In the planning system approved by the Prime Minister, the planning of the North Central and Central Coast regions positions Khanh Hoa as a growth pole and orients Van Phong to become a service-logistics center.
The Central Highlands regional planning identifies Mang Den as a national tourist area and sets the goal of developing infrastructure connecting the Central Highlands and the Central Coast, including research on investment in an airport in Mang Den.
In addition, Khanh Hoa province's planning allocates land for the development of Van Phong Airport; Kon Tum province's planning (old) and Mang Den tourist area's general planning both identify Mang Den Airport as a key infrastructure project.
Therefore, the Civil Aviation Authority of Vietnam believes that adding Mang Den and Van Phong airports to the master plan of the airport system is necessary, ensuring compliance with the national-regional-provincial development orientation, creating conditions to attract private investment, supporting tourism-logistics and strengthening regional connectivity, national defense-security in the South Central and Central Highlands regions.
According to the planning, Mang Den Airport is estimated to have an investment cost of nearly 5,000 billion VND; the total planned land area is about 350 hectares. Van Phong Airport is estimated to have an investment cost of more than 9,200 billion VND, the total planned land area is about 497 hectares.
Also in the submission, the Civil Aviation Authority proposed that competent authorities consider and adjust the level of Quang Tri Airport from 4C to 4E due to the strategic location of the province in the East-West economic corridor and the Quang Tri-Salavan (Laos)-Ubon Ratchathani (Thailand) economic corridor and the need for new development after merging with Quang Binh province (old).
Furthermore, the approved planning of Quang Tri province determines that Quang Tri is the logistics-transit center of goods in the North Central and Central Coast regions, creating a need for large-scale air transport.
The Civil Aviation Authority of Vietnam proposed that the capital investment demand for airport system development by 2030 is about VND499,619 billion, mobilized from the State budget, non-budgetary capital and other legal capital sources.
The number of airports and the total capacity of the system are also proposed to be adjusted, in which by 2030 there will be 33 airports, with a total capacity of 297 million passengers. By 2050 there will be 36 airports, with a total capacity of 538.5 million passengers.
On that basis, the total land use demand of the airport system adjusted to 2030 is more than 26,600 hectares; by 2050 it is more than 27,800 hectares./.
