According to the Ministry of Construction , the draft adds the content "Electronic administrative procedure records and results have the same legal value as paper copies", in line with the spirit of Resolution 57-NQ/TW dated December 22, 2024 of the Central Executive Committee on innovation and national digital transformation.
Notably, the Ministry of Construction proposed to abolish 30% of investment and business conditions in the field of driver training.
Some regulations proposed to be abolished include: Requiring the head of a driving training facility to be the principal or legal representative director; requiring managers to be trained and fostered in vocational education management skills; requiring training facilities to have a minimum usable area of 1,000 square meters or a classroom area of not less than 48 square meters.

The Ministry of Construction has proposed to abolish the regulation requiring trucks used for Class B driving practice to have a design mass of 2,500 - 3,500 kg and account for no more than 30% of the total number of training vehicles of the same class. The draft proposes to abolish the regulation limiting the testing yard to only one yard as a driving practice yard when calculating training capacity.
The draft also abolishes the requirement that training grounds must have waiting rooms and seats for students, along with conditions for teachers such as having a driver's license corresponding to the training level or higher, or having a minimum driving time of 3-5 years depending on the level.
Instead, the draft adds new requirements on digital transformation, stipulating that driving training facilities must have an electronic identification and authentication system to accurately identify students throughout the entire training process - from registration to testing. This is considered an important step in digitizing driving training activities, towards transparency, synchronization and efficiency.
The transport and construction management agency also proposed simplifying many administrative procedures in granting driver training licenses, granting driving practice vehicle licenses, and re-issuing teacher certificates, with notable new points.

Accordingly, the Ministry of Construction proposed to allow online submission of documents for most procedures: Shorten the time for processing documents; recognize the legal value of electronic documents as equivalent to paper documents in the entire administrative process. These changes are expected to reduce compliance costs, creating maximum convenience for people and businesses participating in the field of driver training.
According to the draft, the state management authority on driver testing is transferred from the Ministry of Transport (now the Ministry of Construction) to the Ministry of Public Security , while the Ministry of Construction will take on state management on driver training.
With a series of innovative contents - from cutting business conditions, simplifying administrative procedures, defining management authority to promoting digital transformation - the Ministry of Construction expects that this draft revised Decree will contribute to building a transparent and modern driver training and testing system, creating maximum convenience for people, while improving the effectiveness of state management in this field.
