Early in the morning of June 15, people on both sides of Ho Sen Street (Le Chan, Hai Phong City) were awakened by the roaring sound of dozens of motorbikes running at full speed and the shouts and screams of the crowd of TTN gathered on both sides of the road. Mr. Nguyen Sy Hung, a resident living along Ho Sen Street, said indignantly that he had to stay up all night almost every night because of thousands of motorbikes driven by a group of young men, running back and forth, shouting, honking loudly, revving their engines, and revving their engines.

According to Mr. Vu Minh Tuan, an employee of a late-night restaurant on Ho Sen Street, he described the incident with a face that was still in shock. According to Mr. Tuan, when he had just left work, he was startled to hear shouting behind him. Mr. Tuan had just stopped his car on the side of the road when a "storm of people" suddenly appeared, hundreds of teenagers moving on dozens of motorbikes, shouting, honking, weaving, and speeding past.

Due to not being able to control the speed, one car lost control and fell onto the road, dragging several other cars down with it. But this group of "crazy drivers" seemed to not care about it, nor did they check on their comrades' condition. Some even took out their phones to record and livestream it on social media.

The above offensive images quickly spread on social networking sites, not only images recorded by witnesses but also some clips said to be posted by the people involved to "show off".

According to the shared images, most of the motorbikes participating in the "storm" had their license plates covered, moving chaotically, taking up the entire road, running red lights, driving in the wrong direction, weaving and swerving extremely dangerously. Notably, the situation of TTN gathering to speed, weave and swerve did not only occur on Ho Sen Street but also on many other streets such as Vo Nguyen Giap, Bui Vien, Le Hong Phong, Tran Nguyen Han, To Hieu...

Resolutely eliminate

According to a report by Hai Phong City Police, from the beginning of 2025 to now, there have been 25 traffic accidents involving school-age children, accounting for nearly 15% of the total number of traffic accidents in the city. Of these, 12 children died (accounting for 14.29% of the number of deaths), and 9 children were injured (accounting for 10.11% of the number of injuries). Notably, there were many cases of casualties due to students gathering to weave, swing, and race illegally...

Most recently, at the section passing by house number 170 Ho Sen, a motorbike driven by Nguyen Minh T. (born in 2007, living in Quang Trung street, Hong Bang) with license plate number 50CC - License plate number: 15AS - 126.XX, carrying Le Minh H. (born in 2009, living in Nguyen Duc Canh street, Le Chan district) crashed into a taxi truck parked close to the sidewalk. As a result, T. died on the spot, while H. was seriously injured and was taken to the hospital for emergency treatment.

Previously, also on Ho Sen Street, Vu Viet T. (born in 2009, from Ton Duc Thang) and Pham Ngoc A. (born in 2010, from Du Hang Kenh, both in Le Chan District), each driving a motorbike, were traveling at high speed, and lost control of their speed and crashed into a 5-seat car parked on the side of the road. As a result, both T. and A. were seriously injured and were taken to the hospital for emergency treatment.

According to Lieutenant Colonel Nguyen Van Kham, Head of the Propaganda and Handling Team (Traffic Police Department of Hai Phong City Police), Ho Sen Street connecting with Vo Nguyen Giap Street is one of the longest, widest and most modern routes in Hai Phong, connecting Pham Van Dong Street to Do Son tourist area... On this route, there are many night eateries, so the number of people coming here in the evenings is very large. This is probably the reason why many TTN often choose this area as a "performance" place, when discovered by the authorities, they quickly find a way to escape. The participants also carry weapons, knives, swords, iron pipes, ready to rush at each other whenever there is a collision.

Accordingly, in the early morning of June 15, the HP22 working group chaired by the Mobile Police Department, while on patrol, discovered Duong Ngoc L. (born 2007, residing in Dong Hoa ward, Kien An district, Hai Phong city) driving a motorbike without a license plate, with 4 pepper spray cans and a license plate number 15AA-215.52 in the trunk.

Along with that, Hai Phong City Police also detained 5 other subjects for disturbing public order. Specifically, they include: Pham Ba Hieu (born in 1999, residing in cluster 4, Dong Khe ward, Ngo Quyen district); Bui Anh Trung (born in 2004, residing in Truong Tho commune, An Lao district); Vu Thi Ha (born in 2003, residing in Quang Trung commune, An Lao district); Do Duy Hung (born in 2003, residing in Thuong Ly ward, Hong Bang district) and Tran Anh Vu (born in 2002, residing in Dang Giang ward, Ngo Quyen district, both in Hai Phong city).

According to Colonel Bui Trung Thanh, Deputy Director of Hai Phong City Police, in recent times, Hai Phong City Police have developed many plans and strategies and implemented many professional measures synchronously. In addition to preventive measures such as coordinating with social organizations, schools in the area have stepped up propaganda work, especially with teenagers, students and parents.

At the same time, many training sessions were organized to provide people with knowledge about traffic safety and skills to safely control vehicles. For bad teenagers, the police force coordinated with schools, parents and security forces toeducate and remind them... The leaders of Hai Phong City Police also directed the forces, mainly the Traffic Police Department, the Mobile Police Department, the Criminal Police Department of HP22 to increase patrols, controls, checkpoints, ambushes... to prevent, detect and strictly handle violations.

According to Colonel Bui Trung Thanh, this is the time when Hai Phong and Hai Duong are about to merge, and it is also the time when a lot of tourists flock to Hai Phong, along with the summer vacation of schools in the area. Therefore, there are many potential reasons for the reckless behavior of bad teenagers.

This not only affects the security and order situation, traffic safety, and endangers traffic participants, but also creates a negative image for Hai Phong City. The viewpoint of the Hai Phong City Police Department is to be determined and resolute in preventing, eliminating, and strictly handling violations.
