The province focuses on investing in upgrading the infrastructure of the educational and training system towards standards, uniformity and modernity, helping students enjoy the best educational environment.

On August 19, the province solemnly held the inauguration ceremony and put up the signboard of Trong Diem Secondary School (Ha Long Ward). The school has an area of 1.5 hectares, with an investment capital of nearly 160 billion VND, a scale of 45 classrooms, meeting the learning needs of 2,000 students. The main items include a 5-storey administrative building, two 4-storey classroom blocks, a multi-purpose building with a basement and a modern library. The project is not only an architectural highlight, but also fully meets the criteria of a high-quality school, effectively serving the learning needs of students across the province.

Also in August 2025, the Quan Lan Secondary and High School Repair Project (Van Don Special Zone) was handed over and put into operation with a total cost of about 3.7 billion VND. The project has been directed by all levels and sectors, urgently completed and put into use in time before the new school year 2025-2026, creating a clean, beautiful and safe learning environment for students on the island.

In recent years, Quang Ninh has completed and upgraded hundreds of school buildings with a total capital of thousands of billions of VND. In particular, implementing the Project to renovate, repair, upgrade and complete the infrastructure of the provincial education sector in the period of 2022-2025, the province has approved a list of 22 schools to invest according to high-quality criteria proposed by localities. To date, 12 schools have been completed and put into use, and it is expected that by the end of 2025, there will be 16 schools. Currently, the rate of national standard schools is 92.07%, the rate of solid classrooms is 95.8%.

Along with infrastructure development, the province pays special attention to improving the quality of the teaching staff. The percentage of teachers who meet or exceed the standard in terms of training level accounts for the majority. Up to now, over 98% of teachers at all levels in the province have met or exceeded the standard level, much higher than the national average. Every year, training courses, professional development, and innovation in teaching methods are widely organized. The education sector also coordinates with authorities at all levels to implement policies to attract and retain good teachers to work in remote, isolated, and island areas.

In addition to investing in infrastructure and human resources, Quang Ninh has also implemented many policies to support students, especially children from poor families, ethnic minority students, and students from islands. Programs to exempt or reduce tuition fees, support learning equipment, provide textbooks, etc. have been effectively implemented.

In addition, movements to innovate teaching methods, apply information technology, build happy schools, etc. are widely deployed, creating a modern, humane and comprehensive educational environment.

Currently, the province maintains 100% of primary school students studying 2 sessions/day, maintaining the results of universalizing preschool education for 5-year-old children; the standard of universalizing primary education level 3 (the highest level) is maintained stably; at the secondary school level, the universalization quality reached the target ahead of schedule, being one of 10 provinces and cities of the 63 old provinces and cities nationwide to reach the standard of universalizing secondary school level 3 the earliest.

High school education has achieved many breakthrough results, the high school graduation rate in 2025 reached 99.24%, ranked 12th out of 34 new provinces and cities. The number of national excellent students is stable, many of them achieved high awards. Notably, in 2025, the province had 5 candidates summoned to participate in the regional and international Olympic team selection exam, 2 students were selected to participate in the regional and international Olympic competitions in Informatics and Chemistry, they excellently won Silver and Bronze medals. Other educational fields of the province have also made remarkable progress. Vocational education, Continuing education and University education have been firmly consolidated and improved...

Thanks to systematic investment, the education sector of Quang Ninh has continuously reaped many positive results. The achievements are not only reflected in the numbers of national standard schools, graduation rates or excellent student achievements, but also in the changes in the quality of the learning environment and the fairness in access to education between regions. Quang Ninh persists in the goal of building a high-quality, comprehensive education system, meeting the requirements of human resource development for the province and the whole country in the new period.
