Reporting on some issues of the session, Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong said that the total working time of the National Assembly is expected to be 25 days; opening on October 23 and closing on the morning of November 29, including arrangements for the National Assembly to work on 3 Saturdays. The National Assembly will meet at the National Assembly House. The session will be held in 2 phases, specifically: the first phase is 20.5 days (from October 23 to the morning of November 16) and the second phase is 4.5 days (from November 24 to 29).

Regarding the detailed agenda, there is a proposal to arrange 0.5 days for discussion in the hall of the Report of the National Assembly Standing Committee on the results of receiving citizens, handling petitions and letters in 2023 and supervising the settlement of complaints and denunciations of citizens in 2023.

Secretary General of the National Assembly, Head of the National Assembly Office Bui Van Cuong said that this is the year-end session, the workload is very large, many important contents must be considered and decided to promptly meet urgent requirements. While the total time of the session cannot be extended, it is proposed not to arrange for a separate discussion of the above content but only send National Assembly deputies to study on their own, combined with discussion of contents related to the results of monitoring the settlement of voters' petitions...

Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong proposed to arrange the content of taking a vote of confidence for people holding positions elected or approved by the National Assembly at 3 sessions as proposed by the Delegation Work Committee of the National Assembly Standing Committee.

Regarding the reports sent to National Assembly deputies for self-study, Secretary General of the National Assembly, Head of the National Assembly Office Bui Van Cuong proposed to accept the opinions of the Government and a number of agencies to supplement the Government's reports on: The implementation status of Resolution No. 93/2019/QH14 on investment policy for the Ka Pet Reservoir Project, Ham Thuan Nam district, Binh Thuan province; Management of cadres and civil servants; Assessment of the pilot implementation of special mechanisms, urban government...

Secretary General of the National Assembly, Head of the National Assembly Office Bui Van Cuong proposed to arrange live broadcasting on Vietnam National Assembly Television of the discussion sessions of a number of draft laws submitted to the National Assembly for consideration and approval, specifically the Land Law (amended), the Real Estate Business Law (amended), the Housing Law (amended), the Law on Credit Institutions (amended). Along with that are a number of draft laws that have received first comments and contents of public interest such as: the Law on Social Insurance (amended); the Road Law; the Law on Road Traffic Order and Safety; the Law on the Capital (amended) and the Law on amending and supplementing a number of articles of the Law on Property Auction; Report on the results of monitoring the settlement of voters' petitions sent to the 5th Session of the 15th National Assembly.

In addition, arrange live television and radio broadcasts on national television and radio stations of the National Assembly discussing reports on the implementation of a number of resolutions of the 14th National Assembly on thematic supervision and questioning and resolutions of the National Assembly on thematic supervision and questioning from the beginning of the 15th term to the end of the 4th Session.

26th Session of the National Assembly Standing Committee

Regarding the preparation of content for the session, Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong said that with the close direction of the National Assembly Standing Committee and the active and proactive Government , the dossiers of the two draft Laws on Roads and the Law on Road Traffic Order and Safety have been completed and sent to the National Assembly deputies.

Due to the large volume of content presented to the National Assembly at the 6th session with many difficult and complicated contents, in order to ensure time for National Assembly deputies to carefully study the documents, the Secretary General of the National Assembly requested the National Assembly Standing Committee to continue to direct relevant agencies to urgently complete the contents to send to National Assembly deputies on time. At the same time, continue to publicize the list of relevant agencies that are late in sending documents for the session.

During the meeting, members of the National Assembly Standing Committee gave their opinions on the arrangement and time allocation to ensure the work in the first and second phases of the session; the gap between the first day of presenting the report and the Group discussion; and the assignment of responsibilities to the Committees with draft laws to be presented at the 6th session.

The National Assembly Standing Committee considers that the gap between the first day of presenting reports of the draft Law on Social Insurance (amended) and the day of Group discussion of this law should not be far apart to ensure that the law is discussed and carefully considered.

Chairwoman of the Judiciary Committee Le Thi Nga said that the meeting time of the first session was relatively long, so it was necessary to review the meeting times of the first and second sessions of the session to ensure that there was not too much difference in time.

Chairman of the Law Committee Hoang Thanh Tung expressed his opinion that it is necessary to allocate the content of the meeting's program in a reasonable manner so that the draft laws can be discussed more thoroughly in the Group and in the Hall. Many contents have been commented on, suggesting that the Committees promote a sense of responsibility, complete and present them thoroughly to the meeting.

Speaking at the meeting, National Assembly Chairman Vuong Dinh Hue said that of the 12 contents proposed by the Government to be supplemented, 4 contents already have documents, of which 3 contents have been included in the program for the National Assembly Standing Committee to comment.

National Assembly Chairman Vuong Dinh Hue emphasized that the session focused on law-making work by reviewing and giving opinions on 17 draft laws; of which 9 draft laws were considered for approval and 8 other draft laws were given opinions, in addition to reviewing many other resolutions.

National Assembly Chairman Vuong Dinh Hue requested that the National Assembly Committees promote a high sense of responsibility, closely follow the viewpoints and conclusions of the National Assembly Standing Committee and the National Assembly Party Delegation to submit to the Politburo for comments to ensure the quality of the draft Law and draft Resolution before the 6th session.
