Mr. Vo Van Minh, Chairman of Binh Duong Provincial People's Committee, said that the Ho Chi Minh City Ring Road 4 project is a national key traffic project with a total length of about 207km; the section passing through Binh Duong province is 47.8km, with a scale of 8 complete expressway lanes, and a design speed of 100km/h.
Phase 1: Invest in a full 4-lane highway, including a continuous emergency lane with a roadbed width of 25.5m, a design speed of 100km/h; invest in the section from VSIP 2A Industrial Park to My Phuoc 3 Industrial Park synchronously with a scale of 62m, 10 lanes, a design speed of 80km/h; invest in allocating interconnecting and direct intersections and building parallel roads on both sides of the route to ensure the technical factors of the highway and regional traffic connections.
When the project in Binh Duong province is completed, it will connect with Ho Chi Minh City Ring Road 3 and Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway, playing a very important role in the circulation and transportation of goods, serving the requirements of socio -economic development, reducing traffic congestion, connecting provinces and cities, promoting the development of satellite cities and expanding new development space...
Speaking at the ceremony, Deputy Prime Minister Mai Van Chinh said that with the strong direction of the Government and the Prime Minister, since the beginning of the term, the whole country has completed more than 1,100 km to put into operation a total of 2,268 km of expressways, striving to complete the goal of having at least 3,000 km by 2025 and about 5,000 km by 2030, creating a foundation to promote double-digit growth in the coming years and ensure national defense and security.
Ring Road 4 passes through Long An, Binh Duong, Dong Nai, Ba Ria-Vung Tau provinces and is the Ho Chi Minh City expressway belt, which is very important, especially in terms of regional connectivity and creating new development momentum. Completing Ring Road 4 will help form an industrial, urban, service, and logistics belt, creating a very effective inter-sectoral and inter-local linkage chain.
The Deputy Prime Minister requested that Ho Chi Minh City, Dong Nai, and Tay Ninh urgently carry out investment preparation procedures after the National Assembly approves the policy to start construction of component projects in early 2026.
Particularly for the section passing through Binh Duong province with a length of about 48 km, the Provincial People's Council approved the investment policy for independent implementation and the Binh Duong Provincial People's Committee was assigned as the managing agency to carry out a huge amount of work from investment preparation, capital arrangement, technical design and estimate to contractor selection, site clearance, etc.
The Ho Chi Minh City Ring Road 4 project, the section passing through Binh Duong province, has met the conditions to start construction today, showing that decentralization, delegation of authority, and assignment of local authority as the competent authority is correct, has reduced many procedures, and shortened the time.
