According to the draft revised Law on Education, the Ministry of Education and Training proposes to change the authority to grant high school graduation certificates from the Director of the Department of Education and Training to the principals of high schools.
According to the Ministry, this aims to thoroughly implement decentralization and delegation of authority, complying with the principle of "where training is provided, degrees are granted".
Also in the draft, the Ministry of Education and Training proposed to assign the authority to confirm completion of the junior high school program to the principals of junior high schools through transcripts.
Meanwhile, the current regulation is that junior high school graduation certificates are granted by the Head of the District Education and Training Department.

The Ministry of Education and Training said this change is in line with the policy of organizing two-tier local governments and international trends. Developed countries such as the US, Canada, UK, Australia, and Finland do not issue junior high school diplomas but use the principal's confirmation of the lower-level academic results to consider admission to higher levels.
The Ministry of Education and Training also emphasized that Vietnam has achieved the goal of universaleducation up to grade 9, with the rate of students completing secondary school reaching nearly 100%.
Therefore, the change from issuing diplomas to graduation confirmations does not affect the rights of students. At the same time, this helps to reduce administrative procedures and costs related to printing and managing diplomas.
In addition, the draft law also mentions universalizing preschool education from age 3 and eliminating school boards at preschool and general education levels.
The Ministry of Education and Training said it will continue to collect comments on the draft Law amending and supplementing a number of articles of the Law on Education until July 9.
