The Government Office has just issued Notice No. 52 summarizing the conclusions of the Standing Committee of the Government at the meeting with businesses on tasks and solutions to help private enterprises accelerate and make breakthroughs, contributing to the rapid and sustainable development of the country in the new era.
According to the announcement, the Government and the Prime Minister are impressed, confident, and proud of the achievements of the private sector in recent years.

Simultaneously, we will promote the development of the digital economy, green economy, circular economy, knowledge economy, creative economy, and sharing economy. The announcement stated that, regarding the concerns, anxieties, and recommendations of businesses, the Standing Committee of the Government will direct a review to build a transparent and easily implementable institutional framework. This includes building a team of officials who dare to think, dare to act, and dare to take responsibility, ending the "request and grant" mechanism, reducing administrative procedures, and reducing compliance costs for citizens and businesses.
Maintaining political stability, security, social order, independence, and territorial integrity is crucial for businesses to operate with peace of mind. Maintaining macroeconomic stability, controlling inflation, promoting growth, and implementing flexible and effective monetary and fiscal policies are essential to the actual situation.
Developing infrastructure contributes to reducing logistics costs and increasing the competitiveness of services and goods. It also promotes the training of human resources for the country, serving businesses.
With the aspiration for a new era of national progress, the State must be proactive, the people must be supportive, and businesses must contribute to overall development with the spirit of never saying no, never saying it's difficult, and never saying yes without doing it.
Based on the principle of harmonious interests and shared risks among the State, businesses, and the people, and without negativity, corruption, or waste, the Standing Committee of the Government requests that ministries and agencies, based on their assigned functions, tasks, and powers, research and report to competent authorities in the second quarter of 2025 on assigning tasks and commissioning businesses to implement large-scale projects.
Ministries and relevant agencies should promptly and effectively consider and handle the businesses' recommendations, and inform businesses of the results of the handling in a timely manner. Simultaneously, they should send the results of the handling to the Prime Minister, and also send copies to the Government Office and the Ministry of Finance for advice and action before March 20, 2025.
