Proposing a special mechanism to speed up the progress of Gia Binh Airport Project

Recently, Chairman of Bac Ninh Provincial People's Committee Vuong Quoc Tuan sent a document to the Ministry of Public Security to synthesize and report to the Government Party Committee and the Prime Minister for consideration and report to the Politburo for approval of special mechanisms to speed up the progress of Gia Binh airport project and the project to invest in building a road connecting Gia Binh airport with Hanoi capital (section through Bac Ninh province).

Accordingly, Bac Ninh province proposed a route connecting Gia Binh airport with Hanoi capital and connecting Kenh Vang bridge to Hai Duong province with a total length of about 31.6 km in Bac Ninh province, with a cross-section of 120m.

Of which, the section from Gia Binh airport to Hanoi city is about 22.9 km long; the section from Gia Binh airport to Kenh Vang bridge to Hai Duong is about 8.7 km long.

Estimated investment cost in Bac Ninh province is about 40,300 billion VND. The project is implemented in the form of a build-transfer contract (BT contract); it is expected to use land funds located in Bac Ninh province to pay investors.

The Gia Binh airport construction investment project and connecting roads are being accelerated by Bac Ninh and other localities.

In response to the requirement to synchronously complete the international airport and connecting road by 2026 at the latest, Bac Ninh province also proposed that the Prime Minister consider and approve a number of specific policy mechanisms to implement the route connecting Gia Binh airport with Hanoi capital, such as: parallel implementation of investment preparation, site clearance, and construction project implementation with adjustment, updating and supplementing the provincial planning.

Along with that, it allows simultaneous implementation of procedures to shorten the implementation time of other projects and PPP projects, BT contract type.

Based on the scale, route direction and preliminary total investment if approved by the Prime Minister as mentioned above, the People's Committee of Bac Ninh province also proposed to decide to apply the form of direct bidding to investors before the PPP Law (BT contract type) takes effect from July 1, 2025.

At the same time, it is allowed to designate shortened consulting packages, packages serving the relocation of technical infrastructure, packages implementing compensation, support, resettlement and site clearance for BT projects and counterpart projects of BT projects in Bac Ninh province.

Previously, at the end of April, the Hanoi People's Committee also proposed to build a route connecting to the capital Hanoi, starting from Gia Binh International Airport to the end point at the intersection of the route connecting Tu Lien Bridge approach road with Hanoi Ring Road 3, with a total route length of about 35.43 km; cost of 71,150 billion VND.

Construction started in December 2024, Gia Binh airport is built in Xuan Lai commune and Gia Binh town, Gia Binh district, Bac Ninh province, covering an area of 125 hectares, expected to be completed by the end of 2025.

This airport is also planned for the national airport system in the period of 2021-2030, with a vision to 2050, with a scale and level of 4E airport; expected design capacity of about 5 million passengers/year in the period of 2021-2030; about 15 million passengers/year with a vision to 2050.

The planned land area is about 408.5 hectares and the estimated investment cost according to the planning of this airport is about 25,614 billion VND in the period of 2021-2030; about 12,083 billion VND with a vision to 2050.
