Named Phu Yen - Dak Lak expressway, this project complies with the road planning for the 2021-2030 period, with a vision to 2050, approved by the Prime Minister in Decision No. 1454/QD-TTg dated September 1, 2021.
Accordingly, the overall length of the expressway is 220km, starting from Bai Goc port (Phu Yen) to the end point at Dak Rue border gate (Dak Lak). However, the road section from Bai Goc port to the North-South expressway in the East in Dong Hoa town (Phu Yen) is 10km long, passing through residential areas, urban areas, and the Nam Phu Yen economic zone, which has been basically completed with a scale of 4 lanes, so there is no need to invest in this road section. Implementing the policy of merging the two provinces of Phu Yen and Dak Lak, with the administrative center located in Buon Ma Thuot City, it is necessary to soon meet the transportation needs connecting Tuy Hoa with Buon Ma Thuot and connecting between seaports, industrial parks, and economic zones to serve socio-economic development, ensuring national defense and security, so the People's Committee of Dak Lak - Phu Yen inter-provincial proposed to prioritize investment in the Phu Yen - Dak Lak expressway before 2030.
The total length of the project is expected to be 122km, starting at the intersection with the North-South Expressway in the East, ending at the intersection with National Highway 14; the scale of the route is a complete 4-lane road, with a continuous emergency lane, roadbed width of 24.75m, design speed of 100km/h.
According to the preliminary estimate, the total investment capital for the Phu Yen - Dak Lak expressway is about VND 29,655 billion, excluding interest during the construction period. Of which, compensation, support and resettlement costs are VND 3,366 billion; construction and equipment costs are VND 20,895 billion; project management costs, construction investment consultancy, other costs are VND 1,672 billion and contingency costs are VND 3,722 billion. The land use demand for the project within the road area is about 987.54 hectares, of which about 391 households are affected with a residential land area of 20.7 hectares; annual crop land is about 455.36 hectares; perennial crop land is 336.55 hectares; special-use forest land is 25.33 hectares; production forest land is 101.21 hectares; other land is 47.37 hectares.
In order to have a basis for research, prepare project investment proposal documents, and complete investment procedures, the Dak Lak - Phu Yen inter-provincial People's Committee proposed that the Prime Minister consider and allow adjustment of the investment process of the Phu Yen - Dak Lak expressway before 2030 and the intersection with the North - South expressway in the East in the road network planning for the period 2021-2030, with a vision to 2050; approve the investment plan under the public-private partnership (PPP) method, BOT contract; add the project to the investment portfolio from the central budget in the medium-term plan, period 2026-2030; assign the Dak Lak Provincial People's Committee after merging with Phu Yen province as the competent authority to implement the project.
