Ms. Ngo Thi Tam (57 years old, Viet Hung ward) after nearly 9 years of paying compulsory social insurance when she was a worker, she intended to receive social insurance in one lump sum. However, thanks to advice from the social insurance agency, Ms. Tam continued to participate in voluntary social insurance to be eligible for pension when the new policy allows retirement with 15 years of social insurance payment, instead of 20 years as before. From September 2025, Ms. Tam officially received a pension of more than 2.7 million VND/month with a free health insurance card. Ms. Ngo Thi Tam said: I did not think that at this age I would still have the opportunity to receive a pension. The new policy really creates conditions for people with intermittent payment processes like me.

The regulation on reducing the minimum participation period in the Social Insurance Law 2024, effective from July 1, 2025, is considered a humane change, opening up opportunities for pensions for thousands of elderly workers and informal workers. For many years, Quang Ninh has been one of the leading localities in issuing specific policies to expand voluntary social insurance coverage. Resolution No. 02/2022/NQ-HDND stipulates a support level of 20-30% of voluntary social insurance contributions from the provincial budget for the period 2023-2027, aiming directly at the group of freelance workers, farmers, small traders; those who are not eligible to participate in compulsory social insurance.
In particular, from July 1, 2025, the central budget will adjust the support level for voluntary social insurance participants to include: Poor households will receive 50%, near-poor households will receive 40%, ethnic minorities, islanders and special zones will receive 30-50%, and other subjects will receive 20% support. Thanks to the combined support from the Central and the province, voluntary social insurance participants in the province can receive support from 40% to 80% of the contribution level, the highest in the country. With the lowest selected income level, people in poor households only have to pay about 66,000 VND/month, the normal group is 198,000 VND/month. The income-appropriate contribution level has significantly expanded the ability to participate in social insurance for workers in the informal sector.

From July 1, 2025, the Health Insurance Law 2024 will take effect, marking a major step forward in developing a fair and sustainable health system. The law adds many benefits to help people access health services more conveniently and with better quality.
An important new point is that the health insurance fund pays for home medical examination and treatment services for the elderly, the chronically ill, the disabled, and groups of people who have difficulty moving. People who have participated in health insurance for 5 consecutive years have their benefits increased, their co-payments reduced, and their participation encouraged to be sustainable.
In particular, the new policy allows people with serious and rare diseases to receive treatment at specialized facilities without being restricted by technical standards as before. The removal of administrative boundaries when registering for medical examination and treatment also creates conditions for people to proactively choose suitable medical facilities.
The case of Mr. Le Duc Doi (75 years old, Phong Coc ward) was hospitalized with acute myocardial infarction, 90% narrowing of the coronary artery, a dangerous case requiring timely intervention. Thanks to improved professional capacity, Bai Chay Hospital successfully performed stent placement in the province. The total cost of treatment was about 105 million VND. However, because he was a meritorious person, Mr. Doi was covered 100% by health insurance, only having to pay less than 5 million VND himself. Mr. Le Duc Doi's case shows the practical role of health insurance in protecting patients from large medical expenses.

According to the provincial Social Insurance, in the first 10 months of 2025, medical examination and treatment facilities in the province received nearly 2.3 million visits, an increase of 3.4% over the same period. Of which, inpatient examinations reached more than 326,000 visits, an increase of 5.4%; outpatient examinations reached over 1.9 million visits, an increase of 3.1%. Total health insurance expenditure was more than VND 2,218 billion, equal to 95% of the estimate at the beginning of the year, showing that the health insurance system is becoming an important health financial tool, helping people access services without being burdened with costs.
Deputy Director of the Provincial Social Insurance Nguyen Huy Thong said: The province continues to implement many solutions to expand the coverage of social insurance and health insurance; at the same time, innovate communication work in the most understandable and accessible way for the new regulations to take effect. The Provincial Social Insurance sector always identifies the people as the center of the policy. The goal is not only to increase the number of participants but also to ensure practical and long-term benefits for them.
