Proposal for 4-wheel electric passenger vehicles for metro and buses

From the success of the pilot period of 4-wheel electric vehicles carrying tourists , the Hanoi Department of Transport proposed expanding the scope of operation, allowing connection with other types of public passenger transport.


Attract tourists

On November 6, at Hoan Kiem Lake area ( Hanoi ), Giao thong Newspaper reporters recorded the 4-wheel electric cars operating quite busily, most of the cars were full, each car had from 7 to 10 people.

At the ticket booth on Dinh Tien Hoang Street, although it was not a weekend, there were still dozens of groups of customers coming to buy tickets. The ticket price for a 35-minute tour for 7 people is 240,000 VND. If you go for 60 minutes for 7 people, you will have to pay 360,000 VND. Single tickets are sold for 70,000 VND/trip, children under 3 years old are free.

"Usually on holidays or weekends, customers coming here have to queue to buy tickets," said Ms. Nguyen Thu, a ticket seller at Dong Xuan Joint Stock Company.

From Bac Giang to Hanoi for a tour, Mr. Nguyen Phuong, after experiencing a tram ride through the old streets, shared: "Along the route, we were able to leisurely admire the streets without having to rush or rush like when traveling by motorbike or car. Everyone felt excited."

In the West Lake area, 4-wheel electric cars are also very attractive to tourists as dozens of cars are always busy serving passengers.

Mr. Nguyen Xuan Anh (Hoang Mai, Hanoi) often buys electric car tickets every time he goes to West Lake with his family, "The car runs on electricity so there is no gas fumes and it is very environmentally friendly. Sitting on the car to watch the street, we also learn more about Hanoi's history and culture through the information broadcast on the car, very interesting."

Proposal to expand service area

Recently, the Hanoi Department of Transport has proposed to the City People's Committee to allow units to continue piloting the operation of 4-wheel electric vehicles to serve the travel and tourism needs of local people until December 31, 2024. From 2025, this will be implemented in accordance with the provisions of the Road Law and the Law on Road Traffic Order and Safety.

Notably, the Department of Transport proposed that the City People's Committee recommend the Ministry of Transport to consider expanding the scope of operation of this type of transport in a reasonable manner, not only to meet tourism needs but also to serve the development of public passenger transport, enhancing the connection between the Cat Linh - Ha Dong urban railway line and the Nhon - Hanoi Railway Station line, and between urban railway lines and buses.

According to Mr. Dao Viet Long, Deputy Director of Hanoi Department of Transport, the city currently has nearly 180 electric cars of 8 enterprises operating on a pilot basis in 6 restricted areas including: Noi Bai Airport, West Lake area, Old Quarter and Hoan Kiem Lake area, the route connecting Hoan Kiem Lake - Thang Long Imperial Citadel, Huong Pagoda area, and Duong Lam Ancient Village tourist area.

All vehicles are issued license plates according to regulations of the Ministry of Public Security; technical safety inspection according to regulations of the Ministry of Transport.

Many advantages

Mr. Dao Viet Long said that the pilot process showed that this type has advantages such as: Minimizing emissions into the environment; no noise, compact design so it does not take up much space, limiting traffic congestion.

"Electric vehicles have created a new, beautiful, civilized image of urban traffic in the capital," Mr. Long assessed.

As a business operating 4-wheel electric vehicles in the capital, Mr. Vu Ha Thanh, Deputy General Director of Dong Xuan Joint Stock Company, said that after 14 years of operation, the unit has received many positive feedbacks from domestic and foreign tourists.

"About 8 million tourists using electric cars in the past 14 years is a very meaningful number. Also from the operational efficiency of Dong Xuan Joint Stock Company in the Old Quarter area, the city has allowed units and businesses to deploy in many other areas," Mr. Thanh said, adding that the business is ready to invest in vehicles and equipment to participate in metro and bus passenger transport.

However, Mr. Thanh suggested that it should only be applied on short routes, with a maximum radius of 10km to metro stations and major bus transfer points. At the same time, these points should be able to connect to tourist attractions to attract customers to use the service.

In addition, Mr. Thanh said that there needs to be a complete legal framework to put the activity into order. Currently, this type of business has also developed strongly in about 30 provinces and cities, so it needs to be researched and included in the law. Along with that, development and expansion in any area must comply with the routes and number of vehicles to ensure that this type of business does not explode, causing pressure on the traffic infrastructure system.

Although the proposal for 4-wheel electric vehicles to connect with metro and buses is necessary, traffic expert, Associate Professor, Dr. Nguyen Thi Thu Thuy, said that the price needs to be re-studied to match the actual income of the people. The city may use the budget to subsidize the price, in order to attract the most people to use the service. In addition, the connection point needs to be carefully studied and selected after evaluation and review.
