and systematic basis. At the same time, environmental management and urban landscape management in relic areas are also focused on, aiming to improve the quality of living space for the community, contributing to the preservation of historical values ​​and towards sustainable development. This is a strategic orientation, ensuring harmony between heritage conservation and the needs of local socio -economic development.

The leader of the Department of Culture, Sports and Tourism of Quang Nam province said that the new management model also aims to develop sustainable tourism, generate revenue for the local budget and improve people's lives through cultural events, festivals and harmonious tourism activities, without affecting the value of heritage. Maintaining and expanding cooperation with UNESCO and international organizations helps attract financial and technical support and learn from experience, contributing to affirming the brand of the World Cultural Heritage of Hoi An and My Son, while promoting local socio-economic development.

Another suggestion to preserve Hoi An ancient town

In addition to the suggestions from the proposal of the Director of the Department of Culture, Sports and Tourism, the Hoi An Center for Cultural Heritage Conservation Management has also made proposals related to a new organizational and operational model. Accordingly, the Hoi An Center for Cultural Heritage Conservation Management proposed to establish the Hoi An Ancient Town Heritage Conservation Center under the direct management of the Da Nang City People's Committee after the merger of Da Nang City and Quang Nam Province. The reason given by the above-mentioned unit is that Hoi An Ancient Town currently has 1,143 relics, mainly in the old town, of which 1,130 are architectural and artistic relics, 9 are national-level relics and 13 are provincial-level relics.

With more than 80% of the relics owned by private and collective individuals, most of which are architectural and artistic relics that are still used by people for residence, daily activities and business activities right in the heart of the heritage, Hoi An has become a unique "living museum", reflecting the harmony between traditional cultural values ​​and modern life. Therefore, the conservation work here not only complies with the provisions of the Law on Cultural Heritage but is also subject to the regulation of many other management areas.

“To meet practical requirements, the heritage management model needs to be professional, competent and have close coordination between sectors and levels,” Mr. Pham Phu Ngoc, Director of the Hoi An Center for Cultural Heritage Management and Conservation, emphasized.

According to the leader of the Hoi An Center for Cultural Heritage Management and Conservation, the model of the Hoi An Ancient Town Heritage Conservation Center under the provincial and municipal levels has many outstanding advantages. Specifically, this model will facilitate the licensing of restoration and repair of relics and houses in heritage areas according to the Law on Cultural Heritage No. 45/2024/QH15, when only specialized agencies at the provincial level have the authority to license these activities.
