According to the 2024 Law on Social Insurance, the People's Committees of communes and wards are responsible for state management and directing the implementation of social insurance and health insurance policies within their localities; at the same time, they participate in developing targets for the development of compulsory social insurance, voluntary social insurance and health insurance participants in the annual socio-economic development plan. Local authorities also have the task of coordinating to widely disseminate and popularize new regulations of the Social Insurance Law and Health Insurance Law; resolve and inspect complaints about social insurance and health insurance; and ensure health insurance premiums for groups of subjects paid or supported by the state budget.

From July 1, 2025, Ha Tu ward will implement a two-level local government model after merging with Ha Phong ward, with a population of about 30,000 people in 17 neighborhoods. To bring social insurance and health insurance policies closer to the people, the ward is focusing on reviewing groups of subjects that have not yet participated. According to the Head of the Ward Culture and Social Affairs Department, Doan Thi Ngoc Linh, the unit is coordinating with the Provincial Social Insurance to organize propaganda and training for cadres, party members, neighborhood management boards, residential groups and mass organizations, in order to grasp the new content to mobilize people to participate in social insurance.
Ms. Nguyen Thi Que, Head of the Farmers' Association of Ha Phong 8 (Ha Tu Ward), said: The majority of the area is fishermen working in the seafood exploitation industry, and many people have not yet participated in social insurance. When we have full information, we will encourage people to participate to receive pensions when they reach retirement age.
In Ha Lam ward, the current health insurance coverage rate is about 98%; there are still some groups of people who have not participated in social insurance and health insurance. The ward is making a list, preparing to organize training and propaganda to expand coverage.

Many localities in the province are urgently organizing propaganda and training conferences for ward cadres, residential groups, branches, and unions, focusing on new contents of the Law on Social Insurance (amended) 2024 (effective from July 1, 2025) such as: Participants; contribution and benefit levels; participants' rights; support levels of the State and the province; new regulations related to health insurance.
Quang Yen Social Insurance currently manages 6 communes and wards, and is coordinating with local authorities to organize training courses to improve policy implementation capacity. According to Deputy Director of Quang Yen Social Insurance Bui Viet Thai, grassroots staff are the ones closest to the people, knowing each household and each group of workers. When they understand correctly and propagate promptly, social insurance and health insurance policies will reach the people in the fastest and most effective way.
For synchronous implementation, the provincial Social Insurance has organized a training conference for commune-level officials and employees after the administrative unit rearrangement on new points of the Law on Social Insurance (amended), the Law on amending and supplementing a number of articles of the Law on Health Insurance; clarified the role and responsibility of the People's Committee at the commune level in managing and organizing the implementation of social insurance and health insurance policies; clearly defined the tasks of each specialized department.
According to the provincial Social Insurance, by the end of October 2025, the whole province had 324,400 people participating in social insurance, an increase of 24,000 people compared to the same period in 2024, accounting for 50.76% of the working-age labor force (compulsory social insurance 277,650 people, voluntary social insurance 46,722 people); participating in unemployment insurance 266,600 people; participating in health insurance nearly 1.3 million people, covering 94.85% of the population.
