The Resolution of the 1st Congress of Delegates of Luu Ve Commune, term 2025-2030 clearly states that the locality will reach the goal of "modern new rural commune" - a new level in new rural construction, which has just been issued by the Central New Rural Coordination Office. To implement this, the commune continues to promote the campaign for people to donate land to renovate and upgrade infrastructure, especially traffic routes.

The inter-village road in Luu Ve commune was expanded and modernized by the people, making it clean and beautiful.

Luu Ve commune was established on July 1, 2025, based on the merger of Quang Duc and Quang Dinh communes and Tan Phong town of the old Quang Xuong district. If not merged, the old Quang Xuong district would also be striving to achieve the standards of an advanced NTM district by the end of 2025, so the infrastructure, criteria for socio -economic development, security and order have all been achieved and are approaching the standards. In particular, the old Tan Phong town has the best quality of infrastructure, people's lives as well as many other areas in the province. That inheritance is the basis for the new commune to confidently carry out the task of modernizing infrastructure and building modern NTM.

According to information from the Party Committee of Luu Ve commune, in the period of 2020-2025, the planning work in the area has many breakthroughs, demonstrating long-term vision and flexibility in urban development management. Planning projects are built, adjusted and supplemented promptly, in accordance with the general planning of the province, along with that, economic - social infrastructure is invested and developed synchronously, in which traffic infrastructure is given top priority, becoming an outstanding result, a breakthrough in the past term. The traffic systems of all 3 old units have been invested in modern construction, ensuring smooth connection, of which 100% of commune roads have been asphalted. Thanks to that, the old Quang Dinh commune achieved the advanced NTM standard in 2021, the old Quang Duc commune achieved the advanced NTM standard in 2023, the old Tan Phong town achieved the civilized urban standard in 2024. Currently, the commune has 8 villages meeting the model NTM standard, 36/36 villages have achieved the title of cultural village, reaching 100%.

In the roadmap for new rural construction, since 2024, local authorities have mobilized people to donate land to invest in, renovate, upgrade and improve infrastructure, focusing on roads in rural and urban areas in the area according to Directive No. 24-CT/TU dated July 12, 2024 of the Standing Committee of Thanh Hoa Provincial Party Committee. The movement has aroused the spirit of solidarity, promoted the strength of consensus between the Party's will and the people's hearts, vividly demonstrating the motto "People know - people discuss - people do - people enjoy".

Immediately after operating under the 2-level local government, the Standing Committee of the Party Committee of Luu Ve commune quickly established the Steering Committee for the Campaign to implement Directive No. 24-CT/TU of the Standing Committee of the Provincial Party Committee, developed working regulations and a plan to implement the campaign. The task of mobilizing people to donate land to upgrade and modernize public infrastructure works was continued without interruption. According to statistics from the Party Committee of Luu Ve commune, up to now, the whole commune has had 963 households voluntarily participating in donating more than 20,800m2 of land, including 9,129m2 of residential land and 11,700m2 of agricultural land. The total value of the donated land is worth about more than 4 billion VND. Along with that, mass organizations and people have contributed more than 6,500 working days to expand, upgrade, and renovate roads, pond embankments, plant green fences, and create a bright, green, clean, and beautiful environmental landscape.

Thanks to the consensus, up to now, the commune has completed the expansion of 36 inter-village and inter-commune rural roads from 2 to 5m. At the same time, concrete roads, flower planting and lighting systems have been installed, contributing to a comprehensive change in the rural appearance. Since then, many traffic projects, cultural and sports works have been built, raising the total infrastructure investment capital of the whole commune in the past 5 years to more than 827.7 billion VND, of which the State budget is less than 60%, the rest is mobilized from socialization and contributions from the people. Currently, 100% of the commune roads have been hardened, of which 70% are asphalted and 30% are concreted.

Many key traffic works have been completed and put into use such as: Pham Tien Nang Street extended to Dinh - Duc Street; Nguyen Xuan Nguyen Street connecting Tan Dinh Street. The routes Hoang Bui Hoan - Le The Bui, Dinh - Duc, Thanh Nien connecting National Highway 45, Uoc Ngoai - Dong Tan Phong... have been completed, and have become symbols of solidarity and community responsibility. These works have contributed to changing the face of the homeland, promoting socio-economic development and improving people's lives.

The campaign for people to donate land to expand traffic routes in Luu Ve commune has aroused the spirit of solidarity, will and belief among the people. Not only has it expanded traffic routes, but it has also expanded the hearts of the people, strengthened the close relationship between the Party and the people, and created a solid foundation for Luu Ve to continue to rise on the journey of building modern new rural areas, towards civilized urban areas.
