According to the Ministry of Health , the current allowance levels including: on-duty allowance, surgery and procedure allowance, epidemic prevention allowance and meal allowance for civil servants, public employees and workers in public health facilities applied according to the provisions of Decision 73/2011 of the Prime Minister are too low and no longer suitable for the current economic and living situation.
This reality has also been proposed by medical facilities in Dong Nai province to the monitoring delegation of the Provincial People's Council when the monitoring delegation conducted supervision on the development of grassroots health care in the province in 2024.
According to the proposal of the Ministry of Health, the special surgery allowance for the main surgeon, anesthetist or main anesthetist is 790 thousand VND/person/surgery instead of 280 thousand VND as present. The allowances for surgeries I, II, III will also increase similarly. For the assistant surgeon, anesthetist or anesthetist, and direct assistant for the surgery, the allowance is also proposed to increase nearly 3 times compared to the current level.
Regarding the on-duty allowance, the new draft decree adds the subjects of application to be civil servants, people working under labor contracts working at emergency facilities outside hospitals, public forensic forensic organizations in the health sector and the National Coordination Center for Human Organ Transplantation.
The highest allowance is 325 thousand VND/person/shift (24/24 hours) for special-class and class I medical facilities; Central Institute of Forensic Psychiatry; Central Institute of Forensic Psychiatry Bien Hoa, an increase of 210 thousand VND compared to the current level.
Commune health stations and military and civilian health stations increase allowances from 25,000 VND to 70,000 VND/person/shift.
The draft also proposes to increase the allowance to 2.8 times higher than the current regulations for those participating in the fight against the epidemic. For village and residential group health workers and village midwives, the Ministry of Health proposes a monthly support level of 0.7 and 0.5 times the basic salary.
